Feustel
One of the benefits for choosing to have a monarchy is -2% on military upkeep. I am looking for clarification on what is covered by "military." Is it everything military? Soldiers, tanks, planes, missiles, etc... or just soldiers? I want to be informed before switching governments. Thanks in advance.

Count Rupert
Monarchy doesn't provide a reduction on military upkeep. It provides a +1 to happiness, +5% to land area and -5% to infrastructure purchases.

But regardless, I'm still curious about whether or not "military" is being used as an umbrella term. Sorry for the mix-up.
