Japanese-Yugoslavian Relations

Greetings,

 

As I am currently in Europe visiting the Imperiums friends in France and Snow Haven, I feel I should take the opportunity to reach out to those surrounding my allies in order to discuss a future that ensures a stable and peaceful Europe, as it appears the EuroComm treaty appears to have been a spectacular failure, I have elected to reach out to those who displayed a desire for a successful Europe. If Yugoslavia shares my vision of a peaceful and prosperous Europe and wish to meet with me, send and I shall be there within the hour.

With regards to the requested meeting, the Kingdom would more than pleased to host the Empress in a diplomatic council to discuss and lay down positive relations between our two countries. As for a schedule, the Kingdom is free at the moment so whenever the Empress can arrive, we shall greet her graciously."

The Mistubishi SonicStar would arrive the next day in Belgrade, contained the Empress, her two hand maidens, and two bodyguards.

The Kralj would steeple his fingers for several moments as he glanced at the Japanese entourage, "I sincerely hope that the trip to the White City of the Serbs was an amicable and relaxing one, your majesty," Dragojev replied with before leaning back on his chair, smiling politely at the Japanese Empress.

 

"Now, what kind of refreshments would you like?" he asked as several aides appeared with trays and drinks on them, presenting it to the Empress.

She smiled warmly, the bodyguards and assistants staying out of the way as she sat down at the other side of the desk. "Your city is beautiful, I have always loved visiting Europe. Perhaps some.... Šljivovica," she made sure she pronounced it correctly, the harsh letters of Serbian alien to her tongue. "I have never tried it and I believe it is used in many customs, what better way to start off our relationship?" she asked, allowing the aides to pour a glass for both of them. raising her glass to his, she exclaimed “Živeli!” knocking the special shot glass back.

"The Kingdom urgently requests for a diplomatic meeting as soon as possible. Urgent matters and key issues have to be discussed, the Kingdom is more than available to coordinate the meeting at a time of Japan's choosing but please do not post-pone needlessly."

"How much did you say I drank?" Kazuko muttered to Osamu, clearly not remembering the majority of the meeting with the Yugoslavians. "Several bottles of /server  your highness." he said dryly, she tended to hit the sauce far too often for the leader of the largest nation in the world. "It went well then, right? She asked. "Your hand maidens told me you and the Yugoslavian leader got along swimmingly, you just didn't actually agree to anything, and then you threw up on the plane after take off and passed out for the entire flight." She paused, still drawing a blank, "Well then let's hear what they have to say, if I got along with them then I should get along with them sober."

 

 

The Imperial Highness and myself will make our way to the Kingdom at once, we will arrive in approximately 8 hours.

His response sent, the Kralj would pounce on the available time to ensure that the Palace would be in tip top shape for the return of the Japanese Empress. Frankly, he was honestly surprised at how fast and easy the fellow noble dug into the alcohol, becoming very, very friendly and flirtatious. Well, suppose it could have been worse and she could have turned into a mad drunk instead of a jolly drunk. Still, things would be ready for the arrival of the Japanese Empress and hopefully things could be discussed, as a lot of things certainly needed to be talked about.

The flight was quick and uneventful, Kazuko had hoped there would not be any of the silly formal events and instead she could just get to the meeting, her patience would be limited since she had other interests in Europe, but she had expected this meeting to somehow be related, it was common knowledge where EAI's loyalties lay within Europe.

Upon the Japanese Empress's arrival, she and his entourage would be escorted all the way from the city limits of Beograd with diplomatic honors befitting a foreign dignitary within the Yugoslavian White City to the White Palace. Once all the standard procedures were met, they would be allowed entry into the Palace and being escorted to a conference room.

 

Standing besides the conference room's plain looking but tasteful table, the Kralj of the Kingdom turned and smiled at the entourage, "It's a pleasure to meet once more, Empress Hoshiko," he greeted as he gestured to the table, hoping his guests would sit in order to get the meeting on track, "I hope you'll enjoy your stay within the famed White City of our kingdom."

"I unfortunately will not be spending much time in your beautiful city after our meeting, it's off to Germany to attend the Hessian Gala, and then perhaps I will have a day to spend in France before I must return to East Asia and working, but I'm sure you didn't invite me here to listen to me complain about the drawbacks of being in power." She said with a smile. "Feel free to begin."

Dragojev frowned a bit, "A pity but we all have our duties, don't we?" he said before smiling politely at his fellow monarch. He coughed once, clearing his throat to make this as quick and to the point as he could, "As I'm sure you know, the Balkans have a current regional power using primarily non-Balkan foreign ties to remain in that position. I imagine I do not have to mention who exactly I am referring to, your excellency," he started before taking a sip of his drink, "The matter at hand is that Yugoslavia seeks to unify Europe to force the African influence currently possessing holdings on the mainland of Europe out and back to their own continent."

 

"I also do not have to mention by name just who exactly is the primary aggressor of African influence on Europe."

She listened carefully, understanding what she was hearing and exactly who was being talked about. "While I must say there is a bit of irony in calling upon non-balkan foreign ties to deal with your present situation. my own country only survived the nuclear war with the Twin Chinas thanks to our foreign ties so I can understand your position. A more united Europe is in our interest since it would ensure the security of our friends in France, it is troubling that Europe unlike the rest of the world appears to have fractured well beyond even the worst of tensions before EuroComm was founded. What exactly did you have in mind for the Imperium to do to assist, our great distance would limit a potential involvement."

Dragojev smirked for a second before grinning outright, "The Kingdom would be more than willing to 'house' part of the Japanese military, be it navy, airforce or ground forces in any of the numerous ports that we hold on the Adriatic, thus ensuring that Japan has rapid reaction and information regarding the on-goings within Europe. Once the Unity is achieved and goals are finally met, we can discuss the future of these 'housing' of Japanese military afterwards."

"While we have a basing agreement with France already, having a permanent location in Europe would allow us to circumvent such potential problems as the Suez or Gibraltar being closed to our military movements. I believe I could agree to such a deal if it also came with a relaxation of tariffs upon EAI goods, the GLR merchant fleet is carrying our goods to Europe as it stands, having more ports to sell them in would be of great benefit to us and allow us to return to a more civilian centered economy. Do you happen to have a prewritten treaty, or shall I ask Saito for one?

The Kralj would nod, "Indeed, I already do, your majesty," he replied with as he snapped his fingers, a dignitary silently handing him a folder. He took a minute to leaf through it as he looked for the peculiar paper in question first, "Ah, here we are."
 
Dragojev took the piece of paper out and passed it towards the Empress, "I do believe that for the most part you'll find everything in order."
 


East and South Compact

In the interest of a stable and prosperous relationship, the sovereign nations of the Eastern Asian Imperium and the Kraljevina Jugoslavija agree to participate as members of the East and South Compact, with all the benefits, privileges, requirements, and regulations outlined in this agreement.

Article I. Trade Pact
Both signatories shall undertake appropriate steps, actions, and policies to encourage and facilitate increased trade between the two. Such steps, actions, and policies include, but are not limited to, the reduction or elimination, whenever applicable, of tariffs and other protective barriers, with exceptions for certain industries as determined by the signatories.

Article II. Non-Aggression
Both signatories shall not undertake any aggressive or otherwise hostile actions against each other in any form. Such actions is defined, but not limited to, illegal espionage and destabilizing actions. This clause shall not be construed as to restrict or otherwise prohibit healthy debate or productive disagreement. Both signatories agree to engage in dialogue with each other should a disagreement arise.

Article III. Basing Access
Should either signatory desire, they posses the right to request access of the other signatory's military bases and/or ports in an effort to effectively protect the signatory, their goods in the area, or project their influence in the region. This request will allow the signatory to station troops, naval-craft or aircraft within the bases and/or ports granted to them along with the bases and/or ports themselves being considered officially as part of the signatory's territory for the duration.

Article IV. Optional Defense
in the event that either signatory is under attack by a third party or creating military attack plans against a third party, its counterpart is encouraged to provide military, intelligence or monetary assistance. Both signatories acknowledge that it is optional and solely at the discretion of the secondary party. When third parties are involved, this chaining of treaties becomes encouraged, but does not become mandatory.

Article V. Optional Aggression
Whenever any nation, or union of nations poses a clear and present danger to either of the signatories and is designated a threat by leadership of each signatory, each signatory unless bound by treaty to non-aggression or neutrality shall jointly respond. Such response shall only be sufficient to contain and eliminate the perceived threat and deter future threats.

Article VI. Cancellation
Signatories who no longer see their fellow as a part of the Compact have the right to either discuss these issues or submit a willingness to cancel this treaty, whereupon in seventy-six hours it shall become annulled.

Looking over the document, she then signed it, not entirely comfortable with writing but she managed. "I presumse this is all you wished to discuss? If so I'll head off to Hesse, perhaps I will see you at the gala they are throwing."

"Sounds reasonable enough, the port base of Bar and its military base would fit the needs of the Eastern Asian Imperium near the soon-to-be Albanian province of the Kingdom. I do ask that you send word of any improvements or upgrades you do towards either port or military base so we are well informed of its status and changes."

She'd send message to the EAI DoD to do just that, "They should be sending a reply via encrypted channels within the next 24 hours, You and Saito have fun!" she'd say cheerfully, leaving the Foreign Minister to work out the details.
