I randomly clicked "Declare War" on someone's nation page and was surprised to find that it worked. I then proceeded and even successfully conducted Ground Attacks against the fourth nation I declared war on. Is this a bug? (I don't know how to take screenshots, and therefore didn't provide any; the link will only be good for so long.) Thanks! EDIT: Looks like it. I declared war on another person, and now all my slots are filled.
