What I can't seem to find is any type of scale detailing different literacy rates and how that effects happiness as exists for other parts of the board. I have never seen it discussed anywhere. I know this doesn't answer your question, but according to the CN wiki, Tech gives the biggest increase to your Literacy Rate.
