The topic is too subjective. What is Electron sponge with out 404? It depends on your view point for who is what. This would turn into a popularity contest in current format.
For a hall of fame like this to work, it would have to have era time frames in which ALL notable members of that time were inducted. It's politics. With out one there can not be the other.
I think some other members nailed it on the head so far when they broke up their selections by time and alliance. -

I think the line between legend and infamous is very blurry here. Take it a step further maybe another description can be used, Famous, historical, influential, hall of fame, etc. -

Also, our current method is a far cry from what it used to be and what I think it should be, which was; Accepting a EoG into your alliance with out approval from GOONS is an act of war on GOONS. -
