SPECIAL OPERATIONS DOCTRINE

ROYAL COCHIN SPECIAL FORCES is the wing of Royal Cochin Defense Forces tasked with conducting Special Operations. RCSF is composed of 4 Special Forces Regiments with an average of 500 commandos, King's Guard Battalion of 250 commandos and the King's Gusrds Chaver Company.

Of the 4 raised regiments, two regiments shall always remain on active duty, and two on service rotation. Regiment on service rotation would have its Companies distributed amongst Royal Cochin Army and Royal Cochin Navy units to perform Special Operations taskings in these field units. During these service rotations of 2 years, these regiments would exist only in Administrative form.

Regiments on active duty would be based at their regimental headquarters and would be liable to be recalled for specific special forces operations and national defense duties.

Regiments on active duty rotation would alternate on raised alert status every three months, with each Company of a regiment staying on duty alertness for 2 weeks at a time, and then relieved by other Companies of the regiment, until the Regiment goes into lower alert status. Regiments and companies on active duty/lower alert status are expected to train vigorously and retrain themselves vigorously for preparation for higher alert status.

Apart from these active duty and service duty formations, a Training Command Company would be raised every year to staff the various schools of Training Command (Special Forces). Personnel of this company would be under deputation to Training Command for the duration of this period. Deputations would also be sent every year to Royal Cochin Special Force to assist them in training personnel for SWAT Directorate.

In order to improve reaction time and readiness levels for various Special Operations requirements, the following doctrines are being formulated.

Royal Cochin Army support operations : Service Duty Regiments
Royal Cochin Navy support operations : Service Duty Regiments (MARCOS)
Royal Cochin Air Force support operations : Service Duty Regiments
Strategic Command support operaions : Active Duty Regiments (STAR)
Rapid Reaction Force : Active Duty Regiments (GARUD)

MARCOS - Marine Commandos are specially trained RCSF Companies for Marine Duty in Royal Cochin Navy and the Marine Divisions of Royal Cochin Army.
STAR - Strategic Command Special Operations Force
GARUD - Rapid reaction force to be used in Hostage Recovery, Urban operations

PALACE DURBAR TRANSCRIPTS

HH KERALA VARMA - K
KP VARMA - EXTERNAL AFFAIRS (E)
GEN. MAHESH VARMA - RCDF (D)
GEN. MOHAMMAD FARAZ - RCPF (P)
DR. SYED SHARAFUDEEN - FINANCE (F)
REVIN GEORGE - INTERIOR (I)

K: Greetings gentlemen. Let us start with a review of our economy now. Dr. Sharafudeen?

F: Your Excellency, the state of economy is improving at a steady state. There have been marked infrastructural improvements in the past fiscal and we are also looking at a marked increase in our technological capabilities in the near future. Several of our vital industries are currently breaking even after much needed large scale technological improvements, mainly through the Special Economy Zones we have established near the principal core technology development centers across the nation.

The Cochin Rupees is very stable now in its value and inflation is greatly under control. Marked increases in international trade volumes have also benefited our economy greatly. We are hoping to set up more Chambers of Commerce in friendly nations to increase the market coverage of our industries. We hope the Ministry of External Affairs would assist us in that. As starters we are thinking of representing the Cochin Chamber of Commerce at the upcoming Shanghai Expo hosted by United States of China like our similar trade centers in Transvaal and Hanseatic Commonwealth in the past.

On the whole the Treasury is steady and prosperous.

K: Excellent brief, Dr. Sharafudeen. Now Mr. Revin George, how is the administration holding up?

I: Your Excellency, the Ministry has fully re-assimilated the Kyrghyz Province back into the Kingdom. The people have been generally supportive of the re-assimilation however we have encountered certain pockets of passive resistance, primarily earlier supporters of Natanya Grushavoy, the former Governor of Kyrghyz Province and later President of Kyrghyztan during its autonomous existence. Mrs. Grushavoy having been bed ridden due to ill health these were the principal bureaucrats who had caused the mismanagement of the region which led the re-annexation. Now our officials are trying to reason with these disgruntled people, and we hope to come to an amicable settlement. Since these people no longer hold support from the people as evident from the opinions registered in National Citizen’s Representation System it is unlikely that they would cause any serious problem.

Overall administrative processes have been fine tuned as per the Royal Directive in view of numerous complaints of corruption in Administration registered in NCRS. Several cases have been registered against the serious confirmed offenders and vigilance investigations are being carried on with regard to several other suspected officials. Sad to say but even two senior Civil Service officials in the upper echelons of my Ministry have also come under investigation, including a Permanent Undersecretary and an Assistant Secretary. They have both been suspended on suspicion and would be under reduced pay leave until the investigation is completed.

Domestic disturbances are arising from the tribal areas of Jharkhand, with some local dissidence being reported against the Administration. I had asked RCPF to investigate the matter as I felt that we need a third party opinion regarding the matter.
Overall the people of the nation are happy with our economic progress and national and international policies.

K: Good. Now, Gen. Faraz, what information did you gain from these investigations in Jharkhand?

P: Sir, Central Bureau of Investigation is conducting a thorough investigation into several allegations of administrative abuse, corruption and extra judicial force being applied without reason. From interviews with several citizens and low level administrators and local police officials we have been able to learn of an organized pattern of corruption and violence being meted out against the tribal settlements in the region by certain nefarious elements. A very high level investigation is being conducted completely out of loop of Provincial Police establishment to find out how high the corruption goes. The CBI task force reports only to the CBI Director.

K: Good. Keep me informed, Gen. Mohammad. Now how is the state of RCPF in other areas?

P: Sir, nothing specific to report other than the Jharkhand issue. Everything steady otherwise.

K: Okay. Gen. Varma, how is the Operation Hawaii proceeding?

D: Sir, our Marine Divisions have been withdrawn from active combat operations in Oahu Islands with the arrival of reinforcements from Greater Pacifica. After horrendous losses Wheeler AFB and Mt. Ka’ala have been conquered by the 6th Infantry Regiment and 14th Infantry Regiment. Total casualties in these operations have been 20,000. Casualties were expected, however the extraordinary scale have been meted out by cunning defenses and impressive fighting spirit of the Tahoean military.

Now the 14th Infantry Regiment and 5th Armored Cavalry Regiment are massed near the city of Honolulu to take on the entrenched city. The battle is doubtless going to be bloody as evidenced by the savage counter attacks launched on our defensive positions and the reactions towards our short expeditionary patrols within the city. We have shifted the principal base of operations from Johnston Island to Oahu itself now that the principal logistical points are within our grasp.

Our Battle Fleet has also now changed its orientation with majority of it maintaining a cordon to the east of Hawaiian Islands in case Tahoe launches an airborne or maritime strike from its mainland territories. We have laid down effective ambushes to detect and interdict any such reinforcements. We are also planning to send a few of our new ASPER bombers to Johnston Island to support a possible Airborne Regiment strike on the mainland territories of Tahoe.
The 6th Marine Division which suffered horrendous casualties are recovering and regrouping at their regimental headquarters at Chittagong. It is unlikely that we may deploy them for an out of theater operations in the near future considering the instabilities in Burma. For the same reason 2nd Marine Division at Port Blair has also been put on increased alert status.

K: Wise decision Gen. Varma, which brings us to the next important agenda. Mr. Varma, what is the news from our new neighbors?

E: The fall of Imperium and the rise of Kahikla with the support of the United States of China have been rather quick and frankly we could not adequately track the events. Considering their origins, we fear Kahikla may be a fervent supporter of United States of China, but we have initiated efforts to establish diplomatic contacts with the new nation. We hope they would be more amenable to reason than our new neighbors to the East. United States of China has just waged a very destructive and aggressive war with the Articuno Islands, apparently under notions of some sort of Han superiority they own. The rhetoric has several similarities with several other authoritarian regimes that the world has seen and the evidences of their aggressive nature are plain. We thank Royal Cochin Police Force and National Intelligence Agency for the assurance of not to conduct any covert intelligence collection operations within this region as we fear United States of China is determined to maintain an aggressive posture towards us, and any active intelligence collection operation against any of its allies would be trumped as a casus belli for aggressive war against us. Due to the secession of People’s Republic of China from Triple Entente and the associated cancellation of the Mutual Defense agreement, the Kingdom has lost a strong ally in the region. The annexation of Sichuan by USC also brings this highly aggressive and unstable nation to our frontiers in Tibet.

Attempts by the Ministry of External Affairs to establish diplomatic relations, even low level, have been spurned by United States of China, apparently on the basis of continuing effect of Lhasa Doctrine over the territories of the People’s Republic of South East China. The PRSEC had willingly chosen not to rescind the Lhasa Doctrine over their lands in the after math of our unfortunate operations in support of Nova Sol Terra, later Imperium, against Acca Dacca. They continue to hold the right to rescind the Doctrine’s application over their land which was once part of the Cochin Chinese Protectorate, doctrines and agreements which the United States of China seems intent on ignoring aggressively. We are unaware of any existing attempts but the Ministry feels USC may exert force upon PRSEC to rescind the agreement under threat of loss of sovereignty.

Under current geopolitical situations we hardly feel anyone would object such an aggression against a weaker nation by such a powerful nation especially unconditionally backed by its allies Vietnam, Novak and Rebel Army. The Ministry recommends that the King advices PRSEC government to rescind the Lhasa Doctrine so that they may be assured of their sovereignty and security.

In other areas, the Ministry is in continued contact with several neighboring nations to improve our diplomatic relations, the recent positive diplomatic meeting between the Kingdom and Novak as a harbinger. We hope to continue to improve our relations with Novak, with the Ministry of External Affairs cooperating with the Ministry of Industry in several talks being conducted with Novak to establish a Cochin Chamber of Commerce in Novak.
Marscurian Pakistan continues to slide down into a debilitating civil war and our efforts to provide them assistance have generally been well received by the world.

K: Thank You, Mr. Varma for that comprehensive report. Indeed United States of China is a clear and present danger to the Kingdom due to the continuing pattern of aggression towards its neighbors and undiplomatic conduct towards the Kingdom. Gen. Varma, I hope the defense upgrades in Tibet Province are completed?

D: Yes Sir. The Border Guards and the Local Area Attrition Defense systems are at higher alertness. But the deployment of 6th Infantry Regiment, home based at Tibet is a potential problem. They are vital in the defense of the province. It is currently been offset due to the nearby presence of 9th Armored Cavalry Regiment at Nyima, 6th Mechanized Division at Cawarong in Tibet Province itself and some other units in neighboring provinces including 4th Shock Army Division at Imphal. If there is any attack from Cochin-USC borders at Tibet, we are ready for its defense.

K: Good. We must generate a comprehensive defense plan against all possible strategic and tactical surprise attacks that the USC and its allies can launch against us. The events unfolding have presented a picture that cannot be ignored in idiocy. Our analyses may be wrong, but let us err in caution. I want Royal Cochin Defense Forces to ready plans for a wide ranging scenario, starting with a worst case scenario of us standing alone against a multi front attack from United States of China, including its current allies, Vietnam, Novak, Rebel Army, Slavic Federation and also including potential allies including Kahikla, even friendly nations like Greater Pacifica and Vauleyo-Buryatia.

Now as you all know I would be going to Hami tomorrow for the meeting with Vauleyo Buryatian President and President of Madurastan. I hope to arrive at a defense agreement but I am not overtly hopeful.

I want RCDF to get ready to defend its frontiers, if the threat manifests in the near future. Even if there are no threats, the increased alertness and training regimen would only improve our nation’s security in the long run. I want all Ministries to cooperate with each other, all our national assets must be protected, because I fear if a war comes it would be a war of many fronts.
Thank you, Gentlemen for your briefing. Good day.

RCDF announces the formation of two new research facilities under Research and Testing Directorate of Quarter Master Command. These are the Center for Biological Warfare Defense and Center for Chemical Warfare Defense. Establishment of these two institutions is to explore possibilities of chemical and biological warfare being utilized against the Kingdom and to develop adequate preventive mechanisms and preventive tools against such warfare.

Center for Biological Warfare Defense (CBWD)is established with assistance from Center for Infectious Diseases, Yining. CBWD would conduct research in pathogens like Ebola, Small Pox, Anthrax, Marburg virus, Cholera, Bubonic plague, Q Fever, Lassa Fever, Tularemia, Brucellosis, Glanders, Melioidosis, Machupo virus, Coccidioidomycosis, Shigella, Typhus, Yellow Fever, Ricin, Botulism, Saxitoxin, Mycotoxins, Euphorbia Graniti, Magnaporthe grisea, Aphtae epizooticae, Rinderpest virus, African swine fever virus, Chlamydophila psittaci and other biological warfare agents. For the sake of research and experimentation weaponisation of these agents would also be conducted in controlled conditions. A primary purpose of CBWD is to promulgate and evaluate Biological Warfare Defense doctrine for Royal Cochin Defense Forces.

Center for Chemical Warfare Defense (CCWD) is established with assistance from University of Agra and Fertilizers And Chemicals Travancore Ltd (FACT). CCWD would conduct research in Lachrymatory agents, Vomiting agents, Psychological agenjts, Opioids, Nitrogen mustard, Sulfur mustard, Arsenicals, Urticants, Hydrogen Cyanide, Cyanogen, Cyanogen chloride, Cyanogen bromide, Arsine, Phosgene, Vinyl arsine, Pulmonary agents and Nerve agents like Tabun, Sarin, Soman, Cyclosarin, Novichok agent, GV, VE, VG, VM, VX and other potential chemical warfare agents. Weaponization of these agents would be conducted in limited and carefully controlled manner to facilitate development of antigens and protective systems against Chemical Warfare using these agents. Development and evaluation of Chemical Warfare Defense doctrine is also a primary mandate of CCWD.

Both CBWD and CCWD would have dedicated Red Team Divisions whose job would be to evaluate possibilities of potential Chemical and Biological Warfare being conducted towards the Kingdom. CBWD and CCWD would also work with Strategic Command, National Intelligence Agency and Strategic Reconnaissance Agency to improve Chemical and Biological weapons intelligence of the nation.

CBWD has its headquarters and main research facilities at Yining and would have a Testing and Evaluation Facility at Station Delta at Gangothri in Antarctica. CCWD has its headquarters and main research facilities at Ile Amsterdam in Indian Ocean. It would share the Testing and Evaluation Facility of CBWD at Station Delta in Gangothri.

Royal Cochin Defense Forces reiterates its Strategic Doctrine under which the Kingdom of Cochin shall not employ Chemical and Biological Warfare agents for combat, however research in these are necessary to safeguard the Kingdom from attacks of that nature.

We applaud this move. From its inception, the United States of China has renounced the right of biological and chemical warfare (this does not include defensive development). The United States of China offers to conduct joint research on these agents so long as this is defensive, and encourages all powers in Asia to share information for defense against chemical and biological weapons regardless of political alignment so that even underdeveloped countries may defend themselves.

The Kingdom is willing to share proven and tested methods of defenses in Biological and Chemical Warfare to all nations. Experimental defenses which have not undergone sufficient testing would however be unlikely to be shared with other nations, however even they would be shared with all nations, regardless of political alliance in case of an attack with these nations.

The Kingdom of Cochin would be delighted to conduct joint research in this field with United States of China and as a prelude to this extend an invitation to a scientific delegation to visit Headquarters of Center for Biological Warfare Defense at Yining, Xinjiang.

The United States of China is dispatching a team of Epidemiologists and their graduate students from Taiwan National University and Fudan University on rotating shifts to Yining, Xinjiang. This reflects the smartest minds and talent in epidemiology in China, and should be of great use in prevention and containment policy.

JWAL Systems are even now being inducted into various units of RCDF but for a valued ally like Selenarctos we would have no problem in fulfilling the order in a preferential manner. Priced at CRs. XXXXXXXXXX per unit, how many JWAL units would Selenarctos be interested in buying? Would they be maritime system or ground based system?

We would like to purchase 15 ground-based units with an option for 30 more should they prove complementary or superior to the Centurion C-RAM.

The order is being readied now.

The Maximum range of JWAL is 10 km and minimum range is 500 meters. JWAL receives tracking information from separate tracking sensors, like the ship borne sensors and a conformal Doppler radar array for the ground unit. JWAL takes 30 seconds to attain powered status and in that state can continue for 10 minutes after which another 30 second window ensues. Within this 10 minute powered on state, the JWAL would have attained a gyroscopically stable orientation and can conform to 660 degrees target orientation in 300 milliseconds and having attained physical bearing towards the incoming target, it would take mere milliseconds for interdiction, the precise time determined by the number of consecutive bursts of 250KW required for imparting thermal and physical damage to incoming warhead.

TRAINING COMMAND

Training Command, RCDF announces the expansion of National Training Center facilities. National Training Center which is currently operating at Jaisalmer, Rajasthan province is deemed inadequate for several theater simulation exercises. Perfect for desert warfare and large scale mechanized combat, NTC can only simulate warfare in following terrains - Sand desert, Rock desert, Paved road, Dirt road, City and Plains. To address training needs for other terrain, Training Command is setting up 4 new National Training Center.

National Training Center Achalpur, Maharashthra Province - Forest, Plains.
National Training Center Pabna, Bengal Province - Forest, Swamp, Bog, River
National Training Center Gerze, Tibet Province - Hills, Mountains, High Mountains
National Training Center Bhuj , Gujarat Province - Amphibious Assault

Apart from these, the Regimental Headquarters of 4th Infantry Regiment, the Tibetan Grenadiers in Gangothri Province would also be considered as a National Training Center for Tundra and Ice Sheet terrain warfare.

Each of these NTCs would be covering a 100 km x 100 km area like NTC Jaisalmer. NTC Jaisalmer would continue to be the apex testing center for Cochin's Armored units.

PROJECT 593 - PARAVA
GOSREE AERONAUTICS LIMITED

Gosree Aeronautics Limited announces the first successful flight of a new prototype aircraft, the Project 593 "PARAVA". Parava is a 4 engine turboprop unmanned aircraft powered by 4 revolutionary GN59H hydrogen fuel cell engines. This extremely light weight aircraft is made using composite carbon fiber materials.

Parava is the first generation product of GAL's quest to explore Hydrogen fuel cell powered aircrafts. Parava is a very large aircraft, measuring

Length: 46.2 m
Wingspan: 50.10 m
Height: 12.12 m
Wing area: 310 m²

The first flight took place at GAL Test Flight Center near Agra. The unmanned aircraft has a low tonnage, with subsequent generations expected to be designed with greater payload capability and even stealth features. Parava's revolutionary hydrogen fuel engines mean that they can have sustained flights of extremely long durations with very limited refueling required. This feature is bound to be incorporated in the future generations of Project 593, which GAL hopes would receive RCAF funding after the first flight of Parava.

Here are a few images of Parava flight test.

The swept wing aircraft is controlled by a ground crew of 10 through satellite or terrestrial laser communications. A second prototype of Parava customizable for reconnaissance and surveillance missions by Royal Cochin Air Force is also being built in cooperation with the Quarter Master Command. This Parava would have conformal sensor modules, reconnaissance modules, conformal antennae for SIGNINT collection etc for a full demonstration of sustained reconnaissance capability of the new aircraft.

A few line diagrams of the Parava has been released by GAL.

PARAVA ENDURANCE TEST
GOSREE AERONAUTICS LIMITED

Gosree Aeronautics Limited is launching a revolutionary endurance test for the first prototype of Parava. Flying on a circuitous track designed by Royal Cochin Air Force and Air Defense Network, the Parava would be flying a distance of 30,000 km per track run. The endurance track would run start and terminate at Forward Air Base Altai in Xinjiang Province.

The route of the track is plotted below.

Along this track, the aircraft would be flying over various terrain to properly test the aircraft's endurance in various atmospheric phenomena. The Ground Control team would be based at GAL Flight Test Center Agra, and communication would be conducted through commercial communication networks. Royal Cochin Air Force has permitted a backup channel in MILCOM if there is a failure in commercial channel. Gosree Aeronautics Limited would also receive tracking and telemetry information from Air Defense Network and various defense establishments along the track.

Since the aircraft is unmanned, in case of gross systemic failure, GAL has been instructed to crash land it away from populated areas. Flight near sensitive zones would be escorted by RCAF fighters.

While this first endurance run is expected to last for only single circuit, further perpetual circuits are also planned to test the maximum endurance without maintenance issues.

PARAVA ENDURANCE TEST 1 SUCCESS

GAL announces that the first endurance test of the Parava unmanned hydrogen fueled aircraft has been deemed a success. The experimental aircraft assigned call sign XP001 completed the 30,000 km track in 39 hours thus lending an average speed of 769.2 kmph while the aircraft has been proven to have a maximum speed of 926 kmph or 500 knots. The ground controllers had taken shifts of 6 hours per rotation and the entire team were facilitated by GAL's CEO, Madhavan Pillai at the ceremony at FAB Altai. The prototype aircraft would be dismantled and all of its components tested for flight damage during this endurance test and any modifications brought to bear on the two additional prototypes being built by GAL facility at Agra. It is expected that the second generation of Parava prototypes would be subjected to a fly until crash endurance test over Indian Ocean to test its maximum endurance. Royal Cochin Air Force which is stated to have been satisfied with the performance of the experimental aircraft is expected to place orders for it as soon as the flight tests have been concluded.

PARAVA SUSTAINED ENDURANCE TEST COMPLETED

Gosree Aeronautics Limited announces that the Project 593 has completed the sustained endurance flight test of the Parava prototype aircraft. The second and third prototype had flown a sustained flight along the test track assigned by Royal Cochin Air Force and logged 480,000 km of sustained flight, a distance greater than that of moon from earth. This was completed over 640 hours or almost 27 days. The second and third prototypes were built of better structural materials and improved design features which enabled to complete this entire flight test at minimal damage.

This final test has caused Royal Cochin Air Force to place an order for 3 Project 593 Parava aircraft for its own experimental purposes, an order which is hinted to be expanded greatly due to the remarkable performance results obtained. "Silver Cloud" as Parava is called due to its energy efficient paint scheme is likely to be one of the greatest successes of Gosree Aeronautics Limited's design bureau.

ARDENT MINE LAYING SYSTEM

Quarter Master Command today unveiled the Ardent Mine laying system developed by the Cochin State Armory R&D Section. The Ardent is based on BMP3 flatbed chassis upon which two single axis adjustable side launchers and two twin axis rear launchers capable of firing a total of 120 X 6 scatter mines in a short interval. The side launchers consist of 40 launching tubes mounted in 4x10 fashion and the rear launchers consist of 20 launching tubes mounted in 4x5 fashion.

MNS and MNT class of scatter mines can be launched by Ardent, though it would primarily be used for area denial operations against armored threats.

While Tatra Automotive Works provide the BMP3 chassis for the Ardent, its weapons fabrication and system integration is done by Cochin State Armory's Heavy Vehicle Factory at Yining.
