  1. Several weeks of media blackout & downed communication to & from the outside world had left the nation nearly crippled. A massive surplus of products, supplies, & raw materials lies idle in newly constructed warehouses from the rally for resources prapared by the nation for Pacific trade markets. The collapse of the Pacific Trade Forum & end of communications had left the nation with ready materials that have largely been witheld from the public in the hopes to prevent a massive drop in prices. Time & time again Denekin had witnessed the Corporate stranglehold on his government & the nation at large tighten & in a surprising show of strength; Denikin pulled his support to render the established Corporate state VOID. A Coporate Holiday saw mettings ordered to an end & several Corporate heads arrested for several varying consipracy & corruption charges. The small parade of black cloaked figures made their way up the icy steps of the Building of Governance. The trials had come & gone with relative ease aside from public outrage against what they understood to be a Fascist conspiracy. At the end of the scandal Denikin was seen as a hero & was pressured now to lead the nation in yet another direction. The government had assumed sole control over the Warehousing & Production Storage Project which where opened to military & government employed use. As Denekin saught a new leadership to appease his people's interest, Socialism became the most favoured system among those in his cabinet perhaps similar to the Empire from which they gained independance. Vauleo-Buryatia was seen as a model for what would need to become a stable government system over the nation. Announcement of the change in system was met with mixed emotion, but with access to a huge pool of supplies, Socialist supporters were seen as a superior force to rekon with in the event of open conflict. Revolution was out of the question, & the most radical of Denekin's oposition quickly found themselves in full support of the move. Pulling from the Vauleo & Soviet systems the new government would not be complete any time soon, "a work in progress" seemed to be the most prominent phrase in most regards of the nation. The media blackout would continue until the nation was deemed "ready" to reopen to the outside world; communication with Vauleo-Buryatia however would be followed up immediatly. The Kamchatka Soviet Socialist Republic had come into existance, for the sake of the nation, the new government would prepare to go to new extremes to keep it that way.   3. April 20, constant public pressure as well as pressure from within his own cabinet forces Yukio to allow for elections throughout the Union, the first elections ever for the new nation. The population begins speculation & preperation on the comming elections. Enthusiasm is in the air as the people begin to form small political parties. 3 weeks later, Denikin gains political momentum with his populist speeches & 'common folk' stance. Denikin also begins to court a number of Commercial interests, attracting the desperate & largely idle industrial sector of the nation. Yukio forms the New Voice Party, which immediatly atracts hundreds. Denikin considers forming his own political party, but several corporate meetings pull him away from critical political conferences. 5 months later, Denikin has forged ties between corporations who back a sweeping political campaign that threatens Yukio's New Voice Party. Heavily backed by Kamchatka industries, Denikin launches his United Endeavour Party, a highly televised & well funded presentation. A burst of membership hits Denikin's party, now following close 2nd to the N.V.P. and growing fast. The nations waits silently as the first elction results are prepared. Hours of counting, much of which was done by hand final ends with the announcement hitting every radio & on television set nation-wide. Anton Denikin has been elected President by a landslide. The Nation is locked in instant celebration as their first elections have come & gone. Horror came late at night when news of Yukio's ritual Samuri suicide reaches the public. Political news has fallen to the wayside (other than high praise & looking back on the success of the first election) to the, perhaps overblown invistigation into Yukio's suicide. The man believed to have helped Yukio carry out the ritual suicide was found dead in the Kamchata mountains. 2 days ago, Industrial & Corporate behemoths finalize agreements with the new government on terms not yet certain to the public who have seen the nation industrialize around them. Today, the Government (known now as the Supreme Directorate) dissolves the Greater Kamchatka Union, & establishes IndusCorp International, a merging of several Corporate & Industrial entities along with the state. The people are now served with the vote to elect local governmental councils who will form a Govorning Body of the Populus, led by President Denikin. Denikin and his Cabinet oversee the Supreme Directorate of IndusCorp.
  4. Take for example the issue of a certain amount of reliance on foreign corporations involved in nationalized industries and in control of single or group of domestic & sanctioned companies. If Pacific nation partners' corporations could take the place of foreign companies in involvement in certain industries then bans or limitations would not threaten the economy of the nation in question.

Also, Nuclear policy of the partner nations is innitially not a major concern of the partnership unless made so by the Supreme Body. Broad defence planning will remain so unless the issue of market security is decidedly a major issue that will be addressed by the Body. Under the issue of Pacific enviromental protection, however, your concerns may carry more weight. Also, on the question of free market systems; the partnership would not force any market system on a partner nor is it required. Personally, I do not see why a nation could not maintain its own prefered system. This is economic partnership; far short of free market assimilation.

Its defence would not be comprised of a standing armed force, but economic Safety Nets & Net teams responsible for monitoring partnership trade & transportation movements as well as providing any market updates to the Body. An entirely Free market will be in use overseen by the Partnership Supervising Body who each carry 1 vote for their nation &the power to Veto as their right as investors & partners in our market. Economic leverage for partners under foreign (including nations of the Pacific but not partnered) embargo would be among the means of Economic Defence for partners. Also. Free trade among partners would be guaranteed.

[/quote] We did anticipate a free Inernational Pacific (Asian, Oceanic, & American) market with Supreme Supervision (far short of manipulative control) falling to the partner nations invested in it. Free trade bewteen partners, while Pacific goods & services not traded between Partners would accumulate into to a pool of said goods & services to be traded with the World market (nations not in partnership with the Pacific Trade & Marketing Federation). Of course this is merely the "concept blueprint" of sorts established by the Diractorate & is by no means final, as the Supreme Body of Economic Partners would decide what is final. Obviously this system was not made perfect, but it was made with all the potential to be so. That said, any and all suggestions are more than welcome from all in antendance. We can make this happen if we make it together & make it right.

The market at large, that being the Market of participating Pacific nations would be "free". Though with supervision & overseeing of the market provided by all participants, essentially the entire market will be shaped by the nations in participation. What we (we being the Directorate of the PTMF) had forseen was a free and open market where goods & services moving into or out of the Pacific did so with precision & with extremely efficiant & most prosperous means to those in participation. In short, each partner nation is free to determine & excersize their own best means as well as extent of marketing on the large scale market. I hope this answers your questions. Idealy, woman in the cities rush their children to school while they prepare a lunch for their sailor husbands, before going off to power the oblast's popular tourist industry. In reality, most women did not work simply because of the lack of work. Couples who could not find work often fled north or south & in turn, the area's population had been dwindling. Quiet existance of the towns threatened to become dead silence as families left for work elsewhere. A young sailor Yokio Mashimov, a Russo-Japanese, had been born in one of Kamchatka's small villages but spent most of his young life on the seas. His life as a student had been spent in Japan where he studied Japanese language, culture & government; this sparked an dream in Yokio for something more. Something grand. He began making small talk with the companions, mostly Russian sailors. He complained about the increasing difficulty of life in Kamchatka, the falling price of fish, & the exodus of many old friends & family. His complaints struck deep into the hearts of the men who heard, because his words precisely mirrored their thaughts. Many of the sailors were uneducated & along with teaching them how to read & write, Yokio convinced them that they could have a voice in their government if they could only summon the will & gather a following for change. Looking up to the young educated man with increasing adherence, the group of 16 soon included their wives, town fishermen & miners. The movement of nearly 200 broke the silence of the quiet towns one cold morning with a march through several large streets. The march had acheived nothing concrete, but now they had attention. And what was more important was that to those who participated & witnessed, it gave unwavering hope. Eventually the local radio station invited Yokio to speak on the new politcal movement in the oblast; this would become Yokio's first speech. Over the coarse of the next month, nearly the entire region of about 400,000 people knew who Yokio was, heard his words for creating jobs, bringing growth to the region, even forging a new nation & it was not long before they formed a new government & applied for independance from the protection of the Vauleo-Buryations, with the guerentee of the revertion of territory back to Vauleo-Buryation protection regardless of any other signed agreement, should the government collapse. With the defection of effectively the entire Confederate militarty unity in the homeland quickly shattered. The nation cannot recover from this alone & the Confederate government has united again, one last time, to issue a plea for protection to Lousiana, the Northern Republic & the Holy American Empire. Due to the official state of war, States have scrambled to make adequate combat preperations. While finances are straight, elevated war production has kicked the economy into high gear. Today, the Confederate War Department has been completed & established by the President & our Congress of States. The War Department has intigrated jurisdiction over all matters pertaining to the Confederate military & subject only to the approval of the Confederate President. An official Continental Confederate Army has been established to act as the regular army of the ACC. During wartime, a volunteer army will also be called upon; the Provisional Confederate Army. This Provisional Army authorises troops to serve 6 month to full year terms, or as long as conflict persists and prolonged service is necessary. Pulling together a War Department had seemed a daunting task, but has moved along quickly & efficiantly; made easier by the urgency of Wartime. Confederate Military & Civilian commanders have worked & spoke together in a spectacular show of harmonious sincronicity to establish a Confederate War Department.[/color]

  24. The Confederacy offers its support in the Holy American front. Any remaining resistance by hostile forces will be met by fresh Confederate troops & armour. Operations as aiding as a defence force of the Mexican protectorate will also be carried out.

Peace in the Americas, a proudly proclaimed goal of the Confederate Constitution, its leadership, & people may mean Confederate entrance into the war, presumably in the aid of the Holy American Empire, as stated by pro-involvement voices. Revolution & hopes of Continental peace kept the nation out of conflict in the early days of the war, but now many claim peace in the America's may be forever threatened if the wars results fall in favor of our allies' rivals. With full scale war now being carried out by the nation's close ally, the H.A.E., many staunch anti-war politicians now lean towards involvment. The nations armies continue to accept wide spread enlistment while the capital battles with heated debate.[/color]
