U.S. discussions with the Athenian Federation

A diplomat from the U.S. arrived in Athens and went to the Foreign Affairs office where he delivered a proposal to the head of Foreign Affairs.

"My name is James Clark. The United States has noticed that the Athenian Federation has made many similar policy choices around the world involving foreign affairs and we would like to discuss the option of deepening these relations over time. That said, we hereby offer you the following treaty. It has been pre-ratified for me to offer by the U.S. Congress and pre-signed by the President of the United States, William Caudill. If you approve, it only needs your signatures." He presented the document.

Preamble
The Athenian Federation and the United States of America, two countries who wish to strengthen ties and forge a lasting friendship and cooperation in international affairs hereby agree to this pact.

Article I: Non Aggression
Both nations pledge not to initiate any form of hostile actions against the other, and shall keep an open line of communications between both governments.

Article II: Optional Defense
Should either signatory come under attack, the other has the option, but is not required, to come to their defense militarily. Should the other choose to remain neutral, they may also choose to supply financial aid.

Article III: Intelligence Sharing
If either signatory of this pact receives sensitive information concerning the safety and security of the other they are required to share it and when applicable the source of said information.

Article IV: Trade
Both signatories should endeavor to reduce or eliminate tariffs, and pledge to increase trade between both signatories.

Article VI: Withdrawal
Either signatory may withdraw from this pact at any time, but they are required to notify the other signatory forty-eight (48) hours prior.

The Diplomat was well received with the treaty being forwarded to the President, after looking at the fact they had common friends, interests and someone loyal across the Atlantic was never bad a memo would be send back.
