It is quite expensive and i could save my money and buy infrastructure and a smaller wonder like National War Memorial or Space Program. Any advice here ? Thanks! At your size and with your tech you are in range of many others with WRC. Last thing you want to do is fight a nation with WRC while you don't have one - you will get murdered.
