[b]Article 2: Bill of Rights[/b] In addition to the Constitution of the Socialist Union, these amendments shall be construed as the members' Bill of Rights, having the force and weight of the Constitution, and shall not be edited or abridged except by direct amendment. Amendment One Neither the executive, nor the legislative branches of the Socialist Union shall abridge the freedoms of speech or expression, excepting in cases that involve slander, libel, or directly violate the rights and morals of the members of the Socialist Union. In the event of such charges, burden of proof rests with the accuser. Likewise, language removed by obscenity filters for the express purpose of removing obscene language cannot be construed as a violation of this amendment. Furthermore, the governmental branches can, in no way, abridge the right of the members to peaceably assemble and petition any branch for a redress of grievances. Amendment Two Military resources, being necessary for the continued existence of the alliance and the achievement of its ends, shall be allowed to each member in all types and quantities. Amendment Three The right of the members to be secure in their correspondence and private nation information, the right to such privacy shall not be violated except by specific subpoena by the General Secretary or otherwise given by the Politburo. Third parties shall not view private correspondence except by consent of one of the original parties. Amendment Four No member shall be twice put in jeopardy for the same offense, except following the discovery of new and considerable evidence deemed so by the General Secretary. No member shall be compelled to be a witness against her or himself. No member shall be involuntarily deprived of liberty without due process. Amendment Five Any member accused of criminal or civil offense must be notified of the specific charges of said offense. Likewise, the accused shall enjoy the rights to a fair and impartial hearing, to be confronted by and confront witnesses on behalf of the prosecution, and to obtain witness on her or his behalf. The accused shall further have the right to counsel as desired. Amendment Six No member shall be removed from the alliance except following conviction of a grievous crime, such as treason or spying, and by consent of the General Secretary. No member shall voluntarily leave the alliance except with reason deemed sufficient by at least one branch of government. Amendment Seven All members, in the event of defensive or approved offensive warfare, shall have the right to petition other members for aid. All laws, agreements, and treaties must be approved or rejected at meetings of the Politburo. All constitutional amendments, and elections are also held in the Politburo. This is the main governing body of the Socialist Union. [b]Article 4: Leadership[/b] General Secretary The General Secretary is elected every 4 months. He appoints the cabinet. The General Secretary maintains order throughout the Politburo of the Socialist Union and carries out the decisions they make. The General Secretary has unlimited veto power but the vetos may be overthrown by the Politburo. The General Secretary of the Socialist Union can be impeached by a two thirds (2/3) vote. . Vice General Secretary Appointed by the General Secretary electee every month. Helps maintain order, carries out decisions. Also a forum moderator. The Chief Ambassador role is also included in the position of the Vice General Secretary, They are in charge of all of the embassies of the Socialist Union at home and abroad. The Vice General Secretary can be impeached by a two thirds (2/3) vote Armed Forces Generalissimo The Generalissimo commands the people's milita and is appointed by the General Secretary each election. The Generalissimo decides who to attack, when to attack and who is to attack them. The Generalissimo can be impeached by a two thirds (2/3) vote. Secretary of Economics The Secretary of Economics is appointed by the General Secretary each election, the secretary organizes payment plans, ensures all loans are paid back and solve any financial disputes. The Secretary of Economics will ensure that aid is received where it is needed. The Minister of Economics can be impeached by a two thirds (2/3) vote. Brigade Leaders Out of the 4 Brigades, one out of each brigade will be appointed by the Generalissimo of the Armed Forces to be the head of their brigade. A Brigade leader is in charge of the nations in their brigade's ranks, and also organizes attacks. If the Generalissimo instructs the head of a brigade to attack someone that is a threat to the Socialist Union in their rank area, they organize the people in their brigade and pass the message to the Brigade members. The brigade leader appointments are permanent unless they leave the Socialist Union, or has a 100% outstanding vote to remove them. [b]Article 5: War[/b] Offensive All attacks on organization-wide sovereign nations must be checked with the General Secretary or the Secretary of Defense. Declaration of war on another alliance must be put before the Politburo.. Defensive In the case of an attack on a member of the Socialist Union the Secretary of Economics will make sure that aid is delivered to the victim and the Secretary of War and Defense will ensure that any nations in range of the offender do attack in retaliation. Nuclear Warfare All pre-emptive nuclear strikes must be put before the Politburo. Nuclear counter-offensives do not need approval. Inter-Alliance Warfare The Secretary of Defense will coordinate all attacks. In the event of an inter-alliance war the first nuclear rule becomes void and nukes will be fired at will with no need for approval on first strike. If you dont have you, or your person nominated by the end of the 48 hour nomination period, then its too late. 2. The election polls would be held open for 48 hours, giving everyone two days to vote for the candidate which they feel is fit for the job. 4. The elections would end after these 48 hours, where the Speaker of the Politburo will state this. 5. The Speaker of the Politburo would be in charge of the Elections, debates and other things that have to do with these elections. [b]Article 8: Fascisim[/b] 1. Fascist propoganda, or anything with Hitler, Mussolini or other fascists on it shall not be allowed into the Socialist Union. Fascist Countrys are not allowed in the alliance either.This is a strict rule, so if it is broken, the punishment will be severe. [b]Article 9: Leaving the Alliance[/b] 1. Treason New members should know that leaving the alliance without talking to superior officers such as the General Secretary,would be treated as treason and as an act of war.
