General Provisions I. Becoming a Signatory Admission to the CDT is on an invitation only basis. Once invited, all members must first be accepted into the commonwealth by unanimous vote of the other signatories. If we are to defend one another, and open trade, it is essential to have good relations with each nation. II. Anti-Aggression All signatories agree to further keep their bonds tight that no aggression shall take place amongst the signatories. All disputes are to be addressed and handled behind closed doors. All members agree to not take up arms against each other in warfare. This includes politically, economically, and militarily. III. Free-Trade The signatories of the CDT agree that trade is essential to our economies and future capabilities. Therefore all nations agree to have no tariffs on each other in order to further benefit and cooperate with each other economically. IV. Defensive Warfare An attack on any signatory is quite simply an attack on all. If a nation comes under warfare from an outside force, all signatories agree to come to their defense. This defense comes in the form of Economic, Political, and Military support. V. Aggressive Warfare If a nation who signs this doctrine does wage an aggressive war on another nation, it is not the responsibility of the other signatories to help out militarily. Depending on the reasons for war, signatories may choose to support their treaty partner and declare war if they wish to. VI. Intelligence Clause Signatories are expected to share intelligence with each other if the intelligence is deemed a threat to any member of this treaty. VII. Anti-Imperialism All signatories will work towards keeping imperialism out of the global community. This will be handled through more convenient means. If the signatories agree that diplomatic talks can progress no further, sanctions may be placed. If the sanctions do not help and the aggressor continues to commit imperialistic atrocities, then Article V of this treaty may be discussed among the members if necessary. CDT will also work diligently to protect smaller nations from imperialist actions from larger nations. VIII. Extradition All signatories agree that their laws are to be enforced with criminals. If a criminal commits an act against another nation that is found to be illegal, then the criminal will be sent to the other nation. The Ukraine would like to invite Greece to join the Commonwealth of Defense and Trade. Classified to CDT Members "The growing threat of Muscovy and Alvonia comes to an all time high. I would like to know which options we currently would like to present to combat them. As its been known, Muscovy has doubled its size a few weeks ago, and attempted to bully Ukraine until Hungary-Slovakia stepped up. Now it is apparent that they have laid claim to the Baltics and Kaliningrad, and are putting troops there from what we can see. We can't let this go unwarranted again. Ukraine would like to remind the CDT members that the only land left to claim in Muscovy's apparent path is the nations which are members of CDT. It is with this in mind that Ukraine would like to at least propose bloc-wide sanctions against Muscovy for the time being in accordance with Article XII. However we will not go forth with with these sanctions if our allies do not believe this to be the correct action to take. We ask you all to decide what our futures will hold, and the futures of our Eastern European brethren in The Baltics and Poland. Classified to CDT Members Then we stand by our allies decision and will not be imposing sanctions. As it's a bloc wide effort to enforce bloc-wide sanctions, they will be dismissed for time being. The Doctrine basically says 'If anyone tries to invade or expand into our Eastern European region, it will be regarded as an act of aggression against Hungary-Slovakia, and will treated in kind', and if Belarus and Ukraine vote for and sign the Doctrine, than it'd be considered an act of aggression against Belarus and Ukraine as well. In other words, so long as we accept that there will be instances in which it is not reasonable to apply the doctrine, Belarus votes "yes."
