PUBLIC REPORT

The Department of Treasury announced that the economy of New England has increased significantly; it grew from approximately $2.039 trillion in GDP to approximately $2.510 trillion – and that figure is increasing. Because of this, especially the implementation of the FairTax system, tax revenues have increased, thus channeling more funds into the coffers of the Treasury and further stimulating the economy. At the same, per capita income saw an improvement, going from $24,134 per capita to $29,712 per capita. Because of this, the population is able to make more money than they had been before mainly because of the repeal of the payroll and other taxes, which enable them to have more money on hand to spend on food and whatever they want to buy. This is a key indicator of public happiness, which will be stated below.

As noted by the Department of the Treasury, the mood of the general population is jubilant as the populace is reported to be very satisfied with their lives and of New England’s high living standards, especially the territories. Various businesses and industries throughout the territories have seen a vast influx of funds as the federal government and territorial governments invested into them, thus propelling economic growth and prosperity throughout the regions that was once wreaked by anarchy. This is a good indicator that New England’s already prosperous economy will continue to further prosper in the near-future. More is to be updated.

The Unified National Security Command stated in its report to the Department of Defense that the first line in Pennsylvania is reported to be 78 percent completed, and the second line 75 percent completed. Progress on the third, frontier line has reached 74 percent. In regards to coastal defense, coastal fortifications is reported to be 85 percent completed in New Jersey, 84 percent in Pennsylvania, 23 percent in Maryland, 25 percent in Virginia, 27 percent in Delaware, 30 percent in New Columbia, and 23 percent in Ohio.

Progress has been made regarding air-defense networks: 83 percent has been completed in New Jersey and 81 percent in Pennsylvania. In addition, about 24 percent were completed in Maryland, 23 percent in Virginia, 24 percent in Delaware, 28 percent in New Columbia, 22 percent in West Virginia, and 24 percent in Ohio.

The IUSS network was reported to be about 85 percent completed in New Jersey, 25 percent in Maryland, 27 percent in Virginia, 30 percent in Delaware, and 31 percent in Ohio.

After conducting a public survey regarding ethnic groups in the territories, the federal government stated that there were varying ethnic groups throughout the regions apart from New Netherland Dutch and New England American, a trend that sets the territories apart from the demographics of the rest of New England.

Beginning with Maryland, the survey indicated that there were five prevailing ethnic groups in the nation: German (16%), Irish (12%), English (9%), New England American (6%), and Italians (5%). There are also sizeable ethnic groups among the population that are of African-American, Hispanic, and Pole descent, especially along the Atlantic coast. In New Columbia, African-Americans comprise of about 56 percent of the population in Washington City, with White following second (36%) and Dutch third (8%). A considerable percentage of the population is Hispanic (8%), and New England American (2%).

Five largest ethnic groups exist in Delaware: African-American (19%), Irish (17%), New England American (14%), German (12%), and New Netherland Dutch (9%). The territory of Ohio boasts a sizeable German population, averaging about 29 percent of its population. Irish (15%) follows second, to be followed by New England American (10%), English (8%), and Italian (6%).

Lastly, there are five major ethnic groups in Virginia, of which the largest percentage are African-American (20%). German constitutes the second largest ethnic group in Virginia, averaging about 12 percent, to be followed by New England American (11%), Irish (10%), and English (9%). New England American constitutes up the largest ethnic group in the entire territories, in West Virginia, comprising about 23 percent of its population. German (17%) follows up a close second, ahead of Irish (14%) and English (12%). New Netherland Dutch is the fifth largest ethnic group in the territory, comprising about 5 percent of the population.

In an updated report, the Department of the Treasury stated that due to increased abundance and distribution of resources, as well as influx of more funds into the economy, the GDP grew from $2.510 trillion to $2.901 trillion. Similarly, per capita income increased from $29,712 per capita to about $34,345 per capita.

Acting on anonymous tip-offs, the Stasi launched a raid in downtown Boston, where they found what appeared to be a same-sex marriage ceremony, in direct violation of the Moral Wellness Act. Everyone else involved were arrested, subjected to ‘questioning’ by the Stasi, and brought to a secret "People’s Trial". After quick deliberations and reviewing, the People’s Trial sentenced the ‘leaders’ to death; the sentences were duly carried out. The others were sentenced to twenty years of hard labor, to be followed by five more years in a ‘correctional facility’.

On a related note, the Stasi launched a series of ‘inspections’ throughout Washington City, Richmond, Columbus, Dover, and Baltimore, along with other cities. Hundreds of brothels and strip clubs, as well as ‘other places specializing in prostitution’, were closed down and these involved arrested for violations of the Chastity Act. Brought to trial, the violators were summarily found guilty by People’s Trials of “violating New England’s spiritual wellbeing and purity” and sentenced to death or imprisonment. In the case of the latter, twenty-year imprisonment followed by five years of ‘correction’ was the norm; in the case of the former, executions were carried out by firing squads in secret locations.

New England was a police state in the true sense that the Stasi was virtually everywhere, but life in the Republic was great and free for citizens that didn’t violate its laws and regulations—and miserable and restricted for these that violated them.

The Department of Defense announced that all military installations, as well as state and provincial government buildings and installations throughout New England (excluding the territories) has been successfully hardened against EMP. EMP-proofing efforts have succeeded to a large extent in many of New England’s major cities and towns, especially New York City and Philadelphia. Most civilian vehicles in Boston have now been EMP-proofed.

On a related note, the federal government has issued a resolution formally expanding the EMP-proofing programme to the territories—though such efforts have been underway since the regions was incorporated into New England. From Washington City to Columbus, from Cincinnati to Dover, and from Baltimore to Richmond, all government, military, and strategic buildings and installations—as well as power and electronic grids and generators, communication grids, and security grids—are currently being hardened against EMP.

Overall progress is reported to be about 48 percent completed.

Following the recent examples of the Ohio and Columbia Statehood Parties, Statehood parties are beginning to form in the territories, beginning in Maryland and spreading over to Delaware, Virginia, and West Virginia. Posters and banners proclaiming “Support Statehood!”, “Statehood for Territories!”, “The People Demand Statehood!”, and even “No Taxation without Representation!” are beginning to show in increasing numbers in many major cities, especially Richmond, Baltimore, Dover, and Charleston.

The numbers of the Ohio Statehood Party is estimated to be around 80,000 so far and still growing. The New Columbia Statehood Party in Washington City has grown to approximately 110,000—and that number is steadily growing.

The crackdown on prostitution and same-sex marriages, as well as illicit drugs, is continuing throughout the territories, and with notable success. In Washington City alone, over ninety percent of strip clubs and eighty-seven percent of brothels have been closed down in a remarkably short time and hundreds currently prosecuted by People’s Trials. The local City Hall passed a resolution prohibiting any future establishment of such businesses that specializes in the “degradation of human moral wellbeing and purity.”

At the same time the Stasi cracked down on prostitution and same-sex marriages, they were coming down on illicit drugs “like ferocious tsunami intent on washing out everything in its destructive path”; raids were launched at abandoned warehouses at city outskirts and hundreds and even thousands of ‘drug dealers’ arrested. They were hauled off to People’s Trials, which quickly pronounced them guilty of “drugging New England as a whole”; they were shot as soon as the trials ended.

Efforts to bring the territories to New England standards have been successful so far. As New England funds and technologies are pouring into the region, the tax collection system is now fully online and functional, and enforced by the National Revenue Service. On a related note, progress in establishing and modernizing the transportation and railway systems, through Netrak, have been going well so far. Miles of railways are being built, rebuilt, or modified throughout the territories. Reports streaming into the federal government offices in Boston are mostly positive so far. Lastly, the programmes set forth by the National Surveillance Modernization Programme Act have seen a success so far. All over New England, including the territories, CCTV cameras are currently being fitted in many city and town centers, and the ANPR system is being configured into New England’s communication and network systems; the Oyster system is in the works as of right now. A vast national database is currently being established, implemented and configured as hundreds of thousands of black box probes are being inserted into the nation’s Internet and communication networks. Forward Intelligence Teams are currently being formed and a CRIMINT database is being established.

Today, President Kennedy exercised his powers to issue a rare Presidential Decree. The Presidential Decree, separate from an Executive Order and a Presidential Order, is the highest level of power ever wielded by a sitting president in office and cannot be overridden or modified by any branch of the federal government, except by the President himself.

Through the Decree, President Kennedy substantially increased his power of veto by removing the powers of the National Assembly to override a Presidential veto. Wherever the National Assembly had been able to override a Presidential veto by mustering a 2/3+1 majority vote, they now cannot do so, for the President’s authority is now final.

The Supreme Court confirmed the legality of such course of action, confirming that it was well within the legal authority of the President to exercise such power for such purpose. This effectively silenced critics.

The National Assembly voted by 75 to 30 (with five abstentions) to approve the passage of the Chain of Command Rearrangement Act. Signed into law by President Kennedy, the Act set out to establish a more intricate and streamlined line of command in regard to the nation’s defense and security commands.

Firstly, the State Security Administration (Stasi), with its components the State Security Police and the Stasi Border Troops, were subordinated to the Executive Office of the President of the Republic of New England, in turn subordinated to the Executive Branch. The same went for the State Security Militia (Military-SS); both the aforementioned organizations shall remain under the exclusive command of the President, either by his sole authority or through the Executive Office.

Secondly, a new organization was established under the aegis of the Executive Branch: the National Security Council (NSC). The responsibilities of the NSC is to provide a public forum for the President to conduct and coordinate policy pertaining to national defense and security with his advisers and subordinates. Moreover, the Unified National Security Command (UNSC) was subordinated to the NSC and renamed the Unified National Command (UNC). The UNC shall consist of five major components: the National Air Defense Command (NADC), the National Missile Defense Command (NMDC), the Army Border Command (ABC), the Army National Command (ANC), and the Army Strategic Command (ASC).

Today, several members of the National Assembly proposed a bill that would enable both the federal and state governments to create a trade route to the Tennessee Federation and the Great Lakes State by cutting down the Dean State Forest, Brush Creek State Forest, as well as most forests in southern Ohio. According to the proponents, such a course of action would help to create more prosperity for New England through increased trade and profit (especially the logging industry).

However, President Kennedy turned the proposal down for environmental reasons. When it became public knowledge, the public overwhelmingly supported the President’s decision.

With the recent outbreak of war between the United Republic of Ardoria and Xaristan, the federal government undertook appropriate measures to protect itself and its interests, and to prevent the war from spreading. In addition to sealing off the southern border and placing Stasi Border Troops and adjacent Army soldiers in a state of high alert, the shoot-to-kill order was also issued to the Stasi Border Troops and the Army Border Command.

Next, New England's waters, lands, and airspace was closed to all the warring parties, and any violations will be dealt with (any military aircraft that crosses into New England's airspace will be shot down without warning, the same goes for any military vessels that ventures into New England's sovereign waters and EEZ).

The National Assembly passed a resolution, modifying the 1984 National Minimum Drinking Age Act to raise the legal drinking age from 21 to 24. This is apparently part of a nationwide effort to combat alcoholism, drunk driving, and other issues relating to illegal drinking. The Stasi and regular police were empowered to enforce the Act at all levels, and to utilize resources to combat any instances of “illegal consumption and distribution of contraband, related not least to the production and distribution of illegal ID cards and any means.”

The original penalties applied under the 1984 Act (such as withdrawing highway funds from states that failed to raise the driving age) still remains in effect, but the amendment extended the scope of the consequences to include the withstanding of all but 50 percent of annual federal budget apportionment from any state that failed to enforce the Act.

In addition, anyone purchasing alcoholic beverages at liquor shops, stores, pubs, and bars will be required to show not only his/her ID card, but also their driver’s licenses and appropriate documents provided by the authorities.

In order to necessitate the growth of the tourist industry in New England, as well to further attract economic investment in the country, the National Assembly passed a resolution relaxing airport and port security. Draconian security measures then undertaken at airports and ports (body cavity searches, thorough body inspection, etc) throughout the country were repealed and X-ray procedures were relaxed. This was done in a way that the stresses and public concerns related to airport and port security can be relaxed, but also to safeguard the nation’s security with the same efficiency. But despite so, the regulation of goods that can/cannot be brought into the airport/jetliner still remain in effect and will continue to be enforced with the same ‘vigilance’ as before.

Washington City became the first city to be “New Englandized” in terms of the success of the Chastity Act, according to Mayor Vincent Gray. All registered brothels and strip clubs in the city have been closed down and their owners/managers and their employees prosecuted in People’s Trials. Similarly, over eighty percent of such institutions have been shut down or is in the process of shutting down in Richmond and Columbus so far. This degree of success goes the same for other major cities throughout the territories.

To enforce the modified National Minimum Drinking Age Act, the Stasi was given authority to conduct nightly raids on public institutions suspected of “illegal consumption and distribution of alcoholic beverages in direct violation of the Act—and the first target were colleges and universities. In various colleges and universities across the nation at night (Yale University, Harvard University, etc), regular police stood aside while Stasi operatives raided college and university campuses and campus dorms. Numbers of arrests were made as alcoholic beverages were discovered in most students’ dorms and confiscated, assisted in part by Stasi informers among the student population. Only students of legal age (24 years old and up) were left alone (but sternly reminded not to share their beverages with “underage students”), while these not of legal age were hauled away for ‘questioning’.

However, the case was special as college and university students were not sent to People’s Trials as per the norm applied to other crimes and violations of the law; they were released once questioning were over. But they were reminded that if they were caught violating the Act ever again, they would be dispatched this time to the People’s Trials. Though much remained unknown about the People’s Trials, they were nevertheless terrifying as they were rumored to dole out severe punishments that were not under the normal jurisdiction of the judicial system.

But in some college and university campuses, ‘demonstrations’ broke out as crowds of students tried to block Stasi officials and officers from entering the dorms—and large-scale arrests were made as a result (they were duly hauled off to People's Trials, charged with "subversion", and imprisoned/executed). Some colleges and universities were placed under ‘lockdown’ by the Stasi because of this.

After weeks of discussions and debate, the Department of Defense authorized the expansion of the border fortifications to the new border with the United Republic of Ardoria, Tennessee Federation, and the Great Lakes State. Currently, there are two main lines where the major fortifications are located: the border of Pennsylvania (codenamed the Pennsylvania Line) and the border from New York State all the way to New Brunswick (codenamed the Mainland Line). Now, the ML has two lines of border fortifications interspersed with the each other, while the PL has three fortification lines (two main lines and a ‘frontier’ line). In addition, both the PL and ML have natural fortification lines that extend across the length of New England and utilize its natural terrains for maximum effect.

Now that construction of the PL was finally completed, resources could now be allocated for the construction of not one, but two fortification lines. Each line was to have three lines modeled on the PL, and was to utilize the topography of the territories to a decisive advantage. The first line (the Mid-Atlantic Line) was to run from Lake Erie all the way alongside the borders of Ohio, West Virginia, and to a small extent, Maryland, ending in Washington City. Next, the second line (the Virginia Line) was to run from the southern West Virginian border all the way alongside Virginia’s southern border to the Atlantic Ocean.

The border fortification system

The instructions were duly transmitted from the Department of Defense to the Army Border Command and Army Strategic Command through the Unified National Command. The National Security Council will be responsible for the distribution and allocation of resources, funds, and labor while sector commanders will supervise the construction effort. Thousands of construction workers, contractors, supervisors, and troops—as well as massive quantities of resources—will go to their destinations to begin construction immediately.

Before and after the now-former state of Rhode Island was granted independence and the Maritime Republic of J Andres reestablished, the Department of Defense transmitted orders for Army officials, staff workers, and soldiers to evacuate their military bases and installations. The Department of State Security issued similar orders for the Stasi and the Military-SS. New Englander flags all over the region were ceremoniously taken down by New Englander soldiers.

While soldiers and officials were packing up and preparing to leave for New England—not including these that wished to remain in J Andres (they were immediately granted dual citizenship, so they could freely cross into and out of New England)—Navy ships once guarding Block Island now ferried officials and any important work/assets back to New England. The naval base at Newport was relocated to Groton, Connecticut as their ships were rerouted to their new base—though the New Englanders left behind blueprints and other crucial documents to help J Andres to build up its military power.

Lastly, as the New Englanders were preparing to leave, they turned over control and jurisdiction of Fort Farnum back to J Andres officials. The fort was very well-maintained and was overall in good condition. Stasi Border Troops now took up their positions on the new New Englander-J Andres border. As with New England's border with Tahoe in Nova Scotia, the new border was going to be open always, never to be fortified.
