“Today, Prince Regent Yuri issued a statement regarding the enacting of the proposed Constitutional convention. In a short speech, the Prince lashed out at the President and accused her of planning a Communist coup d’etat under the guise of a Constitutional Convention. The speech was broadcast live from the Royal Palace.”-Reporter

“Citizens of Buryatia, what you see occurring in Revolution Square is not a demonstration of democracy. It is a carefully orchestrated Communist takeover of the government of Buryatia. President Rokossovska will stop at nothing to overturn the Constitution of Buryatia and put a Communist dictatorship in its place.

Rest assured that the monarchy will stand against this, even if we are the last bastion against the red tide of Communism we shall stand firm and be resolute. We will defend the nation from this great internal menace and preserve the democratic rights of all Buryatians. It is in defense of this democratic right that we have ordered a halt to the illegal Constitutional Convention that has already gotten underway.

To those of you demonstrating in Revolution Square, you are being used as the means to bring about Communism and dictatorship in this country. I urge you to leave the Square and to stand up against this severe threat.

In light of this unprecedented crisis, and with the powers vested in my office by the democratic Constitution of Buryatia, I must take action. We now have conclusive proof of a Communist plot, and of the involvement of the President herself. I have therefore ordered that the Communist traitor President Rokossovska be placed under arrest pending charges. I have also ordered that Parliament reconvene at once to begin Impeachment hearings to remove President Rokossovska from office.

As under the Constitution, the monarchy does not hold the power to declare martial law, I instead have declared a State of National Emergency in the capital city of Buryatia. This State of National Emergency will remain in effect for 48 hours while we investigate the attempted Communist coup. As required by the declaration, we ask that all persons in the Square to return home in order to avoid being used as human shields by the Communists.

Additionally, I am calling on the Buryatian military to support the monarchy and the state during this time of….. *static*

BCNA: Riots in Yakutsk

“We have now confirmed reports of rioting near the Zhukov Towers in eastern Yakutsk. The Zhukov Tower that houses the Diplomatic Corps became a scene of confrontation as the police attempted to storm the building to detain the representatives holding the Constitutional Convention. The police were acting on orders of Prince Yuri but faced severe opposition from a crowd of people gathered around the building.

Despite several requests, the crowd of people refused to move and vowed to block police entry into the Tower. The situation deteriorated after riot police charged into the crowd lobbing tear gas at the protesters. For several hours protesters continued a standoff against the police force and attempted to stay in position. Some protesters broke off from the main column and began to riot after a police officer fired a rubber bullet at a protester.

The rioting continued for almost 9 hours as reinforcements were called in to support the police. Once reinforcements were brought in, the police stormed into the Zhukov Tower conference room and arrested the delegates attending the Constitutional Convention.

Despite the confrontation outside, the delegates cooperated with the police as they were taken into custody. Several high ranking BSA officials have filed formal protests with the Supreme People’s Court to demand the release of all persons arrested and to declare the Prince’s order to arrest President Rokossovska as being unconstitutional.”-Reporter

In case of Buryatia, the Buryatian Socialist Alternative Coalition and its leader President Rokossovska certainly seems to command that quality. ===Royal Palace, Buryatia===

Despite the protests just outside of the palace, several government officials came and went without incident. The tension in the air was palpable as the car carrying the head of the Buryatian Army came to a halt in front of the main entrance to the palace.

With little ceremony, the General stepped out of the car, with his briefcase in hand and hurried into the Palace. The General pulled out a folder from his briefcase as he rushed up the flight of stairs towards the Prince Regent’s Office. General Popov straightened his uniform, then knocked on the door and entered.

Inside the office, Prince Regent Yuri sat with three Advisors and the Police Chief, looking over a map of Yakutsk. The Prince Regent looked up as General Popov entered, and then acknowledged his presence with a nod.

The Prince then spoke:

“Gentlemen, now that General Popov has arrived we can begin.

As you are aware we need to take action against the Communist threat. We cannot afford to delay action any longer. Although Rokossovska is under house arrest, several of her political allies are not. This poses a very serious threat to our security and must be rectified at once.

This is why I will shortly be handing down new orders to all Buryatian forces both civilian and military. You are going to use all of the personnel at your command to eradicate the threat against Buryatia and the monarchy.”

Two of the Prince’s Aides handed sealed envelopes to the Police Chief and General Popov. The envelopes were emblazoned with the Royal Seal of Buryatia. Without saying a word, the Aides left the room, leaving only the Prince, General Popov, the Police Chief and the Prince’s Advisors in the Office. As the Police Chief opened the envelope, the Prince’s Advisors left the room.

In less than a minute the Police Chief skimmed over the orders, then saluted the Prince and left the room. General Popov ripped open the envelope and pulled out a single sheet of paper.

Re: Resolving the communist threat

Under orders of the Prince Regent of Buryiatia, who has assumed Emergency Powers including the powers previously afforded to the President of Buryatia, all military units are to begin a thorough operation to arrest and detain suspected Communist sympathizers throughout Buryatia.

These sympathizers include members of the Buryatian Socialist Alternative Coalition, as well as several officials who served under Former President Rokossovska. All forces are authorized to conduct searches without warrants, to wiretap communications without a court order, and to detain for an indefinite period, without charge, any individual suspected of Communist or anti-monarchist activities.

These orders are strictly classified and are to be carried out immediately, in cooperation with the Buryatian Police Force.

As General Popov read the last line, he crumpled the orders into his clenched fist and turned to face Prince Yuri. At this moment one of the Prince's Advisors returned. The Prince was completely oblivious to the General’s seething anger, and simply replied:

“Is there a problem General Popov? Do you understand the orders issued to you?”

General Popov threw the crumpled piece of paper to the ground and glared at Prince Yuri:

“As stipulated under the Buryatian Constitution, I do not take orders from you. The Buryatian People’s Army takes orders from the democratically elected President of Buryatia. We are also bound by a very rigid code of honor and conduct.

To order the military to violate the rights of the citizens of Buryatia is reprehensible and I will have no part in this. The position of the military will remain as it has been since the beginning of this conflict. We will carry out our constitutional duty to defend the people of Buryatia, but we will not take sides in this conflict of political ideologies.

You would do well to remember that, Your Majesty”-General Popov

As the Prince Regent stared dumbfounded at the General, one of his Advisors leapt into action:

“General Popov! How dare you address the Prince Regent in such a manner! He is the Commander in Chief of the Buryatian Armed Forces, and should be respected as such!”

Without hesitating, General Popov interrupted:

“The man who I see standing before me is not fit to command a dog, let alone an army of soldiers. Someone who would, for the sake of maintaining his grip on power, undermine a democratically elected government and would violate the very Constitution he is bound to defend.”

Without waiting for an answer, General Popov turned away from the Prince Regent and marched out of the room. As the General’s car drove off into the night, the Prince Regent could only watch from the window.

===2 hours later, Yakutsk===

Under the cover of night, thousands of Police Officers moved out onto the streets. Each unit commander was armed with a list of ‘suspected’ communists who needed to be detained as quickly as possible. Each unit fanned out and arrested their unsuspecting targets as quickly as possible.

===House of Mikhail Simonov===

The Simonov family sat together on the sofa watching television, when a sudden knock on the door broke the silence. Mrs. Simonova got up from the sofa and opened the front door. Before she could react, the Police Officers barged into the house, pushing her aside. Hearing the noise, Mr. Simonov and his daughter rushed to the doorway coming face to face with armed police officers.

The Police Officers drew their weapons as the Commander entered the room. After glancing at a list and confirming the identity of Mr. Simonov, the Commander spoke:

“Mikhail Vladimirovich Simonov, you are under arrest for Communist activity. Under the Emergency Powers Act, you do not have the right to legal counsel and you do not have a right to know the charges against you until you are brought to trial.”

As Mrs. Simonova shouted her protests, the Police Officers handcuffed her husband and dragged him out of the house. Unknown to the Police Officers, the security camera near the door had captured everything. After calling relatives and her husband’s lawyer, Mrs. Simonova sent a copy of the tape to several news networks.

There were similar arrests throughout Buryatia as the crackdown expanded. By the time the sun rose the next morning, all BSA MPs and several pro-Rokossovsky officials were behind bars. As the sun peeked over the horizon more than 3,500 people were in jail. Even people who simply had a BSA Party Membership card in their possession were detained by the Police.

Reports began flooding into news stations with families frantically searching for loved ones who were detained. Several Television stations broadcast each and every story they heard, in clear defiance of the government. The most damning footage was broadcast by the BCNA who showed the video from the Simonov home over and over again as they condemned the actions of the Police Force.

BCNA: Zhukovsky to return from exile

Ousted President Vladimir Zhukovsky who until recently was in exile in Promised Land has made a surprising announcement this morning. Citing the political tensions between the monarchy and the current President, Mr. Zhukovsky has announced his intention to return and reform the Pan Asian Party. In his statement, Mr. Zhukovsky said that he believed that he could serve as a leader who would be neither socialist nor monarchist and would thus be able to break the deadlock.

Former President Zhukovsky has not specified how or when he will return to Buryatia, but it is believed that he will attempt the journey by plane. The Buryatian public appears to view the move by the ousted President as being highly suspicious especially during a time of unrest. In fact, General Popov, Commander of the Buryatian Armed Forces released a statement in response to Mr. Zhukovsky’s plan. In the statement, General Popov threatened that:

“…should the convicted criminal Zhukovsky enter Buryatian airspace, or present himself at the Buryatian border there will be severe consequences. We also state that, should his aircraft enter Buryatian airspace without permission, the military reserves the right to shoot it down.”

When pressed about the political tension in Buryatia between the monarchy and the government, General Popov maintained that the military would not take sides, but would adhere ‘fully to the Constitution of Buryatia’ and would ‘maintain order as required’.

In other news, Representatives from the Supreme People’s Court of Buryatia have reviewed the evidence presented in the now infamous Simonov video and the Judges on the Court moved unanimously to order the release of Mikhail Simonov and every other citizen arrested under similar circumstances. The Court’s ruling also included an arrest warrant for the Buryatian Chief of Police on charges of abuse of power. The Prince Regent has not issued a statement in response to the latest developments.

In the capital city, Yakutsk, protesters remain defiantly in the square protesting against the recent actions of the reigning monarch. The protests themselves remain calm however the slogans being shouted by protesters have increased the tension. While the initial calls were simply for the Constitutional Convention to go ahead, now some protesters have started shouting anti monarchist slogans. The crowds near the Palace show no sign of ebbing.”-Reporter

***Private Response from the Buryatian Diplomatic Corps to Yuktobania***

While the situation in Buryatia is tense, to say that there have been several riots since President Zhukovsky’s removal some years ago is a clear misrepresentation of facts. The situation that developed outside the Zhukov Towers has been the only such incident to occur since Mr. Zhukovsky’s removal. There can be no comparison between the aftermath of the military coup and the current incident. Any such comparison is not merited.

The government of Buryatia is more concerned with resolving an internal situation in a manner that will be beneficial to all citizens of Buryatia, than being concerned about how other nations view Buryatia.

Regarding the unwarranted arrests of several individuals under the Emergency Powers Act, each case is under review by the Buryatian Supreme People’s Court. The Court is also handling several other important matters related to the current political climate.

Sitting on a pile of rubble in the Saint Paul City Wasteland while listening to news radio coverage of Buryatia's revolution and counter-revolution Generalissimo couldn’t bring himself to care, much less bother himself formulating and announcing Procinctia’s official government position, it would too bothersome turning on his transmitter to say anything at all.

The speech posed a direct and clear challenge to the position of the Prince Regent. In her address, the President, buoyed by the recent Supreme Court rulings, made a direct ultimatum to the Prince Regent.

“We have been asked to compromise. To compromise on the Constitutional Convention, to compromise on the reform process, to compromise on social reforms, to compromise on economic reforms, to compromise on our democratic principles, to compromise on our ideals and to work with an inflexible adversary who has sought to undermine and slander us at every opportunity.

We will not stoop to their level. We have compromised and sought to seek the middle ground several times, with no results. Our opponents remain entrenched in their opposition to any form of reform. They remain in clear opposition of the will of the people of this nation. Today, after all that has happened, I stand here to say to you that we shall compromise no further. There will be no further discussions with the monarchy or the opposition regarding the Constitutional Convention. There will be no further discussions with the monarchy regarding political and social reform.

No longer shall we allow the situation in Buryatia to simply be business as usual while our unelected sovereign lurks about in the night violating the human rights of citizens of Buryatia with an impunity that we have not seen since the darkest days of dictatorship. We will not stand for this, we will not tolerate this, and we will not allow those who have perpetrated these wrongs to go unpunished. The Highest Court in the land has ruled against the unlawful detention of Buryatian citizens on the orders of the Prince Regent. He has no choice but to obey the Court Order.

We remain committed, now more than ever to the creation of a Socialist system within the framework of Buryatian principles and culture. We are committed to ensuring that the economic system of our nation has room for initiative and enterprise, but also has structures and mechanisms in place to help those who need it. We are committed to ensuring workers have the right to form unions and to have a state mandated minimum wage and worker’s rights. We are committed to reforming our political structures to ensure that there is always a place for the voice of the people in the government of the nation. We will ensure that the government will stand by the people and not on top of the people. We will strive to ensure that the government governs in the interest of the people and not in the interest of itself.

These and other reforms are key and fundamental principles of our Socialist Alternative Coalition. We will stand united in the face of terror and oppression, and we will continue to maintain our firm beliefs in an equal and just society where all have the opportunity to advance and where initiative is rewarded rather than punished. We need to begin to tap into the vast potential of our nation.

These ideals do not ebb and flow like the tides, they remain constant. Our supporters have committed themselves to continue the protests against the injustices inflicted upon the citizens of this country until their voices are heard and action is taken. Despite all of the insults, slander, and injustice done against our supporters, I reiterate the call for protests to remain peaceful. We cannot stoop to the level of violence. We must continue to choose the path of non-violence and peaceful protest.

However I will state clearly, if the Prince Regent does not obey the Court Orders regarding the freeing of all persons detained under the Emergency Powers act, and does not reinstate the Constitutional Convention called by the people of this nation I cannot guarantee that the protests will remain peaceful. I also can guarantee that, should the Prince Regent refuse to concede he will irreparably damage the relationship between the monarchy and the elected representatives of the people of Buryatia.

The Prince Regent, no doubt continues to hope that the people of this country will simply fall to their knees in obedience of his Royal Commands. We say NEVER! The people of Buryatia have arisen! We will march forward on our feet and not our knees! We will pursue reform and change! We will carry out a Constitutional Referendum in the name of the people! We will move forward! We will institute a new blend of ideas and policies for the betterment of the nation and its economy and its people! Glory to the People! Glory to the Workers! Glory to Buryatia! And Glory to Buryatian Socialism!

And most clearly we state, should the monarchy stand between the people and the reforms they so urgently demand then may God help the monarchy against the rage of the people!-President Rokossovska.

Immediately the large crowd of people erupt into simultaneous shouts of "Rokossovska! Rokossovska!"

BCNA Breaking News: New developments

“The situation in Yakutsk has become even more tense after the Prince Regent openly defied the Supreme Court’s order to release all citizens detained under the Emergency Powers Act. Estimates of the number of people detained vary significantly and the Buryatian Police Force has been less than forthcoming about the number of people detained and their locations.

This morning the Prince Regent sent a detailed 6 page letter to the Buryatian Supreme People’s Court, in which he attempted to back up his decision to defy the court order. While the contents of the letter itself remain confidential, it is rumored that the letter cited the 1821 Divine Mandate Law in an attempt to claim that the court could not force a ruling upon the monarchy. After acknowledging that the Supreme People’s Court had received the letter, the Chief Justice left for a meeting with President Rokossovska at her residence.

In a rather surprising move so far, the meeting was also attended by several members of the Military High Command and representatives from the Constitutional Court. The meeting in question continued for a shocking 9 hours before the Generals and the Chief Justice emerged. Despite several requests for an interview we were informed that what occurred at the meeting was strictly confidential.

At this stage, both the protesters and the riot police are remaining calm and peaceful. However some believe that this is just the calm before the storm. We will continue to monitor the situation as it develops.”-Reporter

===Inside the Royal Palace===

In the War Room, Yuri paced back and forth as he watched the latest developments on the news. In a sudden burst of anger he grabbed an 18th century vase and threw it across the room, grinning as it shattered into thousands of pieces. He stared transfixed at the shards of broken glass until a loud knock caused him to look away.

Without waiting for an invitation, the door to the room swung open as the Police Chief and Imperial Chief of Staff hurried into the office. After the customary bow, the Chief of Staff spoke:

“Your Highness, the letter was delivered to the Court as you ordered. I was asked to alert you to the fact that the Chief Justice has left the People’s Court Building and he is now in a meeting with President Rokossovska and the Military High Command.”-Chief of Staff

The Prince Regent turned to glare at the Police Chief before he shouted:

“You! I ordered you to place Rokossovska under house arrest! How did the Chief Justice and the Military High Command pass your officers? I gave clear orders that no one should be allowed into the Presidential residence.”

The Police Chief winced and glanced quickly at the floor before he replied:

“Your Majesty I received an order bearing the Royal Seal that ordered me to permit them to meet with the President”

Visibly angry, Prince Yuri shouted as loud as he could:

“WHO SIGNED THAT ORDER!”

Suddenly the door creaked open and a voice replied:

“I did.”-????

As the Prince Regent turned towards the door he heard the soft thudding of boots on the carpet as the person entered the room. The mysterious figure stared directly at the Prince Regent as he entered. As the Prince saw the man’s face he stared dumbfounded.

The mysterious figure chuckled then replied:

“Dear Yuri, you look like you’ve seen a ghost…”

BCNA Breaking News: Crisis resolved?

“Several questions are being raised about a new set of decrees that have been issued by the Office of the Monarchy. One thing is certain, the decrees are not being issued by Prince Yuri but they do bear the Royal Seal. While Buryatia continues to debate who could be issuing these binding decrees, the institutions of the state have begun implementing the decrees without delay.

The first decree ordered the Buryatian Police Force to release every person arrested under the Emergency Powers Act without delay and to compensate each individual for their wrongful imprisonment and for any damage to their property as a result of their arrest. This news was greeted with extreme jubilation by family members of those imprisoned. A second decree ordered the arrest of the Chief of Police and has effectively placed the Buryatian Police Force under the temporary command of the Buryatian Presidential Guard. The third Royal decree authorized the Internal Security Agency to investigate documents stored in the Royal Archives related to the recent events. This action is unprecedented as the Archives are generally highly classified and are never released to anyone outside of the Palace.

The fourth decree ordered the ‘immediate resumption of the Constitutional Convention’ and barred any state institution from interfering to stop the Convention from occurring. The decree also restored Buryatia’s Parliament, however the Senate remains prorogued. The final decree issued was an Official Challenge to the legitimacy of Yuri Li as Prince Regent. This decree has been filed with the Supreme People’s Court, who will examine the case in a hearing.

In light of this surprising turnaround in events, the crowds in the capital are gradually thinning as life gets slowly back to normal. As the last decree didn’t include the name of the person who filed it, it appears that we will have to wait until the hearing begins to find out who has challenged Prince Regent Yuri’s legitimacy.”-Reporter

As the people file out of the Square, the Buryatian Presidential Guard surrounds the palace and seals all of the exits. In less than an hour, the entire Royal Security Brigade is disarmed and confined to their barracks on the Palace compound. In a careful and methodical sweep, the Presidential Guard forces comb the Palace grounds before entering the building.

We strongly urge both the Presidential Guard as the Buryatian Monarchy to use this momentum to start up diplomatic negotiations, and come to an agreement before tensions can rise up again."

The Kingdom of Cochin is pleased to hear the recent developments in Buryatia. No matter how it came to be we urge Buryatian Royal Family to come to terms with President Rokossovska and her party, Buryatia may yet be saved without the overthrow of its monarchy.
