My nation is the Scorpian Empire, and on 3/19/2008, I received an aid package of 50 levels of technology from yankees ruled by ToddHoward. I noticed that my technology was exactly the same as before I had accepted the package, 631.13, so I checked the nation sending me the aid. This nation had >200 levels of technology. Then, I thought that it must be something where I have to pay my bills before it comes into effect. I paid my bills. However, I still did not receive the 50 levels of technology.
