    Prelude

    As time has progressed humanity has itself become detached from things once thought certain. Absolutism the moral ideology of the past which dictated a set of norms that were inherently, and eternally true has given way to relativism. A system which dynamically adjusts itself, and dictates a set of norms based upon the coercive ability of certain notions of “form” to themselves be imposed upon others. Therefore it comes as no surprise that power no longer is decided by authority but rather authority is decided by power, there can be no illegitimate power without another power declaring itself legitimate and a committing the converse upon the other. Thus the only legitimate government is that which is capable of imposing itself upon its subjects. The true state is that which has the power to decide upon the norm. As such we being in the capacity to do so have chosen to establish unto this land a new form of government, one which holds dear to it the political and economic interests of those whom it reigns, the safety of the public, and condition of its own existence. It shall therefore with these interests in mind execute the following articles, and establish itself as the imperial regime of the land. This established all else follows…

    Article I: Oligarchy

    Section 1: Oligarchal Sovereignty

    Clause 1: The nation and its state shall be marshaled under the command of a single oligarchy. This entity comprising of six members, shall be the sovereign source of all legitimate authority established under these articles, and enforced under the capacity of coercive force this committee shall hold.

    Clause 2: Being that the Oligarchy is a collective of Oligarchs the sovereign authority of this body shall only be tapped when the majority of its members are in agreement. While it is always possible for this entity to distribute power to lesser offices, it will still irrespective of its own policies remain in the capacity to revoke, and regain all power vested within it, as well as overrule, and decide upon any matter it chooses. Thus the power to rule shall perpetually be in the hands of man not law, for law is simply a tool of authority holding no ability to decide or reign on its own. Concurrently it is as an act of this entity that the following form of government is to be established.

    Section 2: Oligarchal Powers

    Clause 1: As a collective the Oligarchy shall have the authority to create ordinances, which shall make up Orderial Law the highest level of law within the land. All lower law known simply as Administrative Law shall be rendered null and void at any point of contradiction. An ordinance may both regulate behavior creating laws which negate certain behavior, as well as mandate behavior creating laws which prescribe and demand specific action on the part of those subjected to it.

    Clause 2: The Oligarchy as a collective shall function as the supreme judicial authority of the state, and as an entity shall hold general jurisdiction over all peoples subjected to it. Thus it shall have the authority to pass judgment over all whom it controls as to whether they are in violation of any Orderial or Administrative Law. Said judgment may be initiated by the committee itself, or by someone granted the authority to do so. Lesser officials may be granted similar authority the limits of which may be clarified by the collective.

    Clause 3: The Oligarchy being the retainer of power, and thus the source of authority under the state shall have the ability to establish and develop bureaucracy. The purpose of which is the fulfillment of mandates which it establishes. Likewise it may also destroy, limit, redefine, re-staff, micromanage, and effect change in anyway it sees fit upon said bureaucracy.

    Clause 4: The Committee may amend this document in any way it sees fit as it is merely an act of the Committee.

    Section 3: Collective Appointment

    Clause 1: The Oligarchy shall choose its own members, these new additions shall be appointed through the process of Collective Appointment. Said process is essentially fiat by majority approval. The formal ceremony, process, and details of the action may also be determined by the Oligarchy.

    Clause 2: Only by the collective will of the Oligarchy can an individual be appointed to it.

    Clause 3: Just as a majority of the Oligarchy can make an individual an Oligarch, so to can it strip an existing Oligarch of their authority.

    Section 4: Oligarch Privileges

    Clause 1: Each Oligarch is allotted command of a province, and the authority to carry out their will within said province. All assets belonging to this provincial authority which is defined by each oligarch, and sanctioned by the Oligarchy, belong to the office not the occupant of said office. Thus each oligarch has the privilege to their office’s holdings.

    Clause 2: Oligarch’s when functioning as such are subject to no law other than that which the collective will of the Oligarchy determines.

    Clause 3: Any four Oligarch’s may call for a meeting of the Oligarchy. As a majority they may make decisions and exercise its sovereign authority over the entire state.

    Article II: The Executive

    Section 1: Description

    Clause 1: The Oligarchy while collectively the sovereign authority shall in the interest of prudence divide up its general subject jurisdiction and allot said jurisdiction to minor authorities. (These minor authorities shall be the six Oligarchs who’s privileges are granted to them directly by the Oligarchy. These privileges shall persevere all lesser law.) In doing so it will create five ministries each led by one of the collectively appointed oligarchs. This shall establish the bureaucracy of the state. These five ministries will be as follows. The Ministry of Defense, The Ministry of Finance, The Ministry of Foreign Affairs, The Ministry of the Interior, The Ministry Internal Security.

    Clause 2: The sixth Oligarch shall be made the Imperial Regent, who shall reign and hold authority in the place of the collective. The Ministers (the other Oligarchs), shall be made to answer to him, unless acting as members of the Oligarchy.

    Clause 3: The group of Oligarchs when under this structure shall exist and be known as The Directorate Committee. It is only when at least four of the six Oligarch’s have called a meeting that the entity would then be referred to as The Oligarchy. It is the only time that they are equal with the Imperial Regent and as a group have the ability to supersede his will.

    Section 2: Powers of the Imperial Regent

    Clause 1: All of the powers below are the Regent’s to exercise in so far as he has not been superseded by two thirds of the Oligarchy.

    Clause 2: The Imperial Regent shall have the power to effect his will in the form of writs. A writ like an ordinance may both mandate behavior, and restrict it. Writs shall be what comprises Administrative Law. An Imperial Writ holds the highest authority, ensuring that only a two thirds majority of the oligarchy may override it.

    Clause 3: An un-contested Regent functions as the head of state, head of government, and commander in chief of the military, giving him full jurisdiction over all functions of the government, and peoples subjected to it.

    Clause 4: It is the responsibility of the Regent to define the duties of the committee members. (Eg. While the Oligarchy selects the Regent, it shall in normal operation allow the regent to choose who fills the positions of the Ministry, and what the ministry itself does; the Oligarchy by not contesting it shall offer its approval.)

    Clause 5: The Regent may remove any Non-Committee/Oligarchy employee of the state, as well as appoint any one an employee of the state.

    Clause 6: While the Oligarch’s are entitled to the holdings of their offices, their authority to reign does not stem from the Oligarchy but rather from the committee, and more specifically the Regent. Therefore the Imperial Regent shall have the authority to intervene in the functioning of any province.

    Clause 1: Each Committee Member may issue writs within their own jurisdiction in so far as those writs are not countermanded by the Regent’s.

    Clause 2: Each Committee Member has total authority to manage their Ministry without intervention from other members of the Committee with exception to the Regent.

    Clause 3: Each Committee Member is responsible for the staffing of their ministry, and may subsequently remove anyone within their jurisdiction on a whim.

    Clause 4: Each Committee Member may grant authority within their jurisdiction to anyone they judge competent to do so.

    Section 4: Executive Ministries

    Clause 1: The policies of the State shall be carried out by five ministries each represented by its minister on the committee. Each Ministry is bound to the will of the Regent, and should, though they are not bound to do so, act upon reasonable requests made by Provincial Administrators. It is the duty of the Imperial Regent to more clearly define the jurisdiction of each ministry and may at any time intervene in their operations or issue orders to them, however as a general Guide to clarification the Oligarchy here establishes the vague ground of each ministry.

    Clause 2: The Ministry of Defense shall be responsible for the raising, training, equipping, and overall management of the nation’s military forces, defensive structures, military relevant assets and both long-term and short-term strategic military aims. It is also responsible for gathering external intelligence on foreign entities.

    Clause 3: The Ministry of Internal Security shall be responsible for the raising, training, and equipping, and overall management of a national police force which shall be used to enforce the law, protect the state, keep public order, and maintain internal security. It is further responsible for the gathering of intelligence on domestic subjects, and the management of assets controlled by it.

    Clause 4: The Ministry for Foreign Affairs shall responsible for managing the nation’s diplomatic relations with foreign nations, and shall be the public representative of the nation to the world. Furthermore it shall be responsible for advising the Regent in decisions pertaining to Foreign Relations. Finally it shall be responsible for managing all assets held in foreign nations that pertain to its own affairs.

    Clause 5: The Ministry of Finance shall be responsible for the management of the nation’s economy. It may engage in the creation of monetary policy, establish a national bank, establish market regulations, establish market mandates, create tariffs, establish tax code, manage the state’s funds, manage the nation’s resources, seize assets held by private individuals, and effect its will in matters pertaining to the economic state of the nation.

    Clause 6: The Ministry of the Interior shall be responsible for the management of the nation’s national infrastructure, the management of public lands, and the management of all public programs which do not fall under the jurisdiction of the other ministries. All areas of jurisdiction not allotted to the other ministries shall be presided over by this ministry.

    Article III: Provincial Administration

    Section 1: Description

    Clause 1: The sum total of the territories under the control of the Oligarchy shall be divided and allotted to each Oligarch (eg each oligarch shall receive about one sixth of the nation’s territory). Thus there shall be six provinces. Each Oligarch is from there responsible for administering the laws established by the Regent/Oligarchy and may further establish laws which are necessary and proper for the operation of their province.

    Clause 2: In reference to an individual Oligarch in terms of their province the term “Provincial Administrator” shall be used.

    Section 2: Powers of the Provincial Administrator

    Clause 1: The Administrator may vest his authority into any entity or individual he deems to be competent to reign as his proxy.

    Clause 2: The Administrator may establish Administrative law which is enforced within their province by the national police force.

    Clause 3: The Administrator may call upon the resources of national ministries to aid in the administration of the Province. (Note: Each province is not to create its own ministries but shall make use of the nation’s existing resources).

    Clause 4: The Administrator may make use of whatever resources are available to him to aid in the development of his province, the public good, and the management of the provincial authority.

    Definitions:

    Oligarchy – Used in reference to the ruling body of the state which holds sovereign authority over its jurisdiction. It is the retainer of power, and thus is the only entity which theoretically has realistic cohesive ability.

    Collective – See Oligarchy.

    The Directorate Committee – Used in reference to the Oligarchy when it is in its executive state. (Eg, when the Imperial Regent holds the authority of the Oligarchy, and the Oligarchs are filling the capacity as ministers responsible to the Regent).

    The Committee – See The Directorate Committee.

    Orderial Law – Law composed of Ordinances which are created by a majority vote of the Oligarchy.

    Ordinance – Supreme form of law that overrules all other laws. The Articles of Order are themselves an Ordinance. Only the Oligarchy may amend or repeal Ordinances.

    Administrative Law – Law established by officials who are granted the authority to do so by either a higher official or the Committee. Administrative Law that is created higher up in the hierarchy always over rules Administrative Law created by lower rungs of the Hierarchy. The Imperial Regent may issue the highest valued Administrative Law.

    Writ – An Administrative Law issued by one who has the authority to do so.

    Uncontested Regent – A regent who is not challenged by two thirds of the Oligarchy.

    Provincial Administrator – Used in reference to an Oligarch in control of a given province.

    In the interest of pursuing more socially progressive political policies the Oligarchy has opted to modify the existing order, established in Article II of Ordinance #1. Said Article until a reversal shall be considered null and no longer in effect. Moreover its former function shall be substituted with the following article below.

    Ordinance #3: Enfranchisement & Elections Addendum

    Section 1: Establishment

    Clause 1: Flawed notions of voting in the past have determined such a power to be a right; this is not in fact true, voting is not a right but rather a power either claimed up or granted by another sovereign entity. No vote operates in a vacuumed and as such to vote is to effect those around you. Therefore to be a voter is not to exercise something inherent to your station as a subject but rather to operate as a piece of the greater Government. As we would expect individuals wielding authority to be competent in their exercise of power so to must it be expected that a voter is to be competent in their exercise of the franchise.

    Clause 2: Thus the right to vote shall not be inherently universal, or perhaps even wide spread but rather issued based on whether or not the voter who is given said vote is qualified to hold such a power. Such qualification shall be determined based a number of criteria specifically intelligence in terms of reasoning skills, awareness of domestic and international issues and theory regarding it, political science, economic theory, historical understanding, education level, and other general knowledge. This limitation will ensure that legitimate votes by informed competent individuals are themselves not diluted by a greater pool of ignorance influenced by tools of manipulation. Moreover it will be required that only those contributing to the system through the income tax structure will be enfranchised as their property is what makes up the over all revenue used by the Government and as such they ought to have some say as to how it is allocated. Individuals not contributing to this pool have staked nothing and thus are not at risk to have their property misallocated. All Subjects of the Imperium may apply to be enfranchised.

    Clause 3: Only an Active Oligarchy may choose to defer to the populace by referendum, and the only set matter that will be decided through a democratic process will be the office holders of the two rotating seats of the Triumvirate.

    Article II: Election Commission

    Section 1: Establishment

    Clause 1: An Election and Enfranchisement Commission shall be established under the purview of the Interior Ministry. It shall be the duty of this commission to receive applications and grant or deny said applications based on an objective investigation of competence; as well as plan, manage, and oversee Triumvirate elections, and non-planned referendums.

    Clause 2: This Commission will be supervised by the Interior Ministry and it staff shall be chosen by that Minister. The Minister may remove any member of this staff at any time for any reason.

    Section 2: Commission Powers

    Clause 1: The Commission shall have the power to set standards of examination, testing, investigation and so forth to determine competency based on the criteria provided in article I.

    Clause 2: The Commission shall have the power to approve or deny applications for enfranchisement.

    Clause 3: The Commission shall have the power to plan, and execute Triumvirate Elections, and Unplanned referendums.

    Clause 4: The Commission shall be responsible for tracking, vetting, and approving applications for Triumvirate candidacy. While they may deny applications said power should not be exercised out of political interest but rather concerns for the safety of the public, integrity of the law, and stability of the state.

    Clause 5: Votes do not have to be equally weighted the commission may determine the weight of an individuals vote based on a set standard of determination that they shall be responsible for setting.

  2. The Imperium hereby announces itself a sovereign nation encompassing the territory of the middle east. Its capital New Zurich (The Imperial Center) is located in former Baghdad. More announcements are forthcoming.

    OOC: The Wiki is up to date and applicable minus a few errors. Also I am importing my Agenda Eleven RP into this RP as well, any conflicts in terms of game rules can be worked out; though I would like the general concept of the RP to be present.

IC: From the governmental district of new Zurich, the regent, Michael Devereaux fulfilling the necessary legal requirements signed off on the nuclear strike of rebel army’s south western territories, traditionally known as Egypt and Israel. He also placed the newly created SDI systems on alert, as well as all internal defensive systems. Furthermore he authorized the deployment of 200k soldiers along with 5000 tanks to North Gibraltor to aid in the operations there.

  4. I do not and will not recognize other worlds other than CNRP. Until a map of another RP world is stickied, then I will continue to do so.

    Response to this attitude in general. It doesn't matter if you recognize it or not as your own actions in CNRP will not be recognized by those playing in the separate worlds, and they themselves will not be taking action that effects you in alternative worlds. Unless you intend to argue with them OOC, and place the special tags in your threads to separate them from the default RP then you will be excluded.

    No again. There are just as many people that need moderating and more threads.

    Actually it divides up the work load and diverts some of the responsibility from the existing GM's to new GM's who manage the new worlds. That means less to rule on, and less to keep track of if people transfer entirely over to one or the other. However, even if that isn't the case there will likely be a decrease in activity in both from that one individual as they would have to keep up with two games rather than just one.

    3. As far as I can tell the only differences are the formulas and starting areas. Is there anything I'm missing?

    That's actually not true, for example CNRP R has a few structural variations. For one GM's are not allowed to rule on matters that effect themselves, or their close Allys. This is meant to prevent possible conflict of interest. Furthermore it requires a more detailed RP, as well as places limits on some of the RP's people do. The game will also develop differently as it is run by different people with different views on how the game ought to function. New GM's means new precedents defining the game, and an overall different game play.

  5. OOC: Having neglected this RP for awhile I think its time to pick it back up with a large update. Moreover given the amount of time I think its reasonable to assume some progress.

    TL;DR: No real action has been taken in this thread, I am just giving a general update on the agenda eleven RP; this specifies some of the programs, and their progress. I will be referencing stuff from this and this will be justifying some of my RPs in the future. Though you don’t really have to read it as it is quite long.

    IC: It has been a year since the Minister of Defense Kaine had initially inspected the agenda eleven facilities. Since then he had been receiving daily memos hinting at substantial progress being made in his name; though none of which truly specified the nature of these advancements as the memos passed through many hands before reaching his desk. Today he would be making his second tour of the facility. After having cleared the insane measures of security which both concealed the existence of the facility, as well as served to keep any level of intruder from penetrating its inner sanctum he found himself standing in front of a rather cliché researcher, the apparent director of the facility. “Good morning sir, I am Director Thomas Ambrose; I trust you have already met our director of security, Mr. Patterson.” He said gesturing to a uniformed official with an athletic build.

    “Ah Yes I have; pleased to see both of you though.” Looking back Ambrose, “From the tone of your memos I developed the impression that you all have been rather successful in fulfilling the general task assigned to you. Would you like to show me what you all have been up to?”

    “Yes certainly.” Turning he led the two of them down the long concrete tunnel that apparently led from the main freight elevator to the primary lab. The tunnel itself was large enough to house a four lane free way, every hundred feet there was a trapezoidal frame made out of I like steel bars. From the ceiling hung horizontally long cages which shielded fluorescent tubes used to illuminate the facility. Moving deeper into the facility they came to a large intersection; Kaine noticed that the end of each of those tunnels was rounded off suggesting that a large square or O like tunnel in circled the inner laboratory complex presumably to provide easy maintenance and access in case of an accident in the central lines of transit. The main lab was now visible through what appeared to be a large glass wall. Stopping just outside, the group peered in. “This is the main facility, it is subdivided into smaller labs the less critical work is done here. Beneath it is a series of progressively smaller facilities the furthest down of which holds the most critical, and dangerous of our work.”

    “Intriguing can we enter?” Kaine asked.

    “No, it is an absolutely clean environment, it takes a few hours to decontaminate. This also isn’t the main entrance, this field here isn’t glass its light. One of our researchers here about six months ago discovered a way to in layman’s terms align the waves, and interlace them forming a cohesive bond and essentially a solid surface. The surface is literally impenetrable in so far as its generation points remain intact. After a bit of testing we began to apply it throughout the entire facility. Originally the main defensive structure was its thick steel walls, however since then we created a second layer of this steel leaving a hollow space between it and the outer wall. We worked the generators into cut out sections of the inner steel wall. Prior to this the order was a thick reinforced concrete wall, steel, and more concrete, now its concrete, steel, the field, steel, and another layer of concrete. The field also shields against all forms of energy making us invulnerable to radiation and other possible energy threats.

    “Wow, that is quite impressive. It must be quite energy taxing?”

    “Yes, that’s really its main flaw. It requires a constant and abundant source of energy. Luckily in this setting its plugged directly into our own internal fusion cores but it wouldn’t be too useful on the battle field itself; at least not in this state. This also isn’t the outermost layer, this is just one of our internal ones being used as a gate. There was one surrounding the lift that brought you down here, as well as ones within the lift itself that disengage when someone requires passage.”

    “Alright, so I gues while we are on the subject let’s talk security.” Kaine prompted. “You all have shown me how physically you all are impenetrable, what about cyber attacks?”

    “Ah I believe that’s Mr. Patterson’s area of expertise.” Ambrose gestured to his counterpart.

    “Follow me.” The three of them moved to a small side passage to the left of the visible field. It too had its own protective field, as well as a panel which disarmed it. Patterson flashed his security card and let it scan his thumb causing the water like field to evaporate. Beyond it was a narrow flight of stairs leading to another passage cut into the concrete. The group moved through several similar passages until they reached a smaller room sitting above the main lab. The room was circular, and appeared to be partially made out of concrete. Encircling it where windows would be there were similar fields though these were far smoother than the ones Kaine seen previously, theses gave off the same appearance as the large field that he had mistaken for glass earlier. A large circular segment of the floor was also filled by one of these fields giving an overhead view of the work floor below. “This is one of our security hubs. It is suspended by a variant of the field technology. It can take us to any level of the facility. However on the subject of security we can address that here.” Surrounding the clear section of the floor was a large raised ring of concrete which was occupied by keyboard terminals, and touch pads. Moving to one of these, he entered a series of commands. The once transparent window like fields now became opaque, and were filled with images that bore relevance to the subject of the facilities security. “So as you already know we are generally speaking very secure physically. However, if someone were to gain entry despite these measures, there is a large thousand man task force on standby within the facility. There are also numerous automated defense mechanism that can be utilized by our security center. As for cyber attacks we have two three real layers of defense. The first is the fact that this facility is very rarely online. However in the cases that it is its second layer would be the advanced fire wall and encryption systems that we have in place. The third and final layer would be the gauntlet of counter intelligence technicians in the security center who constantly monitor the internal network as well as its connection to the outside when it does go online. Most of our information exchange happens physically through file storage devices, these are all scanned vigorously, and again this also happens very rarely. So for the most part I would say we are safe there as well.”

    “Very well I am satisfied with your progress on security measures as well as your break through in the light molding. Thomas I’d like to see some of your actual lab work.”

    “Alright, lets see.” He typed in a few commands, and immediately Kaine felt a rapid decent through the facility. They abrupt halted and the outer fields became clear. “Each level is dedicated to a given project. The Scientists working in each level live and are housed within their given level, and work at their own leisure within a given time frame to see that the projects are completed. As such our morale is quite high, and things remain fairly productive. This is project theta one of our more ambitious projects. Its general focus is surveillance, the current subject of the project is what we call Program Osiris, or Osiris for short. We are presently developing the pieces of a network that will eventually be capable of monitoring much of the world. That satellite, he pointed will be equipped with some of the most powerful lenses, and will be capable of streaming live high resolution feeds. Those will be sitting in geo-centric orbit within view able range of every square inch of the globe. We are working in concert with our solar energy projects and will be cleverly hiding them in the satellites that will be produced for Solex. In essence they will be replacing the solar satellites that provide precious cheap energy for much of the world while also serving to gather vital intelligence for the nation. Additionally the satellites are equipped with laser microphones which are capable of reading vibrations in some surfaces; particularly glass, and metal. Finally these satellite packs will be capable of picking up all signal Intel within range. This can be decrypted using super computers, and prioritized by computers. Those devices there will be added to our submarines and commercial vessels, as well as planted physically to areas of the ocean floor controlled by us, international waters, and cooperative allies. This will be fed to the central hub and be able to provide us with a lot of vital information about fleet movements, as well as submersible movements throughout the world. That group there is developing a program that will be able to take this information and compare it to the high resolution video streams allowing us to track surface, and some sub-surface traffic. Those boxes being developed there will be added to our entire air force, and will serve as a visual and limited audio pack to reinforce the satellite array. Moreover those boxes will be deployed to strategic location around the Imperium. Finally all physical communications coming through Imperium systems will be monitor-able. In short anything that we can legally know we will know.”

    “Impressive, when do you intend for this to be up and running?” Kaine asked.

    “We expect six months perhaps a year. The major piece of it is the satellite array, which will be going up over the next six months as Solex does its satellite overhaul. The computer networking is largely in place, but that should be completed within that time frame as well.”

    “Fair enough. What else do you have.” The researcher keyed a few more commands in.

    “This is Project Alpha, the general subject is Bio Weapons. This is in the deepest level of the facility. Here scientists are working on genetic applications to retro-viruses both as medical tools, and biological agents. Its fairly straight forward. Anything completed will be housed and stored here until you all decide to actually put them into production. From the way you described it seemed like you didn’t want to really utilize them, you just wanted the option of having them ready for production?”

    “Yes, the Regent just wants to make sure we have a full deck of cards.” Kaine replied.

    “Of course. Anyway, there is one more program under this project. We are looking into low impact, high lethality chemical weapons. The point being, you deploy it, it kills everyone, and then it goes away rather quickly. This would make it very useable in the field and a useful tool for invasion. We have had some success with a few compounds, but nothing is ready for full mass production or field testing.”

    “Sounds good, I believe I have seen enough for now. You all are doing a great job. If someone could get me a list of projects I could ask questions from there if needed.”

    Thomas sent a request to a printer concealed within the ring of concrete. “Here you are.” He said handing the paper to the Minister. This was only a partial list, a few of the programs were for the Regent alone, but he didn’t let on to that.

He also placed the newly created SDI systems on alert, as well as all internal defensive systems. Furthermore he authorized the deployment of 200k soldiers along with 5000 tanks to North Gibraltor to aid in the operations there.

    In Jerusalem, Tel Aviv, Cairo, Alexandria, and Suez (4 nukes each) Imperium nuclear strikes occur causing mass devastation.     Generally speaking they are not protective because the guides reveal some hidden insight, more so because they put a lot of effort into them. The point being they would rather not have them simply stolen by another group, its like an author writing a book then wanting it to be bought in a store rather than photocopied.

  9. I hate to interrupt the nonsensical frothing, but I'm curious where you can point me to a location where I made any definitive argument for the acceptability of inter-alliance recruitment. I have: 1) asked if it is unethical, 2) asked if yes to 1, why, 3) asked why there is a double-standard in treatment of those who recruit from other alliances, 4) proposed a situation and asked for thoughts on its acceptability, then presented an actual situation of the same nature. Meanwhile your eternal brothers' greatest gasbag has gone on at length with more survivalist dross that only proved my later point regarding TOP actively poaching members from Echelon. Since then it has been nothing but a fiesta of what I can only assume is Citadel "damage control" where they dodge the core matter and blab incessantly that anything anyone else says is ridiculous.

    But I am not unsympathetic. It must be quite difficult to use your eyes given the volume of foam issuing from your mouth.

    And what is your assessment of my own argumentation seeing as how you have ignored it; while instead vehemently attacking an individual for being offensive in at the very least an equally offensive manner?

  10. Agreeing with Vladimir this isn’t a question of ethics. The only thing we can really answer is whether or not poaching is in opposition to generally accepted norms within the social order. Such as an alliance must look after its own self interest, and prevent threats to itself. Or that one shouldn't engage in poaching as you do not wish to have your own members poached and so forth. Or even the very base assumption of looking to the interest of a new member in general.

    To begin new members are inherently unpredictable as they are generally speaking unknowledgeable of the CN world, therefore the initial recruitment messages are actually rather influential and effectual as it is all the member has to go off of. Moreover most recruiting messages are rather similar, they all have the same base message, “we are a good group, good culture, start up aid, protection ect”. Therefore at this stage (bottom tier players) when poaching is really relevant; the player’s presumed freedom is really irrelevant as any decision they make is going to be arbitrary at best. I myself changed alliances twice in the first day of membership, and actually left that second alliance shortly after; proving even those of us who eventually make something of ourselves here ultimately are incompetent in terms of choosing our first alliance. Now I will concede that some alliances are just better than others and can provide a better quality service to the membership than others. Under different conditions, such as a world with an objective source of information, they may merit an additional shot at swaying an individual’s mind, though this better service cannot be objectively conveyed to through a CN private message nor can one really assess the accuracy of the recruitment message itself as the individual is lacking in connections that would be used to verify the promises made. So really even if poaching is permissible to some, as they merit the opportunity to sway the minds of people in “bad” alliances, the member doesn’t really know this unless they have an objective secondary source to verify the message (eg friends of theirs in that alliance), at which point we would be talking about a different matter entirely. So really what I am getting at with this is, allowing poaching destabilizes the bottom tier of CN. As members would be jumping from one alliance to the next at least for awhile ultimately delaying their ability to grow (by receiving aid from their alliance), and endangering themselves by making themselves targets for raiders. Moreover delaying integration into an alliance delays their social integration into CN which may actually give them the resources they need to become a competent decision maker. Essentially in so far as new members have no real fix on the game itself, their ability to choose an alliance is compromised anyway so really the best thing to do is simply enforce a rule of first come first serve on the unallied members and simply allow people to make the best of wherever they end up. Later on once the individual has become more knowledgeable they will no longer need a recruitment message to guide them if they do eventually go elsewhere, in which case the matter changes.

    On a different note I think it could also be seen as simple courtesy, it’s a mutually beneficial practice to not poach another alliance’s membership so that they then do not do the same to you. There are plenty of new members out there, so there isn’t really a pressing need to recruit from the already allied stock. In general I don’t really see how anyone would find an anti-poaching position to be anything but sensible. Now as for vox being poached, or having people being swayed away from it, the mainstream point of view especially the view point for those who do what you mentioned is that vox is not an actual alliance, but rather a rogue AA that is used by different people for different reasons. Some use it simply to nuclear rogue, others are members of the organization itself which is either in a formal or informal state of war with many other alliances. In both cases any hypothetical sovereignty of vox itself would largely be viewed as freely breachable. Moreover considering the fact that rules like no poaching and no spying are mutual in nature, and based off of an assumed agreement to not engage in said activities; at the point where vox itself has violated these agreements, through spying, and poaching it has lost the right to then not be poached and spied on as well. In which case alliances engaging in said activates against vox while maintaining that they ought not be spied on or poached are not philosophically inconsistent as you implied they would be.
