The latest regime used and abused their people for their power. The people of Qatar deserve better than failure. The people deserve support, infrastructure, protection. Their previous governments have failed them. Zaboor, the recent failure, left the country in turmoil. Streets in ruin, hospitals and school which were nonoperational, decaying economy, all due to the previous regime lacking the ability to help the people domestically or adequately represent them abroad. Qatar has been a nuisance region, ever since the EEZ was put in to place. The previous regime proved that to Shakir, while the one before was able to be tolerated, and he was determined to fix that mistake. Knowing the issues with Qatar, he would simply liberate the region. This liberation was going to be swift and easy. Shakir assumed he would already have support from his long time ally. That was all that was needed for this maneuver and his next. Five thousand troops were to be deployed across the border to various towns, villages and cities, while five hundred were air dropped in to the capital. Troops were under strict rules of engagement not to engage unless shot at first. Troops faced minor resistance in rural areas , which was likely to continue as some believed Zaboor was still the government. Regardless of this resistance, southern Qatar and the Capital was under Novak's control. The people in the Capital welcomed Novak, as they knew of the stability and respect the nation held. It was a welcome change for the people, who would have elections in the coming months. Kzivonsia recently fell apart as well. The government was in ruins and the economy shattered. Novak felt it was their duty to help these people as well. They would rebuild roads and infrastructure, encourage businesses to start up, and reinvigorate the economy. One thousand troops and air support were to be deployed in a strict peace keeping mission to help the people, maintain order and ensure the safety of the people. Novak would protect these people and see to it they can form their own government. Shakir wrote a statement for this occasion and made a televised speech of this statement. "People of the region Qatar and former Kzivonsia, your governments have failed you. You have been forgotten, you have been left in the dark, you have been left to fend for yourselves. No longer will you have to endure this situation. Novak hereby places a protectorate over the former Kzivonsia. Novak will bring Qatar in to Novak Proper as well. Qatar, a region which has had numerous failures under Zaboor, including abandonment of their people and hostility. No longer will the people of Qatar have to worry for their family's safety or whether they will be able to buy food at the local market. Infrastructure in Qatar and Kzivonsia will be rebuilt, schools and hospitals will be more accessible. Their quality of life will be better, their safety will be guaranteed. We are here for you my brothers." Quote
