The third line in Pennsylvania was approximately 30 percent complete. The coastal fortifications reached 100 percent completion also; hundreds and even thousands of artillery, naval, and anti-aircraft guns were fully operational. In addition, about 33 percent of coastal fortifications were successfully completed in Pennsylvania and 32 percent completed in New Jersey. The air defense system in both New Jersey and Pennsylvania was about 30 percent and 29 percent complete, respectively. Lately, the IUSS network reached 30 percent completion in the waters around New Jersey, while progress in Pennsylvania skyrocketed to about 45 percent because of Pennsylvania’s relatively small coastline. Stasi operatives and NYPD officers began sealing off every entrance of the New York Subway, and as hundreds of thousands of bewildered New Yorker citizens were out on the street watched, escorted passengers outside. Afterwards, they placed yellow protective strips around the areas. It was also reported that a certain run-down area in downtown Brooklyn was also cordoned off – and that a wild car chase occurred. Much is unknown about these turn of events, but it is highly suspected, as according to Stasi Directorate Erich Mielke, that it may be connected to the biological attacks on the now-former Somal and the rogue Promised Land agents that were on the run. But the authorities are currently looking into it as of this moment. The federal government in Boston voiced grave concern, and President Kennedy urged that 'necessary measures be enacted to prevent a potent threat.' In a speech in the capital later that day, President Kennedy reassured New Yorkers that everything was going to be allright, and that the authorities was doing everything to ensure the safety of its citizens. "We do not tolerate terrorism in any shape or form, and we shall combat it with everything we can." Kennedy said in his speech. Approved and endorsed by both the State government and the federal government, the resolution – called the Revitalization of New York City Act – ordered that government inspectors be sent to evaluate buildings in New York City to ensure they fit “optimal standards”; these failing to attain such standards shall be closed down (and their owners compensated) and cleared away. There are rumors that governments across New England will implement similar resolutions. On a somewhat related note, the New York subway – closed following an incident in the city a few days ago – was reopened and business resumed as thousands of people rode in the subway. However, new security measures were established not only on the New York Subway, but also all over New York City; checkpoints were established at each subway entrance and Stasi guards and officials were authorized to conduct body cavity searches and such. Regarding the coastal fortifications in both aforementioned states, about 42 percent were completed in New Jersey and 44 percent completed in Pennsylvania. The air defense system in both states was reported to be about 39 percent and 37 percent completed so far. Lastly, the IUSS system was approximately 40 percent completed. Much progress has been made in Pennsylvania: about 64 percent was completed so far. Titled the “National Surveillance Modernization Programme Act”, the act set forth a series of detailed plans regarding programs designed to safeguard public and national security, as well to protect the Republic of New England from external and domestic threats. The Act authorized the Department of State Security to implement the Act, and the Stasi, police forces, and the Military-SS to enforce these acts at the discretion of the federal government. The Act authorized the government to track down, monitor, and store state and important documents, identity and identity registration documents, cell phone records, computer records, medical records, financial transactions, along with many others. An intricate network of closed-circuit television (CCTV) cameras will be established in every major city and town, and as well as everywhere in New England. They shall be protected against EMP and safeguarded against sabotage. They are to utilize a facial recognition system, which will enable the federal, state, and local governments to identify potential suspects among the populace, as to safeguard public safety; it will be employed everywhere, including ATMs and such). In addition, microphones will be installed alongside CCTV cameras in all public places (including government institutions and installations and the like). Closed-circuited television (CCTV) cameras On a similar note, an extensive automatic number plate recognition (ANPR) system will be implemented across New England. The ANPR will enable the federal government to track and monitor all vehicle movements on major roads and cities in the country by ‘recognizing’ and storing number plates and other crucial data through the CCTV network system. Like CCTV, the ANPR system will cover all ports, border checkpoints, border fortifications, government bases and installations, and other strategic areas; it will also be hardened against EMP. All data feeds through the ANPR and CCTV system will be stored on police and Stasi database networks as well as a national database (which will be explained later). ANPR CCTV cameras Next, a form of electronic ticketing system will be implemented beginning in Boston and New York City and expanding to other major cities. The federal government instructed all major transportation companies to establish the Oyster system under what is called the ‘Private Finance Initiative’, which will provide government financial support for public-private partnerships between the public and private sectors of the economy. The Oyster system will utilize a contactless smartcard which will store value and all types of tickets (single, period, permit, etc), which will enable passengers to use the public transportation system. Passengers must swipe the Oyster smartcard when entering and leaving the public transportation system in lieu of harsh penalties imposed by the Stasi. All aspects of the public transportation system is to be covered by the Oyster system, including subways (both ground and underground), trams, rail, buses, and taxis. The Oyster system will enable the federal government to monitor movement of people through the transportation system (computer imaging will be utilized also). Thirdly, millions of ‘black box probes’ will be inserted into the nation’s internet and communication networks. This will enable the government to monitor and collect data on all phone conversations, emails, chatroom discussions, web-browsering information. A vast national database will be established to record and store data, such as websites visited, phone numbers used, email addresses, telephone and fax records, etc. Maintained by the State Intelligence Bureau of the DSS, the database will also enable the federal government to monitor all international travel in and out of New England; records of names, contact numbers, addresses, financial details, travel itineraries, and credit card information will be stored for an ‘indeterminable period’. The Act also specifies the implementation of a ‘mobile-phone tracking system’, which will enable the government in conjunction with phone companies to monitor people in public places, using mobile signals. The system utilizes this by monitoring mobile phone signals and locating the phone by triangulation. Lastly, the Act authorized the government to expand the existing National DNA Database system by empowering the Stasi, Military-SS, and regular police to collect and record fingerprints and DNA samples as a means to check identity and further monitor the population. However, much remains unclear of whether a ‘biometric’ system would be implemented in schools and similar institutions (if implemented, the system would replace food cards with a fingerprinting system and the like). Stasi and regular police Forward Intelligence Teams (FIT) will be deployed to monitor protests, journalists, and other persons deemed a ‘potential threat’ by the federal government. A criminal intelligence (CRIMINT) database will be established for this purpose to collect intelligence data on criminals, protestors, terrorists, and these suspected to be so. Signed into law by President Kennedy, the National Capitol Designation Act officially changed the name of the Massachusetts State House, formerly the state capitol of Massachusetts and currently the federal capitol of New England, to the New England Capitol. This course of action was designed to symbolize the status of Boston as the capital of New England as well to further consolidate the relationship between Boston and the states of New England. JEDCJT Posted July 30, 2009 Author Report Share Posted July 30, 2009 (edited) PUBLIC Shortly after the takeover of the now-former region of Rebel Virginia, the federal government extended New England citizenship to the inhabitants of the region, with all rights and duties; former Rebel Virginian citizens became New England citizens. New England laws and resolutions took effect in the new Territories. The Stasi and Military-SS were expanded into the new territories as new branches were established in the major cities and towns, beginning in Washington City. New police headquarters were established all over the territories. The new territories saw vast influx of funds and investing as various corporations and companies established their branches throughout the region; all former Rebel Virginian corporations, companies, and industries were immediately taken over by the federal government. Various Rebel Virginian taxes were phased out and replaced by the FairTax, and progress is currently underway to streamline and centralize the Rebel Virginian tax-collection system. CLASSIFIED The Department of Defense transmitted various highly-classified instructions to the Unified National Security Command, the National Missile Defense Command, the National Air Defense Command, various Army commands, and border commands regarding the expansion of the current air-defense and missile defense networks into the new territories. Coastal fortifications were to be established also, and as were border fortifications (three fortification lines, as in Pennsylvania) and seaborne defenses. But the Department of Defense has specified that the current border fortification projects ongoing in Pennsylvania were to be completed first before doing so in the new territories – air, missile, and seaborne defense networks were given the go-ahead. The current EMP-proofing project was also expanded to the territories. On an unrelated notice, Rebel Virginian border guards were relieved of their duties and replaced by Stasi Border Troops, who now began enforcing the security of the new border. Checkpoints were reinforced and improvised – and in some case, new ones were established; the “shoot-to-kill” order was given, to be enforced. Various security procedures and measures were introduced into airports and ports in the new territories; programs under the National Surveillance Modernization Programme Act was also expanded to the territories. The coastal defenses in New Jersey were about 51 percent completed, and in Pennsylvania, 53 percent completed. The air defense network in both New Jersey and Pennsylvania was 51 percent and 49 percent, respectively. Finally, the IUSS system in New Jersey was reported to be about 51 percent completed. JEDCJT Posted July 31, 2009 Author Report Share Posted July 31, 2009 PUBLIC In the weeks following the peaceful takeover of the region that used to be Rebel Virginia and the establishment of Territories, the mechanisms and system of new Territorial governments was steadily being established in Maryland, Virginia, Ohio, Delaware, West Virginia, and Columbia, with notable success. To further streamline the process of establishing a government, the National Assembly passed the National Organic Act, which in addition to establishing a Territory, specified the type of government it would have, set the framework of government, and guaranteed rights and liberties to the territory’s inhabitants. The Act was a success. Within a short time, functioning Territorial governments were formally established, and law and order were successfully maintained and enforced by the Territorial governments in their respective territories in conjunction with the federal government. Martin O’Malley was appointed Governor of the Territory of Maryland, relocating the seat of government from Annapolis to Baltimore. The population of the Territory of Virginia elected Timothy Kaine as their first Territorial Governor; Jack Markell became Governor of the Territory of Delaware. In the Territory of Ohio, Ted Strickland set up headquarters in the city of Columbus, the new state capital and Joe Manchin became Governor of the Territory of West Virginia. In Washington City, a new government of the Territory of Columbia was established under the leadership of Governor Adrian Fenty. Territories may be admitted into the Union only if a sizeable portion of their populations vote to join New England to share their sovereignty with the federal government. In that case, the territorial government will send a petition, containing signatures of government members as well as citizens, to the National Assembly. If a 2/3 majority is reached in both Houses, the National Assembly approves the petition and admits the territory into the Union as a State. However, the National Assembly can unilaterally admit a territory into the Union with a 2/3 majority vote, thus bypassing the territorial requirements. Tank barriers, mines, barbed wire, trenches, pillboxes, and bunkers have been found and reported to the federal government. Currently, there are deliberations in the National Assembly of whether the remnants should be revitalized and converted into a functioning defense system to save costs and resources or be made into historical sites. CLASSIFIED Army soldiers have reported the discovery of what is believed to be an abandoned military base deep in the Hawksbill Mountains, in northwest Virginia. According to reports, the base was circled with tall but run-down walls; observation towers, SAM sites, and anti-aircraft flaks were also discovered around the base. PUBLIC By order of the federal government, Army soldiers and Stasi troopers closed down the abandoned town of Pleasantville, in southern Virginia, placing various charges throughout the town and then detonating them. The fence surrounding the town was dismantled and the moat filled with land. Bulldozers and excavators were used for this particular operation; the town would soon vanish off the face of the planet. “The transgressions of the Rebel Virginian state and government must not allowed to tarnish the good New Englander soil. It was clear that the construction of the town of Pleasantville was intended for malicious purposes.” An official of the State Department stated in a press statement today. PUBLIC The federal government formally expanded the Federal Property Act to the rest of the territories. Taking effect immediately, all military bases throughout the region became government property and the Armed Forces promptly moved into their new bases. The bases include, but are not limited to: Fort Eustis, Virginia Fort Lee, Virginia Aberdeen Proving Ground, Maryland Eastern Distribution Center, Pennsylvania Langley Air Force Base, Virginia Dover Air Force Base, Delaware Andrews Air Force Base, Maryland CLASSIFIED The Department of Defense reported that the defunct Rebel Virginian databases, generators, and grids are currently undergoing massive technological upgrades in order to make them compatible to New Englander technological standards. The progress toward establishing a more centralized tax collection system in the territories has been a successful one so far; the system is currently being configured into the New Englander system and networks. Through federal government support and protection, a new corporation was founded in Washington City. Named the National Railroad Passenger Corporation (NRPC, or more popularly known as Netrak), the corporation expects to provide passenger rail service not only throughout the territories, but also the states of New England. All of Netrak’s stock will be owned by the federal government, and Netrak (a portmanteau of “New England” and “track”) is envisaged to operate service on about 3,000 miles of track and will employ approximately 10,000 workers. First of all, a Northeast Corridor will be established; it will be an interlocking rail system connecting Boston, Massachusetts and Washington City, Columbia, as well as the major cities and towns in between; it also connects Philadelphia and Pittsburgh, both in Pennsylvania. The Northeast Corridor will include what is named the Northeast Regional, which will connect Boston to Hampton, Virginia. Several major cities and towns will be connected by this particular railroad: Boston to Washington City, New York City to Washington City, Philadelphia to New York City, Washington City to Richmond, and continuing on to Newport. Next, Netrak will also establish rail connections with the rest of the region: the Southwest Corridor, also a major component of Netrak, will connect with both the Northeast Corridor and Northeast Regional, connecting Pittsburgh with Columbus, Ohio, passing through Wheeling and Charleston, West Virginia. Further, a connection will also be established between Toledo, Columbus, Cleveland, Cincinnati (all in Ohio) and Charleston, going as far as Roanoke, Virginia. In additional to trains and locomotives, maglev trains will be utilized throughout the network. Overall, Netrak is expected to connect with major subways already existing in many cities and towns throughout New England, as to securely hold the country together; one instance, the New York Subway will be interconnected with the Northeast Corridor, the Northeast Regional, and the Southwest Corridor. The system will be funded by the federal government and private investors, and is expected to generate vast revenues through public transport service. According to the new map, territorial waters extend about 24 nautical miles from New England’s coast and include what is called the ‘contiguous zone.’ The EEZ around the State of Newfoundland has been modified to ‘fit’ alongside the continental shelf. Note, New England has full sovereign powers and rights over its territorial waters and EEZ. As per the norm, civilian and commence ships (foreign and domestic) are allowed full access to New England’s EEZ and territorial waters; foreign military ships are allowed access to the EEZ and territorial waters only at the authorization of the federal government and even then for transit purposes only (allied military ships are allowed to access the EEZ and territorial waters, and to dock at New England ports). Lastly, Block Island, included in the territorial waters, remain off-limits to all ships unless stated otherwise (or approved beforehand) by the federal government. But one day, they vowed, they will try again and by God, it will succeed. In Washington City, a lobbying party was formed with the federal government’s approval; the goal of the New Columbia Statehood Party is to get New Columbia to be admitted into the Union and gain a voice in the federal government. A similar party is being formed in Ohio at the moment. So far, the party is growing rapidly as hundreds and thousands are joining the party. Progress on the third, frontier line is reaching 65 percent. In regards to coastal defense, coastal fortifications had reached 74 percent in New Jersey, 72 percent in Pennsylvania, 12 percent in Maryland, 14 percent in Virginia, 15 percent in Delaware, 18 percent in New Columbia, and 15 percent in Ohio. Much progress has been made in air-defense networks: 72 percent has been completed in New Jersey and 70 percent in Pennsylvania. In addition, about 15 percent were completed in Maryland, 14 percent in Virginia, 13 percent in Delaware, 16 percent in New Columbia, 12 percent in West Virginia, and 13 percent in Ohio. JEDCJT Posted August 6, 2009 Author Report Share Posted August 6, 2009 (edited) CLASSIFIED As a part of the rearrangement of the armed forces mandated by the Military Professionalization Act, Admiral Michael Mullen, Chairman of the Joint Chiefs of Staff, authorized the creation of the Military Professionalization Commission (MPC) to evaluate the needs of the Army in regards to professionalization and to further streamline and improve the structure of the Army of New England. Following the recommendations of the MPC following extensive review, the Army has accepted the plan of modernization. Four brigades shall comprise one division (22,000 soldiers). Twenty-eight brigades (and seven divisions) will compose the regular Army, totaling about 154,000 soldiers. In turn, the reserve Army will compose of eight brigades (and two divisions), totaling 44,000 soldiers. Combined, the strength of the Army will be 198,000 soldiers (except in times of war, when conscription will be instituted). Next, a rearrangement of the Unified Army Commands (UACs) will be undertaken. According to the plan, the number of UACs will be increased from four to five. New England Army North (NEANOR) will still be headquartered in Fort Miller, Maine, but New England Army South (NEASOU) will be moved from Fort Dix, New Jersey to Fort Washington, Maryland. In addition, New England Army Atlantic (NEAATL) will be relocated to Fort Avalon, located in central-northern Newfoundland, and New England Army Central (NEACEN) will remain in Fort Kennedy, New York. Lastly, a new UAC, the New England Army West (NEAWES) will be established in Fort Hayes, Ohio. Further plans concerning the structure of the Air Force and Navy will be announced soon pending review by the MPC.
