My nation has the similiar stats except I have 2,800 infra. My soldier count is 3,950 without any penatlies. You should consider you your soldiers to 3,800 soldiers. Not only does it reduce your upkeep by a little but it also gives you more citizens. Your clinic aren't the ideal improvments for you. Schools are better for a young nation.
