IC: When the call came for pre-fabricated housing materials, several private contractors within Australia would jump at the chance to help in these efforts.

Leaving the distribution in the hands of Cochin, Zargathian ships and trains focused on bringing food and materials to build and power emergency shelters with. In the northeast, Zargathian light tanks were used to cross into terrain that had become impassable due to rockslides. Tracked tanks were really much better at crossing terrain that would eat wheels for breakfast.

With the rescue efforts now completed, the relief efforts is now going on in full swing. Thousands of pre-fabricated housing materials are now being brought into Dragonisia principally through Ratnagiri as it has now been fully repaired and brought to operation. The wrecked runways at RCNB Ratnagiri has also been repaired now hence the air base is also fully operational. Large dormitories and barracks are being made in the several refugee camps so that the refugees could be transferred from less insulated tents to more functional dormitories. Areas cleared of rubble are also now seeing the setting up of additional family oriented dormitories as temporary residences for the affected.

The Kingdom of Cochin has also set up a Dragonisia Relief Authority under Mr. Suman Kumar, a senior official in the Ministry of Interior to coordinate the relief efforts and reconstruction. The DRA would coordinate with RCDF, Dragonisian Government, principal Cochin Ministries and Industries and Foreign nations involved in the relief effort to have an efficient rebuilding. DRA is also now starting to wean off Cochin civilians from participating in the relief effort and sourcing more jobs to the Dragonisians who have lost their livelihoods and savings in the disaster. Several Cochin industries have also set up recruitment centers all over North, West and South Dragonisia to provide recruitment opportunities to skilled Dragonisians. Tatra Automotice Works , under the aegis of DRA, has supplied over 1000 Tatra trucks for sale to Dragonisians and State Bank of Travancore has also offered low interest loans to purchase these. With the high value transportation contracts being delved out by DRA to truckers, it would provide an invaluable opportunity to several Dragonisians to start rebuilding their lives. The Military Engineering Corps of the QMC has already started several construction works to build low cost housing apartments and these efforts are also providing employment to Dragonisians.

The Royal Cochin Navy, the Marine Divisions and QMC are now concentrating on reactivating the deep water ports on Western Coast. The ports of Mumbai, Panaji, Karwar and Ernakulam would be receiving the prime attention. Reconstruction is also progressing in the Lakshadweep Islands. Royal Cochin Army is meanwhile involved in the clearing of rubble and demolition of damaged and irrepairable buildings. Royal Cochin Air Force is still handling the Air Traffic tasks over Dragonisia as the largescale air mobile activity of the early days of the disaster relief are now subsiding. RCAF is also in charge of rebuilding the damaged airports and air bases in these areas of Dragonisia.

Along with the Zargathian light tanks, occasional prototypes could be seen of a heavy tank, generally adopting the role of bulldozer and pulling the heavier supplies such as machinery that would be necessary in repairing the power grid and waterworks of the struck cities. It was not uncommon for Zargathia to field test prototypes -- the light tanks were successfully tested against Yuktobanian rebels in a joint operation -- and speculators bought stocks of companies producing military equipment awaiting the official government press release after the rescue operations would have come to an end.

Dragonisian Relief Authority seeking educators

The Dragonisian Relief Authority is seeking several educators to re-establish the schooling system for the children in the refugee camps in Dragonisia. The volunteers would paid at a salary rate commensurate to the salary scale for Government school educators in the Kingdom of Cochin. Food and accomodation would be provided in these refugee camps itself and would be of the same standard as that currently provided to the refugees and DRA aid workers. Educators are required for teaching these following levels of classes - Kindergarten, Lower Primary, Primary, Upper Primary, Secondary, Senior Secondary and Higher Secondary.

Interested applicants are requested to contact :

IC: While not present in nearly the same numbers as the Cochinese, the Australian workers were still working hard to perform the same tasks in the areas they had been assigned. Once search and rescue was over, clearing of rubble and re-construction could truly begin.

Efforts continued to be funded from public and private donations back in Australia, and some of these funds were allocated as wages--but only for any Dragonisian that wished to help re-build. Australians were there on a volunteer basis only.

The volunteers helping with the humanitarian efforts included people from all walks of life. This included teachers, and a half dozen volunteered for this. All were from the secondary, Senior Secondary, and Higher Secondary levels.

In addition, a dozen more back home volunteered to help, a full range from the Kindergarten level to the Secondary level.

The Dragonisian government begins another rare broadcast to the world. Dragoska approached the podium, he was dressed in the uniform of a State Relief Officer (SRO), responsible with handling the woes of calamity that come to the state.

"Our nation is well and glad 2009 is behind us. Tragedy after tragedy have befallen our state.. from the fall of empire.. to the ripping of the very earth beneath our feet. We thank all those who have come to support us despite, in some instances, even past ill relations. We will continue into this new year with a new humility and respect for our peers in the world. Our resolve, however, has not wavered. We will find a way to greatness again. A way the world will appreciate and not condemn. We wish to invite anyone who wishes to hold talks with us to send a delegate to attend a meeting to talk trade and improving relations. Despite recent tensions during the year with Tahoe and its allies, they are the ones to whom we wish to make the warmest welcome. We have purged the dreams of keeping our boots upon the neck of our fellow man from this system of government and though I am an Emperor, I am one with a great respect for human dignity and human rights. We will demonstrate a respect to all sovereigns who have the will of their peoples behind them henceforth. This is my pledge."

With that said, fireworks.. not as brilliant as they have been in past years.. but nonetheless present.. went on display in the background; back lightning the statue of the Imperial Dragon Great War Memorial in Dragonisian City Square.

A letter is written to the King of Cochin from Dragoska,

Our analysts project it will be many years of work to recover western India with our own efforts. By that time millions will die. Due to our historic relations and for the sake of our people; we are considering drastic means for alleviating the humanitarian crisis. In our previous talks you have indicated an interest in governing Western India if something were to happen to our state.. and well.. it has. The cost is well beyond our means to recover from and the people who reside there should not suffer. If necessary, we are considering ceding select provinces into your care. Also, due to the weakened nature of our nation, we are also considering offering to become an autonomous part of your nation; lending our strength to your own and letting you handle foreign affairs while we maintain the domestic affairs of what remains of our homeland. Please send a delegate with due speed.

Rama Varma read the letter from Dragonisia with immense surprise and immediately called for KP Varma, "Mr. Varma you are immediately to fly to Bangkok and relieve Vikram from his duty as Cochin emissary to that conference. Vikram has to immediately go to Bangalore to meet with Mr. Dragoska. It is vital that these things be conducted expeditiously. I will brief Vikram when he is on air from Bangkok to Bangalore. Go immediately."

This was a momentous meeting that could not be entrusted to any minister, even one as high and able as KP Varma, Cochin's Foreign Minister.

The briefing he had received via video conferencing from his uncle shook up Vikram Kerala Varma, the Crown Prince of the Kingdom of Cochin. He had readied himself for the importance of the meeting he was headed for. As the JM2 landed at Bangalore, Vikram would wait for the diplomatic escorts to take him to Mr. Dragoska.

OOC: Assuming the Crown Prince has already come to Dragoska for the meeting, this would be his opening statement.

IC: "Mr. Dragoska, The Kingdom of Cochin is extremely honored at your offer. We are deeply interested in securing Western India as our sovereign territory. The Malabar coast has historically been the roots of the Cochin Royal Family and to be able to return to the land we were once exiled from is indeed gladdening.

As regards Dragonisia becoming an autonomous part of the Kingdom, we would like to know more about what exactly you mean by that. The Kingdom is not much favorable to holding another sovereign nation as our vassal state, if that was what was intended. I have been authorized to propose to you that the current Ratnagiri Accord's defensive pacts would still be applicable, along with which the Kingdom is willing to offer a substantial amount of interest free loan to Dragonisia to assist in its rebuilding. As per our proposal, the Kingdom of Cochin would continue to protect the Dragonisian sovereignty and Dragonisia would not have to lose its foreign policy or domestic policy sovereignty.

The Kingdom of Cochin did not have a favorable experience during the days of Dragon Empire when Kingdom and Dragonisia under the late Chairman Maelstrom Vortex were a merged entity. We would not wish to impose such a constraint on Dragonisia in its present weakened state.

What is your opinion regarding our proposal, Mr. Dragoska?" Vikram asked.

"Very fair and acceptable High Prince Vikram. If you would show us a map of the regions of Western India that are affected by the disaster and that you would feel interested in adopting as part of your ancestral lands, excluding the capitol of course, then we can get down to discussions about how to get this recovery under way. The longer these people stay without a formal government able to exert its influence in the region, provide direct relief, and administration the more deadly the situation becomes." Dragoska notes.

"Sir, starting from South, the Malabar coast have been heavily affected including the states of Kerala, the coastal areas of Karnataka, Goa, Maharashtra and Gujarat. The Deccan plateau areas of Madhya Pradesh have also been severely affected. This is what we propose, Mr. Dragoska. The states of Kerala, Tamil Nadu, Northern and South Western Karnataka, Goa, Maharashtra, Madhya Pradesh, Rajasthan, Uttar Pradesh, Uttaranchal, Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, Nepal, Sikkim and Arunachal Pradesh could be ceded to the Kingdom, those are the areas marked in various shades of Orange. The areas shaded in Grey would be Dragonisian territory, including the partitioned half of Karnataka marked DRA, which would include Bangalore, or Dragonisian city. We also propose that the island chain of Lakshadweep which has been severely affected by Tsunami's could be ceded to us.

"This looks acceptable.. given we won't be able to recover this regions. These are the same results our analysts concluded. The Bangledesh region would of course remain ours as well. Create the document and we'll begin to formalize the transition of government." Dragoska said with a heavy sigh. "It is a pity Maelstrom's dream must be dashed so, but there is no way we could have seen this coming."

The division of territory would go according to this map, where the areas shaded in orange except for Bangladesh would be ceded to the Kingdom of Cochin while the areas shaded in grey including Bangladesh would remain sovereign territory of Dragonisia

Article II: The Kingdom of Cochin and Dragonisia enter into a Defensive Pact by which the Kingdom of Cochin shall defend Dragonisia against an attack on its sovereign territory in case of a defensive war where Dragonisia did not issue the Declaration of War or commit the Act of War commencing the conflict. In case of a war brought up on by offensive actions, namely a Declaration of War issued or Act of War committed by Dragonisia first, the Kingdom of Cochin shall remain neutral to the conflict.

-Condition A: The defensive pact would be presently be applicable to the subcontinental territories of Dragonisia. Increased purvey of defense could be added to in due course of time if Dragonisia so requests.

-Condition B: Dragonisia is not obliged to come to the defense of the Kingdom of Cochin in case of any defensive or offensive war that the Kingdom of Cochin would ever be engaged in.

-Condition C: The defense pact may be canceled by Dragonisia with a due notice of 72 hours.

Article III : The lease terms concerning Ratnagiri Accord (Article II) are hereby nullified, with Ratnagiri becoming a sovereign territory of the Kingdom of Cochin.

Article IV : The Kingdom of Cochin offers Dragonisia an interest free loan of 500 Billion Cochin Rupees to aid in its rebuilding.

Article V : The Kingdom of Cochin hereby states that in case of a dissolution of the Kingdom of Cochin, the Indian territories of the Kingdom would be ceded back to Dragonisia. Dragonisia hereby states that in case of dissolution of Dragonisia, the present Dragonisian territories as per the above mentioned map including Andaman and Nicobar Islands would be ceded to the Kingdom of Cochin.

"It does indeed. We also welcome you to station defensive forces inside of Dragonisian borders at your leisure. Our people will not see you as an occupying force as you have come to our aid in a situation of dire need. This way also ensures if any additional devastation befalls the region that does undermine our national stability further that your claims to the remainder of the region will go unquestioned. We are repositioning all nuclear devices loaned by foreign entities and our long range ballistic ordinance to bases within our remaining sovereign domain. Thank you for your help, Prince Vikram. You have the gratitude of our people."

Vikram Kerala Varma breathed a sigh of relief. He then stood up and shook hands with Dragoska, "Mr. Dragoska, today is a great day for our Kingdom. After centuries of exile we are finally returning to our ancestral lands. We cannot thank you enough for this help."

"Very well, a safe journey to you." Vikram would exit the palace, under repairs.. pass the courtyard around the still very much earth quaked proof and standing proudly Imperial Dragon Great War Memorial. The motorcade, complete with bulldozer in front.. would escort him to the emergency runway on a converted section of interstate which had not collapsed.

As the King's speech was communicated throughout the Kingdom, the RCDF units deployed at various parts of the disaster stricken area started rejoicing at the new event. All over Cochin India, the national flag was raised to denote the new allegiance. The thousands of Cochin soldiers and aid workers went out to their fellow Indians and conveyed the joyous news. A new era had begun for Cochin and India.

The Kingdom of Cochin formally requests all non Cochin military personnel deployed to assist in the disaster relief operations to leave the Cochin-India. Sufficient military and civilian personnel from Cochin are currently available for the remaining relief works. The Kingdom of Cochin thanks these nations for their prompt arrival and relief efforts.

"Zargathian disaster relief squads will continue to work in northeastern Dragonisia-India. In Cochin-India distribution of goods was already in the hands of the Cochin government, and as such any aid shipments not currently underway will be reassigned to these northeastern territories. We trust that if Cochin wishes for us to continue the shipments to Ratnagiri that they will let us know, and we wish them good luck in their continued relief efforts."

We thank Zargathia for their continuing cooperation and would like to inform them that any surplus aid be diverted to Dragonisia proper, as Cochin-India is for now self sufficient in resources as the transportation network has enabled transferring of the National Reserves to Cochin - India.
