Your friend should not have anything to worry about just for switching his ISP. Regarding your request, accounts are not deleted on request. Users have the ability to do that themselves in-game.

Here is why you did not receive the jump, nor could you buy aircraft:
Infrastructure is actually rounded. Therefore, at 999.99 infra you may actually have 999.98674836573 infra.
When it shows that you have "1000" infra, you actually have 999.99747383482 or some number like that. You actually need to cross into 1000.0000000000 in order to be qualified for 1k infra benefits and jumps.

Your browser has cookies stored for http://www.cybernations.net so when you went to http://cybernations.net it didn't see the www part and wanted a new set of cookies. The site is the same site either way though.

I would have kept trying, but I didn't want to have too many failed attempts then have all the issues associated with that.
That right there tells me that you are not following the temp password email instructions. You cannot login directly to the site with the temp password.
