What I've done is my First Improvement was a Harbor, then i Brought 2 Banks, and then 1 Factory, then 3 Banks, and 4 Factories, making my current improvements: 1 Harbor 5 Banks 5 Factories. They are the most important ones, i think i've achieved. Im then going to buy 5 Stadiums. Like the way ive done it so far? If you do alot of tech deals you could also justify buying a foriegn ministry somewhere in there.
