And can labor camps be exempt from the bill lock purchase restriction to help in the paying off those debts? [/quote] If you're big enough, just always keep labor camps so you're good to go for your bills. You can always decom them for collections and you don't have to be current with your bills to decom. Although, if you're more than 3 days late on your bills, you can't rebuy the labor camps, so be careful.
