I'm trying to figure out which government type is best for my nation. My citizens want a revolutionary government which has the same effect as a monarchy but without the +1 for environment but it does get me more happiness. So which is better a revolutionary government where I get extra happiness because my citizens want it Or monarchy which has the same effects plus the +1 for environment ?
