The base is a prerequisite to purchasing a colony or mine, but once you have them they will continue to function independently whether you have a base or not. As long as you have a moon base you can purchase a new colony or mine. You will be able to buy a new moon base after the first expires without having to delete any of your other moon wonders.

If the messages your received as a result of your ground battles say that you won $1,000,000 when the nation was 13 or more days inactive then that needs to be changed or was a bug. Please check your in-game messages again to make sure this is or is not the case. -

You must wait until the end of the 24th hour. Round up to the next hour. If you declared at 12:01 AM, you must wait until 1:00 AM for example.
