I'm at my +2 happiness bonus right now, but with a Capitalist govt., and if I switched to democracy I would get +1 happiness and +1 for matching govt. type. I've paid bills before and gone 10+ days over my 30 day limit only to have the preference change AFTER collecting. That being said, it also occurs that way for religion.
