Land cap interfering with negative land event

Yes yes I know, rich people problems and whatnot, but

 

Area of Influence: 90,000.000 mile diameter. 
98,990.718 in purchases, -11,448.099 in modifiers, 2,457.381 in growth

 

after selecting:

 

10/20/2013 11/19/2013 A group of citizens have petitioned for the renovation or rebuilding of a damaged section of old highway. Option selected. See Current Response.

Option 1: Build a new highway section and close down the old section. Land area -10%. 

 

My total land, with modifiers should still be over 100k or right close to it.  I think the event is playing off of the game-imposed land cap of 100,000.
