“In her presentation to Parliament this morning, President Rokossovska unveiled a new plan to nationalize the remaining 22% of Buryatia’s oil industry that remains in private hands. President Rokossovska defended her decision citing a recent investigation into private energy firm Zan Energy Incorporated. The investigation revealed that the company had been using its control of some of the nation’s oil assets to create an artificial shortage of fuel in some areas causing a spike in prices. The company was also found to be bribing several officials on the oversight board in order to gain support for their actions. Although the company was heavily fined, and the board officials terminated, it has still raised concern among Buryatians.

Another corporation ZAFT Energy has control of approximately 62% of the oil and natural gas pipelines across the country. In several cases so far pipelines have been taken offline for ‘maintenance’ at the same time when Zan Energy announced production cuts. Files seized by investigators at the headquarters of Zan Energy reveal that several maintenance decisions were made after consultations with ZAFT Energy officials.

The President has praised the success of the state owned Buryatia State Energy Company (BSEC) both for its handling of the remaining 88% of the nation’s oil, as well as its investment in green technologies. She also reported that several attempts to have the private companies follow suit were rebuffed by their CEOs citing cost. The President portrayed the private corporations as standing in the way of progress and energy independence.

The President’s speech earned her rapturous applause from the Socialist Alternative MPs, and jeers from opposition parties. A leading opposition member called the move ‘a dangerous step towards communism’ and insisted that the opposition would not stand by and permit the President to proceed. Despite the opposition, the President can force the bill through Parliament with the overwhelming majority held by the Socialist Alternative Coalition.

The Nationalization proposal also contained several other provisions that have not yet been discussed. The proposals include:

-A 3% tax hike on persons making more than B$3 million per year

-Nationalization of private schools and a standardized, mandatory curriculum

-Increased government oversight of the private media

-Increased financial autonomy to devolved Parliaments

While it can be argued that reforms are needed, some will argue that the President’s proposals will not address the key problems facing the country. Others are highly suspicious of the intent of the BSA, given their left leaning posture. The proposals appear to have high support among the BSA base and the eastern provinces of the nation.”-BCNA Reporter

The news credits are interrupted for a pre-recorded statement from the Buryatian military. An unidentified General sat facing the camera reading a pre-recorded statement:

“Citizens of Buryatia good evening.

While it is customary for us to remain silent, and to express our views through internal channels, we are forced to do so in the open in the hopes of convincing President Rokossovska to abandon her quest for nationalization and more state control. These are issues that cannot and will not be solved by the intervention of the government. While some see these as a few small steps, we see them as a few small steps down a very dangerous slope. It is a slope that we will not permit Buryatia to go down.

In several private communiqués we have asked that President Rokossovska sign a formal oath renouncing Communism and Socialism as being incompatible with Buryatian society. On all of the occasions, she has refused to do so. We have requested that she abandon the current battery of proposals in favor of a cross party alternative, but she has refused to do so.

Faced with such a situation, we have little choice but to exercise the constitutional powers afforded to us to defend Buryatia from all threats, internal or external. We will remain ever vigilant and shall never flinch from our duty.

Therefore, as liaison to the Commander of the People’s Army of Buryatia, I submit a formal request that the President tender her resignation within 48 hours. Should the resignation not be forthcoming, the military high command shall begin a review and discussion on the prospect of activating constitutional Article 301.

Article 301: The Military Intervention Clause

In the interest of preserving national unity and security, the military of the United Kingdom of Buryatia reserves the right to, with the support of the Monarchy, remove the President from office and to dissolve the People’s Khural if there is a situation in which the aforementioned offices have been undermined and have become a risk to the national security and social harmony of the United Kingdom of Buryatia.

J Andres fears that by activating article 301, the current military may be setting a dangerous precedent in which the President if frequently toppled by the military and monarchy at every disagreement. That being said, the military would be acting under the constitution and under the laws of Buryatia.

The maritime republic watches this development with interest.

"Though we have supported the previous junta by the criminal investigation it was based on, Zargathia finds itself leaning more towards the opinion of the Maritime Republic this time. Criminal investigations are one thing, simply disagreeing with national policies quite another, and Article 301 should not be abused for such reasoning. It also would not help the credibility of the military in maintaining democracy, ironically making them subject to Article 301 as being a risk to social harmony in Buryatia."

“Hours ago a member of the military high command issued an illegal ultimatum threatening my government. This ultimatum was illegal and in clear violation of several laws and government regulations. The Commanders of the military have shown that they have no respect for the separation between the government and the military or respect for the democratic wishes of the people of Buryatia. The people of this nation voted in an election and chose to grant the powers of government to my coalition. This is a responsibility that I do not take lightly.

As the Constitution of Buryatia clearly states, I am the Commander in Chief of the People’s Army of Buryatia. Unlike Article 301 which was illegally added to the Constitution, the declaration of the President as the Commander in Chief is entrenched in the Constitution and cannot be contested. I have a Constitutional duty to exercise the powers of the Office of the President for the duration of my term in office, and I fully intend to meet these duties head on. The military has no place whatsoever to issue any ultimatums to the government or any agent of the government.

I do not respond to threats by running away in fear. Instead I face them head on without fear or hesitation. I will not resign from the Office of the Presidency, unless forced to do so as a result of a successful Impeachment motion. I have now been convinced beyond a doubt that there are certain elements within the military of Buryatia that are incapable of exercising the duties of their office while being loyal to the state. With this in mind I demand that General Zelin step down as commander of the Army with immediate effect.

Should the military fail to obey my direct orders, then there will be severe consequences. I want General Zelin’s resignation before me within the hour. It seems that the Buryatian military needs to be reminded that they take orders from me, not the other way around.”-President Rokossovska

===North Yakutsk Barracks===

3,000 soldiers and 50 APCs from the North Yakutsk barracks leave the base under the cover of night and head towards the Presidential Palace. 4 MiG-35 aircraft are armed with air-to-surface bombs and are placed on standby.

===Presidential Palace===

A private order is sent from the President’s Office to the Commander of the Presidential Guard. 1,500 Presidential Guard troops are called up for duty and are issued automatic rifles from storage. In preparation for a confrontation, the Presidential Guard troops use large supply trucks as obstacles to block every major road leading to the Presidential Palace or to the Parliament Building.

Inside the Palace all staff members ranging from Secretaries to Janitors are issued assault rifles and given a rapid training course in how to use the weapons if necessary. Snipers are positioned on the roof of the Palace, while a few old Anti-tank munitions are prepared for use.

===Office of the President===

President Rokossovska stood in the middle of her office being fitted with a spare Presidential guard uniform, when the Commander of the Presidential Guard entered the room.

After the customary salute, the Commander spoke:

“Madam President, we have completed as many preparations as we can on such short notice. We have 1,500 professional Presidential Guard units deployed, and 300 untrained personnel armed and ready. Now all we can do is wait for the military to respond.”

President Rokossovska simply nodded as she fitted a bulletproof vest and got a crash course in rifle training. For a moment she glanced out of her window then she turned to the Commander and replied:

“Excellent. Barricade the doors and cover the windows. Notify me if any army units have been spotted approaching the Palace. Also continue to monitor communication from the air force. I want to know the minute any of our fighter or bomber aircraft leave the ground.”

===Secret Bunker, Underneath the Palace===

Several Presidential Guard troops sat monitoring Buryatia's military communication networks and the Yakutsk RADAR network. In a special room in the bunker, was the President's trump card, a system that could cripple the military enough to reconsider their decision. The President had kept the trump card in reserve as an absolute last resort, should the military break through to the Palace. The system had always existed, but was unknown to all previous President's as it was created in secret.

The system was called "Divine Blade" and was reserved for absolute emergencies. The President hoped that she could inflict just enough damage by conventional means to avoid having to use the system, but if necessary, she was fully prepared to activate it, despite the possibility of innocent casualties.

BCNA: Explosions in the capital

“A few moments ago our reporters have confirmed several explosions in central Yakutsk near the Presidential Palace. We have also confirmed that a unit from a military base in Yakutsk has deployed its forces towards the Palace. The soldiers are believed to be attempting to enact Article 301 to topple President Rokossovska. Army Commander General Zelin confirmed just moments ago that the army was en route to the Presidential Palace to remove the President ‘in the interests of national security and preventing the spread of communism’.

Once General Zelin made the announcement, the commanders of seven military bases near the capital confirmed their support of his move and have pledged troops to help maintain order. In response, President Rokossovaka announced that the soldiers advancing on the Presidential Palace would be ‘harshly dealt with for their treasonous conduct’. The President also made the bold claim that ‘no soldier will live to enter the lobby of the Presidential Palace’.

We will continue monitoring the shocking events unfolding in the capital city and we will keep you informed.”-Reporter

===Presidential Palace, South gate===

300 Soldiers from the Buryatian army advanced up the street leading to the south gate of the Presidential Palace. Their unit was mostly unprotected, with only an APC in front of them. The soldiers advanced slowly, hindered by several roadblocks as they neared the Palace. The soldiers noticed that they met no resistance and grew overconfident as they neared the final roadblock. As the soldiers started to clear the debris, they came under heavy fire from snipers positioned above them.

The soldiers returned fire, but the snipers rapidly changed position to avoid detection. In the chaos, the soldiers failed to notice a group of Presidential guard troops who advanced from behind them blocking them in. Between the snipers on the roofs of the nearby buildings and the Presidential Guard troops on the ground, the soldiers were soon overwhelmed and forced to surrender. When the dust settled 200 of the soldiers lay dead, 40 were seriously injured and the remaining 60 were taken into custody. The Presidential Guard troops lost 93 troops and had only 5 injured.

Despite the overwhelming odds in their favor, the result of the first battle took the Army High Command by surprise. What began as a simple mission to surround and enter the Presidential Palace, became a serious and lethal battle. General Zelin now realized that he would have a long battle to gain control of the Palace. General Zelin also realized that he needed to avoid a prolonged battle for fear of angering the public.

===Presidential Palace, North gate===

With the shocking defeat at the South gate, the Army decided to attempt to use their sheer number to overwhelm the Presidential guard. Without warning 1,500 soldiers rushed towards the Northern defense line of the Palace. Simultaneously the four MiG 35s took off from the Yakutsk Military base with instructions to bomb the Palace ‘into unconditional surrender’.

The Presidential Guard held their ground against wave after wave of soldiers for nearly two hours. Despite their numerical advantage, the Presidential Guard forced the army to march down a narrow street to reach the Palace, presenting several targets for snipers. Unless the military deployed more equipment and manpower against the Presidential Guard, the battle would remain a stalemate with the military struggling to advance against a deeply entrenched Presidential Guard.

The military did not know it yet, but several reporters had embedded themselves in the offices overlooking the roads to the Presidential Palace, and were transmitting their camera feed live across the world. What the military thought would be a quick and decisive victory, concealed by the darkness was being transmitted for the entire world to see.

Amyante was one of those that watched the video feeds as they were being broadcast. The reply she sent to Buryatia was an expected one.

- "As previously announced, Zargathia sharply condemns this abuse of Article 301. Border guards have been increased, and much like last time only civilians will be allowed to pass after a thorough check for any concealed firearms and illegal substances thusly attempted to smuggle into the country. All ties with Buryatia are hereby frozen until all fighting has stopped, and Article 301 is dropped from the constitution."

"Though by principle we abhor communism and would like to see nothing more than the utter annihilation of that barbaric idea from the face of the earth, the precedent laid by Buryatian Military is too brazen and dangerous in scope. Military is the means of defense of the nation, if it turns against the government that lends it legitimacy it is a mutiny.

Kingdom of Cochin supports Buryatian Govt and hopes that the President Rokossovska would crush this mutiny effectively."

===Presidential Palace, Buryatia===

Several loud explosions shook the capital as the MiGs bombed the Palace. The loud explosions shattered nearby windows as the East Wing of the Palace was reduced to a smoldering ruin. Once the last bomb was dropped, the historic North Wing caught fire. Buryatians across the country witnessed the bombing as it happened, with news crews completely speechless as they played the footage. The very symbol of the democratic government of the nation lay damaged by the very same military that was supposed to be dedicated to its defense.

Later that night, a wave of protesters marched out onto the streets heading as close as they could to the Presidential Palace. In addition to protesting, the people on the streets gave the Presidential Guard a huge tactical advantage. As long as they blocked the northeastern streets, the North Central Yakutsk Military base would not be able to send soldiers to the Palace unless they could pass through the protesters. As if on cue, the first column of troops from the North Central Base arrived and was blocked completely by the protesters. They surrounded the trucks and APCs and shouted pro-government slogans at the soldiers.

Stunned at the stunning defiance of the protesters, the military could advance no further and was forced to radio Army HQ for instructions. The Commanding officer was stunned as he heard the reply from General Zelin and the Army Command:

“Lieutenant, I don’t care if they are 10,000 or 100,000 people protesting. That is irrelevant. Your orders are to support the forces at the Presidential Palace. You are therefore ordered to let no obstruction prevent you from discharging that duty. If anyone prevents you from carrying out your orders then….they are expendable.”-General Zelin.

The Commander had a decision to make, and he had little time to make it. His quiet contemplation was broken as he felt a small tug on his pants leg. He looked down to see a six year old girl. Before he could say anything, she handed him a yellow Chrysanthemum and ran back into the crowd. The simple gesture stunned the Commander who could only stare transfixed at the spot where the little girl stood before him mere seconds ago.

With his head lowered, the Commander turned to his second in command and replied:

“We have no choice…”

===President’s Office===

The President looked carefully at the map before her. She realized that if her forces remained on the defensive, they would eventually lose. But if they went on the offensive they stood a chance of breaking the military’s hold on the Palace. The President’s position was also bolstered by messages of support from military bases across Buryatia (With the exception of those in the capital). After considering her options, the President issued her orders.

“We are going to launch an attack from the West Gate. If we can break through the military line there we would clear a path to the Military High Command.”-President Rokossovska

Nodding the Commander replied:

“So we can cut off the head of the viper”

The Commander radioed the orders to his troops, before heading back to report to the President. When he returned to her office he was surprised to see the President, once again, in military camouflage and body armor with a rifle in her hand.

“Madam President?”-Commander

“I intend to lead our forces into combat Commander. And do not attempt to convince me otherwise because I have made up my mind”-President

The Commander cracked a smile as he watched President Rokossovska walk out into the courtyard and get onto a motorcycle.

Minutes later, the Presidential Guard Forces, with the President herself in the lead charged towards the forces at the West Gate with a ferocity that stunned the military. The few soldiers who were holding position at the West Gate were rapidly forced to retreat towards the Military High Command building to attempt to regroup.

In his office General Zelin paced around nervously. He needed to find a quick end to this solution. In less than a day, momentum was turning against him and he needed to push back quickly or all would be lost. He got up from his seat and walked over to the window of the Military High Command Building. From his second floor office he saw the forces he deployed to the West Gate retreating towards the building.

He then noticed something that made his jaw drop. Standing next to a motorbike, less than 20 feet from the building was President Rokossovska herself. General Zelin was shocked as the President reached to the ground and picked up a bazooka. The entire world seemed to stand still as President Rokossovksa aimed for the second floor office and fired.

With the crowd of people growing anxious, the Commander turned to his troops and shouted:

"Withdraw to base!"

Immediately the soldiers started to withdraw as the crowd cheered.

As the rocket hit the side of the Military High Command, the windows shattered as the explosion engulfed the Eastern offices of the building’s second floor. Several other Presidential Guard units launched rockets at the building in quick succession. A cheer went up as the soldiers surrendered and threw down their arms. As the military stood down, the Presidential Guard forces charged into the building to arrest the entire Military High Command.

Those who weren't arrested inside the lobby of the High Command, were arrested when they attempted to flee the now burning building. The moment that ended the conflict was captured live on tv because of a brave camera crew from BCNA-4

The Generals were unceremoniously led out of the building and carried to a maximum security prison in central Yakutsk to await their fate. General Zelin, the leader of the plot, lay dead in his office. As the news spread to the other military divisions deployed to the capital, they began to stand down and withdraw to their bases to wait for new instructions.

As the sun crept up above the horizon, the Presidential Palace was bathed in an orange glow. The capital was mostly silent as the evidence of what happened during the night gradually being brought to light as the sun rose. The entire nation was reborn and entered a new chapter in history. Despite the bloodshed of the night before, some people poured onto the streets to celebrate the victory of the government over the military. Others simply wondered what tomorrow would bring.

OOC: Speaking as someone of the military persuasion, I found your writing of the General, as well as the seemingly out-of-character love of rebellion of your soldiery, rather appalling. Though you wrote well, I didn't feel you portrayed the subject matter in a realistic fashion, the "it's my country" defense not excusing it in the slightest. A political figure of any importance does not personally lead, for example, and a female politico uneducated in the manner of war would be the death, not the inspiration, of a platoon of soldiers. The seeming ineptitude of your military forces is also of concern; it's an unfortunate characterization that's far too common in both the written word and on screen. An Infantry man must needs live in a constant cycle of training evolutions and day-to-day fitness, and even the Combat/Logistical Support element are far better equipped to handle the rush of war than a mob of unruly citizens, or a non-combat ceremonial unit as your Presidential Guard seems to be.

I'm usually a fan of yours, Imp, but this time I felt the need to leave some critique. Please consider what I'm saying with a grain of salt and get back to me if you like.

OOC: Thank you for your critique Margrave. Although I may disagree on certain points, and I should have clarified certain other points more, I will factor some of the information presented by your post in future RPs. The main points that need clarification are:

1) The Buryatian Presidential Guard isn't ceremonial. They are highly trained, but small in number.

2) When I said that the President would 'lead' the Presidential Guard, I realize that that could have been interpreted to mean that she was taking command of the unit. That was not my intention. Also although it would lack realism sometimes one can deviate a bit from the standard realism. Although in the realistic sense a head of state would be caught nowhere near the front line, one can stretch the realism a bit.

3) The military, at least the forces in the capital city are supposed to be incompetent and poorly trained. This will be explored in greater detail in my next RP. Keep in mind that the Buryatian Army has so far never engaged in a war of any sort. This RP was also meant to lay the foundation for me to analyze the gaping disparity in training given to Buryatian conscripts (who are viewed simply as cannon fodder) vs. the training given to more professional divisions (i.e. those outside of the capital)

4) The 'love of rebellion' among the military is somewhat ingrained in its origins. The modern Buryatian military was formed from the remnants of the Mongolian Liberation Army (Rebel group). While I admit that I frequently change governments through assassinations and coups, it is mostly because RPing an election is sometimes too ordinary and lacking intrigue.

As I said, I welcome your input and I will factor it into my next RPs.

BCNA: Shocking Investigation into Buryatia’s military

“Less than one day after the attempted coup, several questions are being raised about both the conduct and competence of several divisions of the Buryatian military. The President, and People’s Khural, authorized a sweeping investigation into the incident and into all arms of the military. The Investigators will have carte blanche to investigate both the military and the civilian government to answer several of these important questions.

So far, the initial investigation has yielded some concerning results, and has resulted in the confirmation of a longtime suspicion. The Presidential Guard unit, responsible for guarding the President of Buryatia, was revealed to be made up of former Vaulian Treize Special Forces units. This shocking revelation has caused some concern among ordinary Buryatians who feel that it would be somewhat inappropriate to have Vaulian trained forces guarding the Buryatian Head of Government.

Despite this, the investigation will continue. BCNA has received an outline of the key points being investigated by the People’s Khural. These include:

1) Which bases in Yakutsk the coup conspirators operated from

2) Which divisions were deployed and who Commanded them

3) Were the divisions deployed against the government professional or conscript forces

4) Why weren’t tank divisions deployed by the High Command alongside regular forces

5) Why did the High Command only utilize the air force once during the coup attempt

6) Why were no military tactics used, and why were soldiers simply marched unprotected to the Presidential Palace

7) How did the Presidential Guard manage to inflict heavy damage to a military division with greater firepower and larger number

8) What factors led up to the attempted coup

9) Why did the coup occur in such a disorganized and haphazard manner

10) Was the Monarchy involved in the coup and did the coup conspirators have outside help

11) Who should be held responsible for the coup and what were their motivations

12) Did the People’s Police Force have any involvement in the coup attempt on either side

13) Are the rumors that some soldiers were deployed without ammunition factual

14) What was the response from bases outside of the capital once they learned of the coup

15) What was the role of the BCNA in its coverage of the coup attempt

The Investigators are scheduled to make an initial report to Parliament tomorrow and the investigation is due to continue for the next few months. The report will be made public upon its completion. Even before the investigation began, some people have raised suspicion that the state owned BCNA news reported an extremely biased version of events in an attempt to embellish the victory of the government forces over the military. This is also being investigated.

Despite permitting the Investigation to proceed with little to no interference, President Rokossovska today declared a state of National Emergency (Not Martial Law) and issued several Presidential decrees backed by Parliament:

Decree #1: All members of the Armed Forces above the rank of Lieutenant General are to be arrested and charged with High Treason for their parts in the attempted coup

Decree #2: The Buryatian Constitution Article 301 is hereby suspended in its entirety.

Decree #3: All private media stations that are owned or funded by members of the Armed Forces above the rank of Lieutenant General are to be nationalized without exception with immediate effect

Decree #4: The government temporarily suspends the maximum period to hold suspected coup plotters without charge indefinitely.

Decree #5: The Base Commanders at any military base whose forces were deployed in support of the coup attempt will be detained

Decree #6: The National ban on the use of the death penalty is lifted with immediate effect

Decree #7: All property owned by persons convicted for their actions regarding the coup will be seized in the interests of the state

Decree #8: The families of those convicted for treason shall have their passports and travel documents seized by the state.

Decree #9: For their unconstitutional conduct both in allowing Article 301 to be enacted into law and for their support of the coup, the Supreme Court is dissolved and its judges shall be subject to charges of treason

Decree #10: All soldiers based around the capital city are confined to their barracks without exception. Should this decree be disobeyed, the soldier or soldiers in question shall be charged with treason

Decree #11: The BTV News Station, funded by supporters of the banned Pan Asia Party is immediately barred from broadcasting with immediate effect and all licenses granted to the BTV are revoked

Decree #12: Under the defense of the State Act, the government hereby seizes all files contained in the Military High Command and is to have them verifiably sealed until they are brought into evidence.

Decree #13: Until further notice, travel abroad by any citizen of Buryatia is strictly prohibited. All International Airports in Buraytia are to be closed

Decree #14: The Parliament and Senate shall continue their Legislative duties fully independent of the Executive, despite the state of national emergency

Decree #15: Due to the dissolution of the Supreme People’s Court of Buryatia, the Tier Two People’s Regional Court shall be temporarily granted the powers previously held by the Supreme Court until it is possible to select and appoint new judges to the Supreme Court via the normal Constitutional Process

Decree #16: All Presidential decrees require bi-partisan support in Parliament to be enacted into temporary law. Despite having 2/3 of the Parliament in the Socialist Alternative Coalition, no Decrees may be approved unless they are also supported by a non Socialist Alternative coalition party.

Decree #17: All roads leading to the Presidential Palace shall remain barred to pedestrian traffic.

Decree #18: The right to bear arms is temporarily suspended. Accordingly citizens of the capital city must surrender their firearms upon request.

Decree #19: Until further notice, the transfer of financial assets to any account outside of Buryatia is strictly prohibited.

Also, is [the ban] it just in the capital city, or is it nationwide? And is it temporary, or a stepping stone?

"Zargathia sees these decrees as heavy, yet necessary in these troubling times. Though High Treason would warrant severe sentences, we would like to request the new Supreme Court to show leniency in applying the death penalty. Having said that, we hope to see Justice run its course and Buryatia return to well-deserved normality soon."
