[*]The current single car traffic bridge crossing the Vistula river inside the city's boundaries will be expanded into a multi-lane bridge in order to reduce traffic. [*]The mass transit system is composed of 5 tram lines and about 40 bus lines, these are to be consolidated and new busses and trams are to be ordered and built covering the city and some of the neighbouring communities. [*]As of 20xx, a small sport airfield exists in Toruń; however, a modernization of the airport is seriously considered with a number of investors interested in it. The expansion of this airport into a fully functioning civilian and military regional airfield will take some time. It is quite possible for such a conflict to spill to Europe. For the security of Torun as well as for the security of the Union, we are officially notifying you that you should start to assemble your Navy, Airforce and Army in order to prepare for the worst. England might be attacked, and we will need to defend them. It is uncertain how this will affect us, therefore we must be ready. We suggest that upon forming your army you scatter it around Prussia and around Torun to have some training if there is time, and also because stacking all the army in Torun alone might be a liability. If you have not enough weapons, we will provide the plans or the weapons themselves. If you have Manpower Issues when raising an army, you can recruit Mercenaries from our Population Base. Immediately, a call went out to the men of Torun from the ages of 18-50 urging them to join up and fight to defend Torun. 200,000 men have joined the already 10,000 strong defence forces of the City bringing the total to 210,000. Yet, I felt still more were needed. Penning a broadcast that would be announced to all the world, I decided we would call for all the scattered Poles that remain in the world to join the Armia Krajowa to rise from the ashes and fight again in the name of Torun. The Torunian Special Forces and Land Armies have been issued new weapons that have been under development by the arms factories of the City. The Standard infantry side arm will be the Smith & Wesson SW Model 500 - Standard Compensator Revolver. The new standard squad automatic rifle will be the Fabrique Nationale FN SCAR (Mk 16 / Mk 17) Modular Automatic Rifle. For Special Forces use are the Heckler and Koch HK MP5K submachine gun and also the M110 SASS(Semi Automatic Sniper System) The Heckler & Koch HK XM25 IAWS 25mm Smart Grenade Launcher will be the special weapon of the military used as a grenade launcher and primary anti-material weapon for the troops of the City-State. The M252, 81mm Mortar Medium Weight Extended Range Mortar and M119 A1 Howitzer will be used as artillery weapons on hill side locations to rain fire down upon the enemy if an enemy ever invades. the M252's and M119's will have full crews stationed full time at all locations which are to be deemed militarily important to the Armed Forces Command in order to provide a deterrent against enemies. To better protect the Vistula, the STNS Kazsub class of river patrol craft has been reactivated as units of the navy and set sail into the river to protect it, to assist would be the Rolnik class of Guided missile Vessels. The airforce would fly the best planes available, the F-35 II and also the F-15SE would serve as multi-role fighter aircraft. The Stealth Bomber of choice would be the B-2 Spirit. Reconnaissance would be provided by the Boeing Phantom Eye UAV which would provide continuous coverage of the battlefield for commanders based in Torun. The total coverage is 1 telecommunications satellite and 3 military used communications and targeting satellites. These Space Surveillance Satellites will enable ground-based detection of objects on the planet's surface for purposes such as detection of any hostile actions taken by a foreign power against the nations of either Germany or Torun. The satellites have the technology for large curved focal surface array sensors to enable an innovative scoping design combining high detection sensitivity, short focal length, wide field of view, and rapid step-and-settle to provide orders of magnitude improvements in space surveillance. Also started would be Project Hellenes The goal of the High Energy Liquid Laser Area Defense System (Codename: Hellenes) program is to develop a Counter-RAM system under development that will use a powerful (150 kW) laser to shoot down missiles, rockets, and artillery shells. The initial system will be demonstrated from a static ground based installation, but in order to eventually be integrated on an aircraft platform. The operational range is approximately 695km unless added fuel tanks are used to double this. The suspension has also been modified, the new hydraulic system allows the tank to adopt taller or shorter positions, to lean forwards for speed, or backwards to increase the range of the gun. The result is that the modern Leopard is, in fact, more advanced than GDR's, but this upgrading process took years. Entire divisions maneuver against each other as they engage in force on force war games designed to bring the men to a higher state of readiness whilst experiencing conditions in the field. The hours and days are long and unrelenting. The men grumble, complain, and grouse. But what soldier wouldn’t gripe and complain about having to live under a tank for two weeks straight? Individual training is being carried out as well. Firing ranges and kill houses are alive with the sounds of weapons fire as men are being pushed through the paces of qualifying on their weapons under simulated combat conditions. Flash bangs, sirens, recorded machine gun fire, and the screams of wounded men wail and howl across the ranges as the men of the Grand Army of Torun pick out their targets and engage them on the move. The skies are alive with movement as well as the Air Wings engage each other in long range simulated missile duels to hone their precision. AWACs planes are hard at work as well as they attempt to do their best to provide the greatest warning possible against Generation 5 planes. Tiger UHT helicopters race across the terrain as they make low level simulated attack runs against targets that are doing their best to shoot down the Tigers in a highly simulated manner. This is phase one of the Grand Army’s training. During this phase the men will be formed into an integrated command system. They’ll be acclimatized to their weapons, systems, and their chain of command. Once completed this phase will make way for training on a larger scale that will involve the movement of the entire Grand Army as it makes a massive coordinated simulated attack on a defended target. In the larger picture the training also forges the Grand Army into a single cohesive host. Given time the Grand Army will become an highly evolved decentralized organism. Command Units are kept scattered through out the Grand Army to prevent decapitation of the Army by a surgical strike on the Army’s command center. Taking out one part of the Grand Army’s command network only brings up the next station to fill the void. Efficiency is certainly reduced, but the overall results are far less catastrophic than would be expected. Forward Deployment areas are being prepared as well. Munitions depots are under construction, fueling stations are being organized, and supply dumps being built. The security concerns for these facilities are being given over to the Torun Reserve Army. The TRA has elected to assign a single Division, the 9th TRA Division, to handle the security of these sites. An impressive selection of ADA weapons, short and long range radar systems are put into place. The dumps are kept smaller than usual to keep in theme with the current Torunian mania for decentralization. Most feel there is no point in giving a potential enemy a single huge target to pop a nuke on. A second smaller TRA Unit has been called into duty as well. This unit consists of every single Reserve Officer and Enlisted men who belongs to the Torun Biker Association. This quasi-paramilitary organization requires ownership of a motorcycle. These men are equipped with pistols, binoculars, laser range finders and target designators, and encrypted radios and given patrol sectors of the Torun Military Reservation rear area. The sudden arrival of several hundred well armed and well equipped TRA Mobile Security Teams Officers does a great deal to ease the security fears of the higher TRA officials who requested a mobile response force. The Grand Army Military Reservation is the designation given to all areas that are currently being used by the Grand Army. Security of the sites is designated the responsibility of the 9th TRA Division and the TRA Mobile Security Teams. These forces alone are not the only deterrent against attacks on the GAMR or Torun itself as a comprehensive Early Warning System of long range radars and ADA batteries are being planned. The weapons from the Kingdom are seen as a small part of that package. Until a fully comprehensive plan is created the current system will be supplemented by a standing AWACs patrol. "We would be able to build these relatively soon as our Production Lines are still hot and running from our previous batches. Choosing to make them now would make things simpler.
