enderland Posted July 19, 2009 Report Share Posted July 19, 2009 I am about 99% sure this is a bug - Universal Health Care - $100,000,000 - A Universal Health Care program increases population +3% and increases population happiness +2. Requires 11,000 infrastructure, Hospital, National Research Lab. I am pretty sure that when I purchased this I received a +3 bonus to happiness instead of +2 (well like 2.95 or something due to environment) and had someone else verify this as well.
