To: Kingdom of Carthage Department of Foreign Affairs

From: Office of the Empress, Imperium of Japan.

Greetings,

As I am currently in Europe visiting the Imperiums friends in France and Snow Haven, I feel I should take the opportunity to reach out to those surrounding my allies in order to discuss a future that ensures a stable and peaceful Western Europe. If The Kingdom of Carthage shares my vision of a peaceful and prosperous Mediterranean and wishes to meet with me, send and I shall be there within the hour.

Signed,

-Her Imperial Majesty, Empress Hoshiko, Sovereign of Japan and Joseon, Daughter of Amaterasu, Prophet of Takamagahara, Grand Cordon of the Supreme Order of the Chrysanthemum, Grand Cordon of the Order of the Paulownia Flowers, Grand Cordon of the Order of the Precious Crown, Grand Cordon of the Order of the Sacred Treasure.

As soon as the plane landed the Empress and her delegation would be awaited by a dozen Sacred Band and two dozen that worked for the Council on Foreign Affairs. Once everything was ready the Japanese delegation would be brought to cars prepared in front of the airport. Opting to take the scenic route the cars would go through the soon-to-be completed Carthage. Special care was taken to drive by all the special locations. The tour would end at the Palace of Kings as the cars drove through the gates. Once at the palace the delegation was escorted inside and brought to the throne room.

"Empress Hoshiko, it is an honour to receive you" Anysus said as he rose from his throne and approached the Empress.

Bowing slightly to the fellow monarch she smiled, "I thank you for the gracious welcome to your country, it is so nice to see other nations returning to prominence, a restoration of truly driven cultures. The architecture reminds me of our own in the rebuilt cities at home. While I have not traveled far from Orleans, I got to enjoy the beauty of the Mediterranean during my journey, such a beautiful waterway, and so important to European history. While most leaders prefer to use serpentine language in this meetings I tend to cut to the chase. While I prefer the subject of economic benefits of a relationship I will save that for the African League, the more important aspect of this meeting was a discussion of Mediterranean security." She paused for a moment "As you know the Imperium has a strategic interest in both the security of the Mediterranean and more specifically of our ally in France. Naturally of course this leads me to seeking relations with those surrounding, I've found more wars are fought due to lack of communication than for genuine Casus Bellis. To be blunt, the Imperiums own war with the Twin Chinas was caused by a lack of dialogue between our two states, this was a failure I take responsibility for, and now that the Imperium is looking outward, one I do not intend upon repeating.

Anysus nodded as he listened to his Japanese counterpart. "I think I understand your motivations. I can say as far as Carthage is concerned we have no dispute with France nor do we have any ambitions to create ones. Beyond that I do agree that the security of the Mediterranean is of key importance to both Carthage and all those nations bordering it as well as those trading via it. What kind of relations did you have in mind?"
