Normally I'd cheer these sort of shens on, but in this case there seems to be something slightly unseemly about the whole thing. Sort of has a Mushroom Kingdomish lulz vibe to it in a cretinish sort of way.

I don't think that choosing to avoid allying those who wish us harm is really considered apathy, nor do I feel that openly wishing to destroy communities in this world is a goal anyone should be aspiring to, I find it incredibly odd that NoR of all alliances would be supportive of such a goal.

Would it be impossible to expect this situation be cleared up via a duel?
The aggrieved, read this as butthurt party, sends out a member to fight against the offending, read this likewise as butthurt party, and the two pillars of butthurtery fight it out for seven days under the agreement no nukes are launched.
Upon conclusion of the duel, both parties go their way as honor has been satisfied with blood.
You could even consider attaching some terms to it, the nation that loses owes x-amount of tech to the winning alliance or something like that to put some skin in the game. Though, I advise against it, it'll just come back to being a problem if someone is late on a shipment.

It's good training for your noobs and such. I'd make it a rite of passage for recruits, feeding them to Emperor Khan to earn their stripes. He's already descended into utter irrelevancy, might as well use him to get some training in.
