I thought "I came, I saw, I conquered" would be appropriate for a protectorate treaty between two Roman-themed alliances. I did think of VVV but I didn't think people would go so crazy about it... :jihad:

A treaty of protection between The Legion and Imperium
Introduction:The Legion and Imperium hereby agree to the terms of this protectorate treaty.
Article I - Conduct:
Members of The Legion and members of Imperium shall show respect and courtesy towards one another at all times.
Article II - Non-Aggression:
Neither The Legion or Imperium shall engage in espionage, or war against another.
Article III - Assistance:
The Legion will assist Imperium in building a healthy economy through reasonable means.
Article IV - Protection:
The Legion shall protect Imperium from rogue and unprovoked wars of aggression. Imperium is highly encouraged, but not required, to declare on any nation and alliance attacking The Legion.
Article V - Tech Raiding:
The Legion and Imperium recognize that any war arising as a result of tech raiding shall be considered a provoked act of aggression and nullify Article IV. Imperium agrees that there shall be no tech raiding of nations residing within the purple sphere.
Article VI - Intelligence:
Should either The Legion or Imperium receive information that indicates a threat to the security of one another, that information shall be communicated through private channels within 24 hours.
Article VII - Government Access:
Imperium will grant two members of The Legion government-level access on its forums for the duration of this treaty.
Article VIII - Notification of Treaties:
Imperium will agree to inform The Legion of all treaties PIAT-level and above and take any advice given by The Legion under due consideration before making a final decision.
Article IX - Cancellation:
This treaty may be canceled at the discretion of The Legion or Imperium. The canceling party shall be required to give the other alliance 48 hours prior notice. If Imperium commits a grave violation of the spirit of this treaty, The Legion reserves the right to cancel the protectorate immediately.

Basically if the someone is late there's a penalty. If they simply don't send it all then of course the other person is not required to send.

Heh, no one will send money at all if that happens. Why pay 3 million for 50 tech when you can get twice as much elsewhere?
Only if its late you receive 50 tech. If you send on time you receive 100 tech just like everyone else.

Edict of Technology
A Declaration of the Principles of Tech Dealing
PreambleAs an alliance of nations joined together for defense and prosperity, the Legion declares the following basic principles to which it will hold true.
Article I - Intra-Alliance Technology Deals
The Legion will give a 5-day grace period to nations tech dealing with Legionnaires or foreign alliances without any contact or certified Leave of Absence. If the nation who is supposed to be receiving money or technology PMs the other nation requesting for an extension, that nation is expected to comply. If a technology buyer does not send $3mil after the 5-day grace period is over, the seller will only be required to send said buyer 50 technology. If a technology seller does not send 50 technology after the 5-day grace period is over, the seller will be required to send 150 technology instead of the standard $3mil/100 technology rates. The Legion Bank will oversee the transactions and will make sure the technology deal is completed, and if it is not, further action will be taken.
Article II - Inter-Alliance Technology Deals
Article II is an extension of Article I that applies to nations who are not affiliated to the Legion. In a case where the offending buyer/seller is not a member of the Legion, the government and offending nation of said alliance will be contacted by a member of the Legion Bank informing them that they are late sending tech. The Legion expects the other alliance to help out anyway they can, this includes having another nation send tech after the grace period has expired.
Article III - Inactivity
If the offending nation is a Legionnaire and is deleted due to inactivity, the Legion Bank will send the nation who is supposed to be receiving technology the technology they paid for and nothing more. Articles I and II do not apply for nations who are inactive. If the offending nation is from a foreign alliance, the foreign alliance is expected to send the Legion the tech they are owed.

We've had the treaty for a few months and it requires a 48-hour window before becoming nullified.

The Imperium of MUTUAL DEFENSE PACT
Mutual Defense Optional Aggression Pact between the Legion and the Imperium of Mutual Defense
Introduction:The Legion and IMD do hereby come together in the spirit of common friendship, common defense, and common prosperity to create the "Imperium of MUTUAL DEFENSE PACT" in order that both alliances enjoy a long, fruitful, and peaceful relationship.
Article I - Non-aggression:
The signed alliances shall maintain a strict policy of non-aggression towards one another; refraining from military aggression against one another, refraining from spying on one another, refraining from using diplomatic ends to bring harm to one another, or otherwise seeking to do the other harm.
Article II - Intelligence:
Should either party come into possession of information that suggests any of the activities prohibited by Article 1 are being engaged in by a third party, it is the obligation of that party to give that information to the other party quickly and completely.
Article III - Aid:
Should a signatory alliance come under attack or otherwise suffer a financial crisis, members of the other signatory alliance shall be encouraged to send financial aid in order that their recovery be made more quickly. The alliance in need of aid may choose not to receive it if they wish.
Article IV - Defense:
Should one signatory alliance come under attack, it is the obligation of the other alliance to come to their aid militarily. In the event a signatory attacks another alliance, the other signatory may choose, but is not required, to come to the aid of the other signatory. Should the signatory engaged in military operations choose, they, may release the other alliance from any obligations carried by this article.
Article V - Diplomacy:
Any points of contention between the signatory alliances will attempted to be solved with diplomacy before any other action is taken. In public, discourse between the two signatory alliances shall remain respectful at all times.
Article VI - Termination:
Should the two sides be unable to resolve their differences diplomatically, this pact may be terminated by either party after giving 48 hours notice to the other.
