VNN News: Buyat province votes on Independence from Vaule

“With the passage of the Self Determination Act, the Buryat Autonomous Province has begun voting in the referendum that might lead to independence for the province. The referendum is being overseen by the Vaule Electoral Commission and should be completed shortly. The VEC expects an extremely high turnout and has made the necessary preparations to ensure that the vote will run smoothly.

The question most analysts are asking is, can the country afford to permit its second richest province to become independent. Although the region has had a tumultuous history, after the last conflict the government invested heavily in the region. The heavy investment created rapid economic growth that some analysts called the "Buryat Tiger".

If the voters in the province approve the referendum, the government will begin the procedure of creating a Provisional Authority in the region to begin the process towards independence. An agreement has already been signed by President Karolekov laying out the process to independence if the referendum is approved by the voters.

Regardless of the results of the referendum, it is likely that there will be some increased tension in the region, especially among some of the Vaulians living in the province.

"In other news, President Karolekov signed a decree ordering the destruction of all of Vaule's nuclear weaponry in the next few months. The President has maintained that Vaule is still militarily safe, but that he believes that Vaule does not need a nuclear deterrent. The President's statement was echoed by his Defense Minister and the Foreign Minister.

Some Defense Analysts have voiced their concern about the disarmament, while others have lauded the President for taking a bold step towards a nuclear free Asian region.

In the same statement, the President announced that almost 50,000 soldiers in Vaule's Armed Forces will be dismissed shortly as the country reduces the size of it's armed forces."

VNN News Update: Buryat moves towards independence

"The Vaule Electoral Commission has completed the counting and verification of all votes cast in the referendum. There was a high turnout of 89% of eligible voters in the province. The Vaule Electoral Commission has reported that 80.2% voted Yes, and 18% voted No, while the remaining votes were void. Impromptu celebrations broke out in Buryat province as voters celebrated a historic and important victory. There were some minor protests against the results, but these were relatively small and concentrated in the west of the province.

With the vote completed, the President has released the Government Decree regarding Buryatia:"

The Declaration of Creation of the Buryat Provisional Government and preparations for transfer of sovereignty

RECOGNIZING the democratic will of the people of Buryat Autonomous Province,

RECOGNIZING the long political and cultural history of the area and its people,

ACKNOWLEDGING the manner in which the institutions of the Kingdom of Outer Mongolia were dissolved,

RECOGNIZING the desire of the people of Buryat for full independence from Vaule,

The government of the Vaule Socialist Republic will contribute to the creation of the institutions of self-government in the agreed territory.

The government of the Vaule Socialist Republic shall oversee the creation of a Provisional government in the agreed territory, and shall be bound to grant the Provisional government full control of its territory

The government of the Vaule Socialist Republic shall provide and release V$ 200 billion to the Provisional government

"Once the Provisional Government is in place, Vaule will officially hand over sovereignty to the newly independent territory. The proposed new territory would require a significant portion of Vaule's Buryat population to relocate to the new territory. With this in mind, the government of Vaule has announced its intention to provide for the transportation of every single citizen who chooses to move to the new area, along with full compensation for the inconvenience of having to relocate.

Several cargo and passenger planes have been commandeered by the government to deal with the flow of people across the region. Several roadways are being reversed to ease traffic congestion once the mass movement begins. While Vaule's Buryat population makes up only 7-9% of the overall population, there is still the possibility of a significant movement of people that will be taking place.

The government expects to have a Provisional Government in place as soon as a Transitional Constitution can be drafted, approved and enacted. This process shall be done by representatives of both Buryat and Vaule and is slated to begin in the next three hours.

President Karolekov released a short statement once the results were in:

"We thank the people of Buryat for exercising their democratic choice in a referendum. We fully respect and recognize the results of the referendum and will proceed at full speed towards Buryat independence. We will live up to all of our commitments and we will ensure the creation of functional, effective and legitimate institutions of self government in the Buryat region as the first step towards independence. Whatever path the future nation of Buryat takes, we shall respect and support it. Regardless of what happens, we always shall be your brothers, and we will always be there to assist our Comrades.
