Maelstrom Vortex
A diplomat from the U.S. arrived in Athens and went to the Foreign Affairs office where he delivered a proposal to the head of Foreign Affairs. "My name is James Clark. The United States has noticed that the Athenian Federation has made many similar policy choices around the world involving foreign affairs and we would like to discuss the option of deepening these relations over time. That said, we hereby offer you the following treaty. It has been pre-ratified for me to offer by the U.S. Congress and pre-signed by the President of the United States, William Caudill. If you approve, it only needs your signatures." He presented the document.
