Treaties are not eternal yet everyone is running around like they are. Everyone needs to get over themselves. If a relationship is broken or a clause in a treaty is broken...that is grounds for cancelation.
Just because NEW acts differently from everyone else doesn't mean they aren't subject to the same political ramifications of their actions. -

NEWS FLASH: NPO has stated publicly in the last 24 - 48 hours that it is not going to attack NEW. So that blows that part of your argument.
So even though you admit it is NEW's fault for violating the treaty, you are still blaming it on INT.

Major difference. Pacifica was already at war. NEW is not at war, they have just committed an act of war. Pacifica's allies at the time were also informed of the what Pacifica was doing and knew their plan. NEW informed no one and was working unilaterally.
There are major differences between the situations.
