However, before signing we will need confirmation that the full sanctions imposed upon our nation will be dropped in favor of the terms we will be agreeing upon, as well as a definite stance on the status of the former Xinyan Republic as this involves not only us, but Novak as well. Once these two insecurities are clarified, we will sign your document, despite our strong objections to the wording of a number of terms included therein." We consider the matter essentially resolved regarding the Queendom of Zargathia. Further we strongly emphasize that Zargathia once signing this document must comply by it, if it wishes for it to be valid. Needless to say, ill treatment of its citizens will not be tolerated regardless of their genealogy, and as a signatory of the Axioms of War, Article II (concerning detainment) and Article III (concerning the presence of independent international observers at the trials of the accused) can and will be applied in the event that extradition is requested for one or more of Zargathia's registered citizens. With our protests well documented, consider this [i]ultimatum[/i] hereby signed. We expect the sanctions to be dropped shortly." The document would be sent to the Office of the August Imperator of the United Federation of the East. The autograph seemed more crude than on the other treaties shared between the UFE and Zargathia, almost as if someone had pressed the pen on the paper too hard. Still, a signature was a signature... If there is a failure to turn over those affiliated with past regimes that are not the specific current Zargathian State, we will consider this a breech of terms. The United Federation of the East hereby considers this matter concluded. We expect written renunciations of all extremist groups we've listed as part of the terms within 48 hours. I hereby appoint Yuan Li Deputy Imperator of Korea and Mongolia, the Imperial Steward of Zargathia. He may appoint staff as he sees fit to conduct supervision of Zargathian Foreign and Military Affairs as well as monitor Zargathia to ensure it is complying with the terms of its continued autonomy. In her private report to the government, Dr. Belasova recommended the lifting of the sanctions, but also recommended that other measures be implemented and that diplomatic ties should remain frozen. Dr. Belasova’s report was quickly brought to the attention of the Prime Minister before he entered the Parliament. After careful discussions with the members of his government and the opposition, the Prime Minister introduced a resolution to lift the sanctions against Zargathia. The Parliament approved the statement, and drafted the following public communiqué: [quote] [b]Public Announcement regarding the sanctions against the Queendom of Zargathia imposed by the governments of the Serene Republic and the UFE[/b] With the agreement of the government of the Queendom of Zargathia to adhere to the terms and conditions laid out by the representatives of the United Federation of the East, the government of the Serene Republic of Vaule declares that contingent upon the verifiable compliance of the Queendom of Zargathia with the terms and conditions which they have signed and ratified, the Serene Republic of Vaule shall lift the sanctions against the Queendom of Zargathia as follows: -The asset freeze shall be lifted on any Zargathian property seized at the time of the announcement of the sanctions. Any property which entered or transited through the Serene Republic after the announcement of the sanctions, in violation of these sanctions, shall not be returned. -The travel ban and the closure of the Vauleyo-Zargathian border shall be lifted, however this by no means guarantees the passage of goods and citizens from Zargathia into the Serene Republic. All Zargathian citizens wishing to enter the Serene Republic of Vaule shall be required to obtain the necessary visas to do so. Any goods transported from Zargathia through Vaulian territory will be subject to inspection by the relevant government agency. -The closure of Vaulian territorial waters and Exclusive Economic Zone (EEZ) to Zargathian civilian shipping shall be lifted. Therefore any ships from the Queendom of Zargathia which are seeking to travel through Vaulian waters, even to other destinations, are required to comply only with the Serene Republic's Maritime Transit Laws. -Regarding the status of diplomacy between the Serene Republic of Vaule and the Queendom of Zargathia, the Vaulian Embassy to Zargathia shall be reopened and staffed with essential diplomatic personnel, however there shall be no Ambassador. Accordingly, the Zargathian Embassy to the Serene Republic shall be permitted to reopen, but will not be permitted to have an Ambassador. -The above policy changes reflect only the position of the Serene Republic of Vaule and not that of any other nation or sovereign entity. [b]***Classified Section (Not released to public)***[/b] Zargathian goods being transferred to our from Zargathia which during this process pass through the sovereign territory of the Serene Republic of Vaule shall be subject to higher than normal custom duties. Accordingly the customs charges for importing goods from Zargathia shall be raised from 8% to 23% of the total value of the goods being imported. Goods being exported by the Serene Republic of Vaule to the Queendom of Zargathia shall be subject to a 19% Trading with Enemy (TWE) tax.
