    Hes now in anarchy. Sometimes the game doesn't update so what you said happens. But its easily fixed as the moment he makes a purshase his nation will update.

    He can change it when he collects so its no problem. He has it just in case, also you get -2 happiness for being in severe threat level. Don't worry about that guy. When he makes a purchase no matter how small he'll go into anarchy.
