If you raid, you typically do it to gain casualties. So if you measure profitability alongside casualties, then yes it is worth it.
And perhaps some XP, but is that really profit in the normal sense of the word or just stats grinding? I ask because I never understood the concept of casualties as a measure of success - your dudes getting killed seems like a measure of failure. Kind of like picking up the ugly chick at the end of the bar at 2 am, yeah you might get a lil sumptin sumptin but is that really what you woke up in the morning looking to do?

Short answer is no.
Long answer is still no but involves lots of words with one codicil - very large nations that can raid and accumulate land without reprisal can profit immensely.
You always end up losing unless folks do not fight back and it takes a special set of conditions to make it impossible for someone to fight back.

It is an optional three way treaty bloc.

This is regarding the payment I sent to one of my tech dealers.
I don't pay attention to micro drama, just abusive senators sanctioning alliance leaders and begging other senators to do the same.
However, just to be clear, I did send that payment and in 30 days I will send another.

There's already one built into infrastructure costs, and I'd suspect there's a fairly hard soft cap on self purchased technology as well.
And there was one on land costs until some folks realized you gain a disproportionate amount of land from raiding. You just cannot afford land/tech/infra at some levels *( well below the hard cap on land for example ).
You gain very little tech from raids...and if you gained a similar amount of land for raiding no one would be hitting the hard cap.
However since that is water under the bridge at least hard cap exists at an insanely huge level far beyond what any game piece should ever have gotten to keep fantasy that the game in balance.

The issue with 'raids' is that they destroy a disproportionate amount of time. You can lose weeks of game play in minutes. Months in days,
That ain't a 'raid'.
Even your 'soft gentle raid' is a bit like having a glass encrusted baseball bat shoved up your unmentionables.
Beyond the top tier land stealing raiders don't even profit from raiding.
So for a little 'hurr durr i blow stuff up' and no other gain raiders either frustrate folks into realizing the game is futile or occasionally convince them to join an alliance for protection.
You can have a moratorium and collect data, but you already know the answer.

The nation may have once been in the top 5% and accrued those nukes then. AFAIK you don't lose the nukes when you leave the top 5%, just the ability to purchase more.

We aren't the barbaric raiders you attempt to make us out to be. In fact, for the most part we are pretty refined gentlemen and reasonable to get along with. Was the extortion of tech good? No, we frown upon it, and the nation didn't know- and we told him not to do it again.
When I was in LavenderTown I remember Chow used to extort tech from helpless nations- who would then send 100 tech and he'd still nuke them. So, I would like to point out that we are relatively civil.
So the claim to fame is "we don't suck as much as generalchow"? Very low bar you have set there.
( and yes you are barbaric raiders. Beano does this same act over and over again - I am horribly out of the loop and even I know his particular song and dance routine. Raid, act surprised, pretend to politic, complain, get angry and act justified. Rinse repeat. )
