We see no difference between the present Outer Heaven and past Legion under the head of 'Mad Dog' Bob Denard. This 'Boss' has done nothing yet to warrant our suspicions - we would not be surprised if this nation was started by a chapter of the African Legion.

The Principality will maintain a rigorous dialogue with Outer Heaven in the meantime, so as to reassure ourselves of this government's commitment to African stability and prosperity.

The Union of Arctica shall reserve recognition for the time being, our main concern being that Outer Heaven seems to be wholly made up of an entirely militaristic government at the beginning, with a seeming lack of representation by the civilian population. For a nation to endure, it must have a strong infrastructure and economic backbone, which we do not see here. Nor do we see here any representation in the government by the civilian population, which greatly limits the power of the people as a whole, or of any civilian institutions. A society dominated by force is incapable of any true fairness required in a functioning state.

Before extending formal diplomatic recognition to Outer Heaven, Arctica asks how the nascent government is planning to deal with these issues?
