but why should he be able to steal my money and tech, and just because he hasnt collected i cant take his. im saying that if you are 13 days inactive, you should not be able to have land tech and cash looted, as well as not being able to loot land, tech, and cash.

ok, i understand that if i am attacking someone that is 13 days inactive, that i cannot loot tech, land or cash. but how is it that this same person, at 13 days of inactivity, is able to loot my tech, land, and cash? im not sure how this is fair at all...
