Inspectors in Promised Land

A team of 100 Dragonisian state inspectors.. mostly PHDs in the Pathogenic Virology and Biology field arrived by civilian transport. Each team of 10 is ready to work at any research base or intelligence facility that Promised Land wishes to open for inspection. Right now the inspections are on a voluntary basis. A request has been made for a submission of a fully disclosed list of all locations where bio weapons were once held, researched, and built from the Promised Land state. The thoroughness of this document is expected to be a key to revealing the level of co-operation being offered.

They would all be directed, at first, to one central location in the capital, where General Gogol would meet them. Considering past events, he was one of the few that both parties might agree was trustworthy.

The list requested of locations of this research would be short, and it would be noted that the non-nuclear WMD's listed usually tended to be chemical, rather than biological, and most research on biological weapons was more on how to combat such attacks, not propagate them. Nevertheless, after signing non-disclosure agreements indicating they would only share information relevant to the inspection with necessary personel, the inspectors would be taken to each site and shown what they had--research, and the evidence of samples being destroyed, as well as a few samples of other materials waiting to be destroyed.

And the research on the virus itself was given top priority, to prove that it had indeed been intended for medical purposes--to combat any attack with a similar virus if it were perpetrated against Promised Land.

One of the inspectors asked. "You're telling me you have a virus here designed to combat another virus.. similar to the nature of the one released in Somal and you haven't come forward with it yet to Somal!? You could save so many lives! Get this thing out of the hangar! They need it now and it could save your state from worsening retributions!"

The scientist in charge of escorting the inspection team looked indignant. "Of course we've already sent the counter-virus to Somal! Didn't you read the statement made by Subtleknifewielder?"

The point in the records at that time was indicated by a technician at the nearest computer terminal.

What he said was true. The Somalians would be receiving all the information possessed on the virus.

OOC: Basically, I DID send the counter-virus. He just hasn't said whether he's accepted it or not.

"Ah, good then. Lets continue the inspection. I wasn't aware." He calmed noticeably when it was revealed the information had already been released.

Basically the inspection would test microbial and viral agents in the containment facilities to make sure none were weapons grade and all were there purely for medical research.

The scientists would prove co-operative, though some were obviously annoyed at any interruption in their research and made no effort to hide it, answering curtly when questioned, or when asked to step aside for the inspectors to see. At the sight of the Scientist in charge of the facility givning them a stern look, they would always step aside, though grumbling the whole time. Scientists were the same the world over, it seemed.

The inspectors would find that indeed, few weapons-grade agents remained in the facility, and those that did remain were slated to be destroyed within a matter of hours. They would be invited to actually witness the destruction, if they so wished.

They did, and a few remained behind for each facility which still had weapons grade materials still on hand. Once everything was destroyed relating to the weaponized viruses.. the team would re-group and begin an assessment period that would be up to a week... before a second surprise inspection was done at all the facilities.. just to make sure nothing had been left behind and all was truly destroyed.

At each facility, each sample that had not been destroyed yet...was destroyed, without a hitch, though some of the scientists looked pained at the idea that their research was just going up in smoke like that.

When the surprise inspection came around, the head researchers at each facility shook their heads, but complied. The inspectors would find nothing they had missed before.

The inspectors were satisified. They informed the Subtle Knife Wielder that according to their inspections all biological weapons stock in Promised Land's official stockpile was neutralized... and an announcement to such a regard would be made later to the world that day. The first step in coming into compliance with international desires for biological weapons disarmament had been met. A notice was sent to the Dragon Empire congress of a successful completion of the inspections.
