Centurius Posted July 13, 2014 Report Share Posted July 13, 2014 With two out of three commitments the conference could proceed, as soon as the confirmations had come in security arrangements were made as entire roads were closed off from the airport to the Palace. The Carthaginian Air Force would increase its patrols as ships belonging to the Carthaginian Navy established an anti-air and anti-missile shield for the entire city. Upon arrival the delegates would be received by officials from the Council on Foreign Affairs, under protection of the Sacred Band they would be escorted to the palace where the King had been waiting. Upon arrival there the delegates would be further escorted to the conference room where a large table had been prepared with foods and drinks to make the talks go over a little bit easier. Anysus stood ready to welcome each delegate individually. The room itself would only have about four Sacred Band to avoid fights between the delegates. Heads of state and government, to her, indicated that the matter was very serious indeed. Ministers, while sometimes appropriate depending on the event, sent the message it was not important enough. Ambassadors and other such staff members indicated to her however that the situation received only token attention in that nation's government. As her convoy drove through the Carthaginian streets, Karoline reviewed the notes given to her by various members of Wilding's cabinet, as well as Wilding himself. They covered the history of the region, beginning all the way back in ancient times - it seemed Hungary had no real claim to the area, but Slovakia had nominal WWII claims that had been enforce by the Nazis. It is a vital link between Hungary-Slovakia and Belarus, without which, it would make it much more difficult for us to trade with each other and to come to each other's defense. Any fear of us wanting to wage war with Alvonia, to invade Alvonia, or that we would try to annex or occupy any other parts of Poland are completely unfounded. We have never started a war against anyone, only ever mobilizing our army if we have been engaged first, or if someone has threatened to attack or invade our nation or one of our allies nations. If no shots are fired at us, we will not fire any shots either, unless as I stated earlier, our border or airspace has been violated or invaded, or the borders or airspace of our allies are threatened, violated or invaded. We would also like to add that we only entered Poland in order to prevent militants from launching attacks on our territory. We made it perfectly clear that the occupation was only meant to be temporary, and that we were willing to negotiate a widthrawel. This all changed when Alvonia issued its ultimatum, and demanded that we leave the territory. Thanks to the Alvonian threats of aggression, we were unable to secure the region as we had planned, and our efforts were greatly hindered due to fears of an Alvonian attack. As such, we can only assume that Alvonia was deliberately attempting to endanger Belarusian security by indirectly assisting the militants by threatening us. As such, my government feels that it will be necessary to occupy portions of Poland indefinitely as a buffer zone against a possible Alvonian attack." It would both make it harder to come to each others' defense, as well as make trade more difficult and more expensive between Hungary and Belarus. What can Alvonia offer that would help alleviate that? If nothing, than Hungary sees no other choice than to accept Belarus' offer to us. Also, until that situation has been properly addresses and alleviated, I apologize to Alvonia, but Hungary can not withdraw our military personnel. Once again though, we reassure you that our nation, and our military are not a threat to Alvonia. We have absolutely no reason or desire to fire at Alvonian soldiers, unless the Alvonians fire at our soldiers first, attempt to forcefully make our personnel leave, or try to invade our borders or airspace, or Belarus' borders or airspace. And Belarus would have done so if Alvonia hadn't been so insistent in undermining our security. We are still willing to negotiate on certain areas of Poland, but the simple fact is, a buffer area and a piece of territory connecting Hungary to Belarus has become absolutely vital to Hungarian and Belarusian security. To deny us such is to place a great burden and inconvience on our two nations ability to adequately work together and trade together. Giving us such a burden would only lead to even more resentment and even more strained relations between Hungary-Slovakia and Alvonia, as I am nearly certain it would for Belarusian-Alvonian diplomatic relations, as well. That is something we in Hungary-Slovakia would very much like to avoid see happening, as I am sure it is something Alvonia would much like to avoid happening, as well. Alvonia believes it has a historic right to protect the territory formerly known as Poland while Hungary-Slovakia seeks a land border with Belarus to guarantee trade and Belarus desires a buffer zone against perceived Alvonian aggression. Am I correct?" He asked and if confirmed would continue. "It is beyond a doubt all sides have valid motivations for their moves and claims. In a perfect world everyone would leave this room obtaining just what they wanted but sadly this is not a perfect world. If you allow me I may have a suggestion that would appease all sides and provide the basics for lasting piece. It is clear Alvonia has historically protected Poland and has been a stable European state, at the same time trade between Belarus and Hungary-Slovakia can very much be facilitated through someone else's territory and historically allies did not need to share a border for mutual defence. What I would like to suggest is the following, Belarus and Hungary-Slovakia recognize the right of Alvonia to protect the territory formerly known as Poland. In return Alvonia will grant the right to move freely and without taxation through the protectorate to Belarussian and Hungarian nationals. As well as the right for their militaries to move through a corridor between their lands. Finally as for the buffer area, while you may have reason to fear Alvonian aggression history has shown separating lands that belong together almost always leads to bloodshed. To resolve this issue I would suggest a commitment by Alvonia to not place armed forces exceeding 5,000 infantry within 50 miles from the border of Belarus. Early warning systems can be placed on this location to give Belarus sufficient notice in case of an Alvonian attack while 5,000 soldiers should suffice to maintain order." We're not asking for exact numbers, but just knowing what is passing through is all we need. We can also agree to the limitation." We would be happy to let Alvonia protect Poland, including Subcarpathia, as long as not only Hungary-Slovakia and Belarus citizenry and military personnel are always allowed free and safe movement and no Alvonian taxation in Subcarpathia. We also suggest that the protection of Subcarpathia be a three-way deal, as in Hungary-Slovakian and Belarusian troops, as well as Alvonian troops, all be allowed to be stationed in Subcarpathia. Secondly, we would suggest that Subcarpathia land be allowed to be transfered to Hungary-Slovakia as planned. However, we will again allow both Belarus and Alvonia to freely traverse the land and to station Belarusian and Alvonian military personnel freely and as they please. Hungary-Slovakia will also exempt Alvonia and Belarus from any and all Subcarpathian taxes. Thirdly, we suggest that Subcarpathia be a conflict-free zone, so long as it is shared by the three of our nations. Hungary-Slovakia and Belarus will promise not to ever engage Alvonian military personnel while they are in Subcarpathia, in return for Alvonia promising never to engage any Hungary-Slovakian or Belarusian military personnel who are in the Subcarpathian region. Lastly, even though Subcarpathia is currently Belarus' and not Alvonia's, Hungary-Slovakia is willing to pay Alvonia $100 million to transfer Subcarpathia to Hungarian ownership. Once again, we would be more than willing to let Alvonia station defensive troops alongside our own and Belarusian troops in the Subcarpathian region, free of any cost or taxation. We already stated we can fund and assist in building a railroad or highway between Hungary-Slovakia and Belarus, which will get you your wish of easier trade and defensive capabilities - all we ask for is notice of any major military movements through that line. Lastly, we find your promises of non-aggression laughable given that you've placed ballistic missiles in the area in question and have increased deployments alongside your Belarusian allies. You say you want peace, but the equipment you're pouring into the area suggests otherwise." "Also, let's make this clear - Alvonian protectorates are not taxed in any way. We make no profit off of maintaining a protectorate over an area and in fact put money towards maintaining systems in the area and training locals to take charge when a government arises." It would be...what....5..10..15 percent of Subcarpathia. The other 85 to 90% would remain Alvonia's protectorate, and the other 10-15 percent would be a shared Hungary-Belarus protectorate. We'd be willing to pay up to 25 million for that little portion of Subcarpathian's land, if you so wish us too. You have Hungary-Slovakia's word that we will protect it to our very best ability and will well respect the citizenry of that portion of Subcarpathia. "I just received word that your government has announced - publicly, mind you - that missiles have been moved to within 80 km of our border! If you want to keep this discussion going, your government is going to have to withdraw those weapons and withdraw all offensive weaponry from Subcarpathia, otherwise I will walk out of this meeting right now. We have done nothing to warrant this aggression from Hungary-Slovakia, and I will remind you have offered reasonable terms that solve this peacefully. It has been both you and Belarus that have been demanding outrageous concessions and the division of Poland for no reason other than to give you a common border, a problem we have already offered to eliminate with only a minor concession on your end!" Hungary-Slovakia views that as an Act of Aggression against both Hungary-Slovakia and Belarus. We have made every reasonable attempt to settle this fairly and peacefully, and have been rebuffed at every turn by Alvonia. "If I may step in, I believe Alvonia's primary objections to dividing Subcarpathia is not one of greed but rather recognition of the need to keep nations together. Throughout history the Polish nation has been the subject of repeated aggression and even cultural genocide. It has also always been the source of wars due to these divisions. What Alvonia is offering is the ability for you to move without interruption. This completes all military objectives of owning the land yourself without the need to actually finance it.
