Michael McBride
Director Egon moved to the head of the table, with McCutcheon and Worthington sitting on his left and right. "Gentlemen," he began, "thank you for all arriving so quickly. As you all know, the UAS has collapsed. An aggressive and unstable regime on the North American continent is no more. However, we cannot allow this region to fall into archaic chaos after liberating it from that same chaos. This conference is to discuss what will become is what is currently, a loose protectorate of Xaristan, to a stable area for the future of North America. Our plan had been to form a joint protectorate, held loosely for any new nations to form in the region, keeping most or all of the land under protection until that point in time." "Hm, something similiar to what Tahoe and Viniland are doing in the regions that used to be Canada, right?" Roosevelt spoke up. "But, however, I have one concern." Roosevelt paused for a moment as he mulled over what he was going to say. "What about the people's wishes? Will we take them in consideration?" "Looser still than what Tahoe and Viniland are doing with Canada actually. Basically, the regions will be self-autonomous until a power rises to claim them. American nations would have troops in the area simply to maintain order, not to govern." "As for the wishes of the people, we are not inclined to place too much trust in them at the moment. They elected the government who got into this mess. Regional questions will be listened to, but as we said earlier, we'd like to keep most if not all of the territory open for new nations." "Since the UAS was a democracy, the people were responsible for the actions of their government as they elected them into power. Also, the UAS government referenced the people wanting out of the peace treaty they signed with Louisiana, which can only lead us to believe that there was some sort of referendum. As we said, they won't be completely discounted, but they will certainly be taken with a grain of salt."

I will now let the others take the stand, so to say." He grinned.
Raritan
"We would not be opposed to leaving the former UAS lands as a Xaristani protectorate. We do, however, have one request. If it were possible, we'd like Virginia south of 37.1 degrees north," Jeffrey Forrest stated.

Manetheren
It is our opinion that the UAS should be completely and totally become a protectorate of Xaristan. If they need assistance in providing humanitarian support for the people, so be it, we can assist.

If they need assistance in providing humanitarian support for the people, so be it, we can assist. "We know that we will need assistance." Supreme General Francis McCutcheon, Military Consul of Xaristan, spoke for the first time. "We are not the strongest nation on the continent, by any means, despite our stellar war record. The biggest problem with this for us will be logistically. We do not share a land border with the former UAS, which will mean we will have to ferry up additional troops through Ardoria if needed. Xaristan will be happy to make up a bulk of the forces in the area as we do not wish to be seen as pawning off our problems caused by us on others, but we do feel that a multi-national coalition of troops in the region will not only keep it stable, it will create a unity on the North American continent so that we never have to go through this sort of thing again." "Regarding tracts of land in the former UAS going to existing nations, as we said earlier, this is something we wish to avoid. However, we would be willing to negotiate small, and I do mean small, concessions to other parties with the consent of the gathered parties here." Consul of State Bill Worthington spoke next. "Gentlemen, I want you all to know, sincerely, that we do appreciate your presence at this conference. I know Xaristan's record in North America has not been a stellar one to start out with, but I believe that working together, starting with this issue here, we can create a long and lasting peace on the North American continent that will shun foreign influence and aggression." Director Egon smiled at those gathered. "The floor is once again open to all of you."

He would never say it out loud, but he was particularly concerned about the status of Pennsylvania, as he was interested into acquiring the region as a protectorate or likewise. "We wouldbe more than willing to patrol the Chesapeake Bay and the Delaware Bay with our coast guard and navy should it become necessary and set up border control points," Defense Minister Darryl Bradford stated as he spoke for the first time at the meeting. "Regarding our request for land, our request is actually quite small. If you checked a map, it only extends 10 miles north of our current border," Foreign Minister Jeff Forrest continued. If you checked a map, it only extends 10 miles north of our current border," Foreign Minister Jeff Forrest continued. "Those two things would be quite helpful." Supreme General McCutcheon said to his counterpart. "As we said, we aren't looking to control this new territory, merely hold it in trust and provide security for it until such time that a new, American, power rises in the area." "We do not doubt the size of your request, Mr. Forrest," Director Egon spoke to him personally, "but along your entire border, it adds up to quite a number of square miles. There was concern expressed that this war would turn into a land grab, and I have personally striven to ensure that that does not happen. As stated, reasonable concessions can be made if this conference agrees to it. We are not the dictators of policy. This should be a continent-wide decision because it truly effects the entire continent." "While we're on the subject of the continent," Consul of State Worthington spoke, "shall I have my aides draft up an outline for a multi-national force in the region?"
