If he doesn't get a bigger AA to negotiate for him in return for being a tech mule, he's just gonna be an XP farm for GOONS. Sure, he might think he's doing damage, but at his level GOONS nations can easily fight just on tech deal money. In the meantime, they get stronger through XP and fighting experience, not counting any land/tech they get.
It's rare to make it in a new culture when you feel that it owes you something just by your existence. Comes from sharing an AA with Rey, I guess.
Victorpants, if you are really wanting to damage GOONS, this is not the way to do it. PM me or Franz for a list of AAs that aren't fond of GOONS. Offer to join & sell tech to those AAs if they negotiate on your behalf. What you're doing now has been tried before and never works.

I just thought you used a stint at NG as a hazing ritual for new diplomats.Getting five diplomats to show up somewhere? NPO would be one, but I strongly suspect we have five diplos shown up already at most AAs...

The wars with aNiMaLs and Monsters Inc were brief and they were both diplomatic and respectful. They didn't ask for us to jump through hoops and so on to get peace. Diplomacy prevailed quite quickly. So it was more of a matter of timing. As for a protector, that would have been nice, but too late now.
You could always get an intermediary. Check to see if one of the allies of GOONS will protect you. Or one of their enemies. Or anyone in the top 10, really. While they may not declare any wars, they can always negotiate a more dignified out for your AA.

It exists still. By tried it. But as an alliance we decided to give it up. There is no reason why we should play their games just to secure our peace. We would rather eat their nukes.
