Although the old US had long collapsed, The old 50 state flag is flown in respect over the Arizona Memorial, which memorializes the Imperialist Surprise Attack against Pearl Harbor in 1941.

 

General Makanui Krammler had wanted to impress the American delegation with a massive SOCSOV rally of 10,000 Paramilitary and 10,000 more HIPACOM soldiers, but Colonel Joe Tinkell was familiar with the culture of the United States and knew such an effort would not impress America. In the end, it would simply result in twenty thousand men miserably sweating in the sun. General Krammler didn't like being told that by a Colonel under his command, but begrudgingly allowed the Colonel to do it his way.

 

In the end, the negotiations would be very simple, more in line with the careful thinking of Secretary of State Kanahele. Colonel Tinkell would meet alone with the United States delegate at the site of the Arizona Memorial, where so many lives were lost to Imperialism long ago. 

 

The Colonel looked out over the clear blue-green water and at the empty docks and repair facilities. It amazed him to think of the power of the old United States military at its peak, which was unmatched anywhere in the world today. Many wrongs were committed against the Hawaiian People, but times change, and the population was far friendlier to the old US than it once was.

 

Behind him, he heard a voice speak...

HAWAIIAN SOCIAL KINGDOM - UNITED STATES OF AMERICA ANTI-IMPERIALISM AGREEMENT (USS ARIZONA PACT

 

Because of the ancient historical and cultural ties that exist between the United States and Hawaii, and the pressing need for mutual defense against rampant imperialism abroad, and the mutual Sovereignty of both Hawaii and the United States, and above all else the unity of interests between the Free Peoples of Pasifika and America, the United States of America (United States) and Hawaiian Social Kingdom (Hawaii) hereby enter into this Anti-Imperialist Agreement, henceforth known as the USS ARIZONA PACT. 

 

ARTICLE 1: MUTUAL DEFENSE

 

A) THE UNITED STATES AND HAWAII SHALL PROVIDE MUTUAL MILITARY DEFENSE AGAINST IMPERIALIST AGGRESSION IN THE PACIFIC REGION

B) THE UNITED STATES AND HAWAII SHALL SHARE INTELLIGENCE AND INFORMATION COLLECTED IN THE PACIFIC REGION

B) THE UNITED STATES AND HAWAII RECOGNIZE AND RESPECT THE SOVEREIGNTY AND AUTONOMY OF BOTH HAWAII AND THE UNITED STATES

D) THE UNITED STATES AND HAWAII RESPECTS ALL SOVEREIGN TERRITORIAL CLAIMS BY THE OTHER, INCLUDING CULTURAL ISLAND GROUPS AND AMERICAN STATES.

E) THE UNITED STATES AND HAWAII SHALL NOT INTERFERE IN THE MILITARY, DOMESTIC, POLITICAL, IDEOLOGICAL OR ECONOMIC AFFAIRS OF THE OTHER

G) THE UNITED STATES AND HAWAII SHALL ACTIVELY SUPPORT ONE ANOTHER IN COUNTERING IMPERIALISM IN THE PACIFIC REGION

H) THE UNITED STATES AND HAWAII WILL COORDINATE TO PROTECT PACIFIC SHIPPING

G) THE UNITED STATES AND HAWAII WILL FOLLOW THE SAME CLASSIFICATION SYSTEM FOR SENSITIVE SECURITY INFORMATION

H) THE UNITED STATES AND HAWAII WILL SHARE A JOINT SIPRNET MILITARY COMMUNICATIONS NETWORK FOR SECRET LEVEL OR LOWER INTELLIGENCE SHARING

 

 

ARTICLE 2: ADDITIONAL AGREEMENTS

 

1. HAWAII

 

A) HAWAII WILL PERMIT THE HOME PORTING, RESUPPLY AND REPAIR OF UNITED STATES NAVAL VESSELS PENDING SURPLUS OF FACILITIES AT NAVAL STATION PEARL HARBOR

B) HAWAII WILL PERMIT THE UNITED STATES TO STATION FORCES ALONGSIDE HAWAIIAN FORCES DEPLOYED IN DEFENSE OF CULTURAL ISLAND GROUPS

C) HAWAII WILL NOT CONDUCT STABILITY OPERATIONS OR PROTECT NEW CULTURAL ISLAND GROUPS WITHOUT FIRST CONSULTING THE UNITED STATES

D) HAWAII COMMITS ITSELF TO ANTI-IMPERIALIST JOINT MILITARY OPERATIONS ALONGSIDE THE UNITED STATES MILITARY

In A. I am not quite sure that the US could provide immediate and unconditional defense to Hawaii if it provokes foreign powers to the point where it is attacked with due regard. In B. The intel shared with Hawaii must be considered optional and not absolutely necessary in order to protect American interests abroad and to maintain America's national security objectives. In C. the US government cannot share any sensitive information relating to NBC warfare as this violates federal law and international norms. In D. There are several land claims by Hawaii that the US government either has concerns about or contests.

The treaty can be cancelled in the future by either Nation as we both retain sovereignty; however, the idea is to foster long term ties as Hawaii provides a buffer to Eastasian and Eurasian expansionism for America, with American support. Thus, the treaty could be dropped, but so long as communication continues to take place that should never happen.

 

We have seen three aggressive attempts made against Hawaii, and Hawaii resolved them all: First, an assassination attempt by the former Philippine government against our Secretary of State and Filipino mobilization of Wake, and now we have Wake. Second, an attempt by a European Nation to falsely link ex-military forces to Hawaii and position forces on Kiribati, and now we have Kiribati. Third, Aggressive rhetoric by Japan after we objected to their occupation of Guam without including Hawaii in the discussions, and it ended with a third party investigation of Guam. Thus far Hawaii has resolved any issues we may be perceived to have created without any allied support, we have never threatened another power, and we have never invaded a sovereign nation.

 

As to intelligence sharing, that is covered by the classification system shared in the treaty:

 

In cases where the United States wishes to share classified information bilaterally (or multilaterally) with a country that has a sharing agreement, the information is marked with "REL TO USA," (release) and the three-letter country code.

 

For example, if the U.S. wanted to release classified information to the government of Canada, it would mark the document "REL TO USA, CAN". There are also group releases, such as NATO or UKUSA. Those countries would have to maintain the classification of the document at the level originally classified (Top Secret, Secret, etc.).

 

Thus, intelligence would first be cleared for allied release by your government (and Hawaii's government), before being shared to the highly secure joint USA-HAW SIPRNET system (Hawaii still runs a fragment of this system, which existed on a larger level in the ancient United States). This classification system defines in detail how intelligence would be shared between our nations, while the treaty defines intelligence sharing in principle.

 

As to NBC deterrence, this refers to any NBC attack upon either Hawaii or the United States resulting in a response by both, wherever possible.

 

As to land claims, all land claims are currently occupied by Hawaii forces and are comprised of the following:

 

Autonomous CIGs: Samoa, Tonga, Kiribati, Marshall Islands, Tuvalu

HIPACOM: NW HAW ISLANDS, MIDWAY ISLAND, WAKE ISLAND (Joint Occupation with Philippines)

 

As to foreign affairs, Hawaii does not relinquish Sovereignty, but accepts American leadership in foreign policy matters. This means the United States would be our primary ally; we do not have the inclination to manage multiple treaty partners and practice diplomacy abroad with two-faced countries; the rest of the world could fall off the planet for all we are concerned. The United States has displayed initiative in establishing foreign affairs abroad, and so long as the US can help provide regional stability in Pasifika, Hawaii does not need an active foreign policy aside from maintaining our relations with CIGs and opining on events around the Pacific. We will help maintain that stability and hope to see a war against imperialists from time to time.

We originally claimed many more islands as a probing action to determine what the reaction would be, and potentially gain bargaining chips abroad. After this was determined, we relinquished claims on several islands after proper negotiations (Bougainville to Australia, Puerto Rico to Tikal). We selected our courses of action accordingly, and actually landed troops on far fewer islands.

 

One of the reactions to this strategy was Guam. Although Tikal had wanted to include Hawaii in the discussion, and actually agreed to do as such, Japan refused to do so and treated Hawaii and our concerns for our kin the Chamorros in a dismissive manner. After we lost contact with Guam, we protested Japan's apparent Imperialism through our Sovereignty Now! news network. After some harsh words were shared, Brazil negotiated an investigation, and Hawaii retracted some divisive statements made by SOCSOV. We have taken measures within SOCSOV to ensure this doesn't happen again. Hawaii desires to live in peace with Japan, but we will never trust them.

 

We rapidly deployed to San Diego and Los Angelos with so few troops for the same reason: the battalions, although representing our better forces, are a relative drop in the bucket and allowed us to instigate a reaction. Because of the deployment, we demonstrated our ability to rapidly deploy a quick reaction force, while also withdrawing with grace under pressure.

"With the suggested changes could you make a revision for me to review before sending to Washington? Also the US has key strategic interests in allying with Japan. If Hawaii and Japan do not make reasonable efforts at dialogue, the US will have to choose sides. Which I do not want to do."

Which portions would you like to see revised?

 

As to Japan, there are no hostilities that we are aware of between Japan and Hawaii. We do not believe there would be any issues with a United States alliance with both Hawaii and Japan.

We noticed that the sovereignty clause under article 1 was removed, and that Pasifika was changed to Pacifica. There are also grammatical errors that must now be fixed. We would note that Pasifika is a common Polynesian term for the peoples of Polynesia. It refers to a kinship rather than a geographical area.

We can send a third revision shortly.

"Colonel, unfortunately I must return to the American Embassy to consult with my superiors in Washington."

 

Ambassador Catherine Moniz would then take a DSS car back to the Embassy under heavy security.
