Satoshi Morimoto sat in his office in the Bōei-shō Complex, he had exhausted himself reading over the finalized plans. The Empress had expected the Imperium to use its newly reconstructed navy and show the strength of Japan globally, the Idea she had come up with was to reclaim the four asian tigers under the Imperium's banner. Naturally this would be slightly more complex than simply walking in and planting a flag, Singapore had not been heard from at all, and Korea would be wary of Japanese control again. Taiwan and Hong Kong would probably be the most accepting of the idea but for now it was far past the stage of "What Ifs", He would have to deal with problems as they came up.

 

A total of three battlegroups would be set up, each consisting of two helicopter carriers, two corvettes, two frigates, two destroyers, one cruiser, and three submarines, with a battlecruiser as the capital ship. 10,000 marines would compliment each battlegroup, with a further 20,000 attached in troopships to the battlegroup heading to Taiwan. diplomatic envoys were attached to all of these to present the unification before any troops were to make landfall, this was to be a peaceful mission first and foremost.

 

A fourth would sent to Seoul, consisting of only a battle cruiser containing a diplomatic envoy, the intent would be to display the might of the Imperium without appearing overwhelming, an ironic move Satoshi thought, it reminded him almost of the Opening of Japan by Matthew Perry hundreds of years ago.

Hong Kong was overwhelmed by the military display, but did not need the soldiers to pacify any lawlessness as the city has been governing itself for quite some time now, when handed the diplomatic offer the City Council in charge immediately agreed, the city was in desperate need of medical supplies and fuel, to which the battle group provided all of they had on hand and could spare, encrypted messages were sent back to Tokyo and cargo ships were dispatched as soon as possible, the Imperium had a duty to the people of Asia and the Empress had decided whatever the cost, the economies of the Five Tigers must join together once more.

 

Taipei was a slightly different story. Taiwan had been devastated in the war, and their recovery was not as successful as Hong Kong or Japan had managed, the flotilla was unable to make contact with a government and the 30,000 troops attached made landfall in one of the few harbors not heavily damaged, it would take them some time to restore order, but aid camps would be set up throughout the city in schools, parks, anywhere with a large space that could be defended.

 

Singapore had become home to piracy, any ships wearing the black flag were sunk by the fleet as they made their way to harbor. a message in English was played off a mega speaker system attached to the ships, the sound booming deep into the city. "Citizens of Singapore, We are the Imperium of Japan Navy, Piracy is illegal, and we will not tolerate further acts of piracy being engaged in the Indian Ocean, the Yellow Sea, or the Pacific. Singapore will become a civilized society once more, whether through the barrel of your own guns, or of ours. You have seventy two hours to decide, or else we will be forced to make the decision for you.

 

Seoul was an interesting case. the diplomat was met warmly, the protection the Imperium had put over the Korean peninsula was thanked, and the trade between the two, while far less than before the fall, was welcomed to begin the recovery of South Korea once more. When discussions were finally directed towards the subject of unification however the Korean diplomat became far colder, but eventually was swayed by the fact Japan would ensure that the unification would not force assimilation, merely the uniting of their economies, the Korean culture would be allowed to exist and even flourish so long as they swore fealty to the Empress.

With the formation of the Republic of China, in control of much of Southern China, as well as an Empire of China, controlling most of Northern China, and not to forget small Shanghai, in control of much of the Nanjing-Shanghai-Hangzhou area, the Chinese seemed to take their future in their own hands. However, there were already a few other countries in the area, one of which had caused a bit of worries in Xi'an, as it bordered Great China where it most likely should not. At least according to Great Chairwoman Huang Lingyin, leader of the Kuomintang, President of the Republic of China, Most vocal of the chinese leaders, Defender of the Nation, Self-proclaimed Genius, Most Honourable member of House Tang, and so forth, and so forth, and so forth.

 

In a showing of brilliant statesmanship, an open letter would be sent to the Japanese parliament.

 

To the Honourable Members of the Imperial Diet,

 

I write you today, in order to express my most sincere hopes for a good relationship within Asia. It is our opinion, that the future of Asians should be determined by Asians for Asians. The Japanese Empire has done a great deal to provide security to the region. However, we are concerned, about your latest movements. With deep-running worries, we watch as Japanese soldiers march through Taiwan and Hong Kong, as the Japanese fleet takes action against Koreans and Singapore. Chinese and Japanese interests need not be fundamentally opposed and there should always be room for Pan-Asian cooperation, however, we would like to remind Japan, that the last time their soldiers occupied most of these territories they now seize, millions of our people were slaughtered in a mad quest for world domination.

 

The Chinese nation wants peace and for the nations of asia to be self-determining equals. Japanese actions, especially when taken unilaterally and without public notification of other governments raises worries. We would thus ask the Japanese Empire to take into consideration the interests of existing and potential neighbours, so as not to strain relations between the Chinese and Japanese nations. Japan must not repeat the errors of its ancestors, it needs to be a mentor and shepherd, not a tyrant and oppressor.

The message from the newly restored Republic of China came as a minor surprise, the Japanese expansion has began before the mainland was organized, by the time word reached the Imperium, most of the operations had been completed, Taiwan and Singapore were still sources of concern but Taiwan was simply a rebuilding operation, and Singapore had become an operation where the Imperial navy had to  sit back and watch the people decide for themselves.

 

Diplomatic Reply:

Honorable Huang Lingyin,

We would like to begin our reply by restating our joy to see the rise of both Chinese states, our own government is a harmony between the two governments that have risen near simultaneously. The Japanese Imperium dreams of an Asia regaining its standing as a global economic leader, as well as returning to the forefront of the sciences and technology, and the rise of so many within Asia gives us hope this dream will happen through our mutual cooperation. We are concerned for the future stability of the region with three nations appearing in such a short span of time with such varied governments, and we hope to promote diplomacy in any disagreements that may arise between you three, Asia does not need to be home to violence in its growing pains as is occurring in Europe already.
 
Hong Kong has welcomed our troops into their city, not a single marine stepped off a ship until their City Council gave our navy permission. The war had caused major damage to the city but they had begun rebuilding and the Imperium will assist with anything we can in that regard. Hong Kong has long been nearly independent of the influence of anyone besides their own people, there was much celebration in the city from the announcement of the three new Chinese nations. We believe Hong Kong will look forward to working with the mainland Chinese nations towards a brighter future for all involved parties.
 
Taiwan was without government and we are providing medical aid and shelter to those seeking to rebuild the island, once a symbol of freedom and democracy, it was a travesty to see such a place have descended into anarchy, and without any other governance at the time, our military stepped in to ensure the security of our neighbors, as well as allow our civilian ships safe passage throughout the surrounding seas. After restoring order they will be given the freedom to decide what they wish for their own future, the Japanese Imperium has no interest in attaining territories from the barrel of a rifle, we only seek those who wish to join us willingly in economic prosperity.
 
Singapore is currently a Pirate Den, should they not solve the problem on their own, which according to the reports coming in, they began fighting amongst themselves within hours of our intent to remove piracy from the Singapore Strait, which has led us to believe they do not care whether they live in anarchy or order so long as they are affording the safety and security every civilian wants. The Riau Islands will also be secured to ensure a safe passage through the SIngeapore Straits.

South Korea is a special case, as we engaged in a lengthy diplomatic discussion with their government before they made a choice to join the Imperium. and their fears were similar to those you seem to have for our intentions in these recent expansion. I can promise you personally, that the atrocities that my nation once committed against our neighbors will never occur again. Every day I go home, I pass by the ruins of Tokyo, Her Imperial Majesty chose to leave some of them there as a permanent reminder to all who live in the capital to never forget the horrors that can be committed in the name of ruler, country or god. Japan has done terrible things in the past to many surrounding us, but we have learned much since the Second World War, successful societies are not about ethnic groups, the most successful societies treat everyone as equals irrelevant of their nationality, ethnicity or gender.

The Diet is currently working on a bill to provide a large economic recovery package to Taiwan, Hong Kong, and Singapore to ensure their societies are brought back to the economic stability, and we hope soon, growth that their economies once were heralded for. Korea has been granted full recognition as part of the Imperium removing any tarrifs and taxes from their exports to Japan, as well as financial support from multiple Japanese banks. The Imperium has begun trading with nations in Africa and Europe and our economic security is our top priority, our nation was once the second largest economy in the world, and our cabinet has set a goal to regain that or become the largest economic power. We have a large manufacturing ability but without safe trade routes it is worth nothing.

 

I hope this response has quelled some of your concerns, If it does not You are more than Welcome to visit Tokyo and speak to me personally, I do not wish to see poor relations between Japan and any Asian nation, and I will pursue whatever avenues I have at my disposal to work towards building relations between our nations.

While the whole matter still left some raised eyebrows and worried nationalists, the official reaction would be kept moderate. Behind closed doors, the cabinet decided to watch the Japanese actions in the future and to take a careful approach, so as to react when necessary, but to keep it down for now. Focus would be shifted more towards restarting the economy. However, an official reply would of course be sent.

Following our most recent interchange in communiques, the Chinese government has no further complaints for now, except for the lack of public explanation in the first place. Aiding other people is a noble and honourable effort which the Chinese nation can only commend. We would hope that the concerns of our nation are taken as what they are, that is, genuine security concerns. Our nation seeks not to limit Japanese humanitarian efforts, however it must be clear that any unanounced deployment of IJN vessels to our waters happens and when Japan sends troops to Chinese territory, this poses a risk to our national security.

 

Additionally, the Republic of China hereby recognises the union of Japan and Southern Korea, we do however insist on that the Korean cultural and linguistic heritage is fully respected and be treaded with the respect it deserves. Given that currently we have no reason to contest your account of a respectful union, we have no issues with this. In all further asian political matters however, it would be seen as gravely disrespectful and ignorant towards our national interest, should Japan send troops or change the territorial status quo unilaterally, without first consulting Xi'an about such a move. In return, we shall likewise inform Japan, should troops of ours ever be used abroad, within Asia.

We would like to Apologize for any misunderstanding, there were no nations on the mainland at the initiation of our missions, and we will contact you in any further missions that would bring our military into your waters. We can promise full maintenance of any culture that wishes to join the Imperium, we do not seek to japanize societies, every culture has its merits and should be treated as respectfully as we would like our own to be.  We will assist any who wish to return to economic prosperity it is our goal as the first nation to be reborn in Asia to lead on that path.

Reports have come in that Macau has been used as a Headquarters of sorts for the Piracy plaguing our mutual seas, most likely due to the previous governments in the area turning a blind eye to the piracy originated from Macau. Our navy can clean out them out within a few weeks, but you are welcome to begin operations yourself before then.

Singapore was in chaos, within hours of the announcement of the intentions of the the Imperial Navy hundreds of civilians had taken to the streets against the pirates that had gripped the island, they were not as armed as the pirates who had long since raided the armories left behind by the previous governments, but there were numerous former soldiers amongst the civilians who wished to see the return of society. The pirate leaders had not been incredibly controlling of their crews, rape and murders were commonplace and the Imperial Navy parked in the harbor was their most likely chance to change it.
 
Raja Darma was one of these ex soldiers who wanted to stop the chaos that had taken over Singapore. He had contacted his platoon and they fought their way to the bar they used to hang out at before piracy had reared it's head in Singapore. Finally together again, they set out door to door, informing every home of their intentions to take back the city by any means, and accepted any volunteers as they went.
 
The Pirates on the other hand, had already begun turning on themselves since the announcement came, every man was for himself, as pirates normally were. Dwi Dian was one of these pirates, located in a middle management position of the overall scheme of things, he was not silly enough to stick around once he heard the booming voice echoing through the city informing them the time of pirates was over. He collected what valuables he could carry with him and set out into the chaos of the streets, both sides had begun shooting each other by this point. Japanese Helicopters were flying over the city regularly now, playing Wagner over loudspeakers, the psychological effect on the pirates was quite successful. by the time night fell, firefights were happening all across the city, A team of about 100 operators came in from the Imperial fleet, landing in various points around the city, and sought out the civilian militias that had risen over the afternoon, weapons began being dropped in by the helicopter, flares being launched all over the city to allow Japanese forces observing the city to make out where pirates were holing themselves up.

 

Dwi Dian found himself increasingly without an escape route, so he turned to the only person he knew could help him. A former lover by the name of Cahaya Melati, she lived alone and he had always made sure she was financially stable, so she did allow him to "move in" until this all blew over. He had a good heart but there was rather limited job prospects besides assisting the pirates, should any of the Civilians forces ask upon their inspection of her home she would say he was her live in boyfriend, he would be in her debt forever if this succeeded.

 

Raja Darma was a few hundred meters away, and one of the first groups to get contacted by the special forces working on the island, their obvious military background was visible from the aerial surveillance. The operator stepped out from an alleyway, encountering them a bit sooner than his intelligence suggested he would, raising his hands at the half a dozen AKs instantly pointed at hime "Whoa now, I'm a friendly, you guys have been making some waves around here and I was sent in to give you guys some assistance if you wanted any." Raja looked the man over, the Japanese accent was still clear even though he spoke in nearly perfect English. "You got a name? I'm Raja, welcome to the 1st platoon." Raja replied with a smirk. "How are you guys doing for ammo supplies? I didn't bring any but I can call in anything from ammo to air strikes, just give the word. The Imperium is here assist those who want to escape tyranny, not to mention these !@#$@#$ pirates are such a hassle for our civvie ships ya know?" Raja looked back at his men, "Any of you need ammo yet?" a mix of shaken heads and No's came out from them, each having more than 3 magazines remaining. "Nah, let's just keep going, do we just get you, or are the rest of them on those boats going to come in and play cleanup crew?" Raja asked, finding it odd they were only sent a man when there had to be 20,000 on those ships. "Just me for now, if we end up unable to handle it using native forces we will begin a traditional invasion, the pirates WILL leave Singapore, whether by the barrel of your AK, or the barrel of those guns out in the strait."

The Republic of China sees the matter of Macau as a matter that deserves to be dealt with swiftly. Given that it concerns a part of China proper, lawlessness and piracy will not be tolerated and the Republic of China shall make all necessary efforts to liberate the people of Macau and restore proper order to the town. We thank you for your notice.

 

Likewise we thank you for your willingness to cooperate. While the attention of our government is focused on the Chinese nation itself, Japan shall have its due place in our foreign relation, once we have dealt with the most severe internal issues.

While the Republic of China Army was still setting itself up in many regards, the Republic could at least spare the necessary units to take on Macau. Under the command of Ma Hongjian, one of the more seasoned commanders of the RoCA, the 8th Corps would be tasked with securing the city. The order would go out moments after the reply to Japan, tasking Ma to take his troops south, as the unit had up to now guarded the border in the North East.

Heralding the police action of the Republic would be a number of Z-19 and Z-8 helicopters, which would start transferring small groups of special infantry forces to several points in the outskirts of Macau. as the town was regarded as rightfully Chinese, the order for Ma Hongjian and his troops had been to secure it without causing too much collateral damage. With the outlaws most likely not having too much heavy armament, it was considered possible, though not too easy. General Ma decided to attempt a swift and decisive strike, strong enough to force capitulation. For this reason, the 8th Corps had been gathering forces for several days outside Macau, deploying not only infantry, but also several Type 96 main battle tanks and CM-32 infantry fighting vehicles, several Type 60 122 mm artillery pieces and even sea-based support from a number of frigates with 76 mm guns. Indeed, a large amount of force had been assembled in the South, just to deal with Macau.

 

In some regards, Ma thought it was a bit too much force, but the higher-ups seemingly found it a good chance to show some force, even though it was only against a vastly smaller number of pirates. Partly, he wondered whether they wanted him to flatten some apartment blocks with the artillery, or what they had given him those for. Considering the potential for damage to uninvolved civilians, he kept those in reserve, instead focusing on just deploying his better-trained infantry to gun down the pirates in a blitz campaign. Small groups of infantry would advance, taking cover in the urban environment and clearing out buildings one by one. On the streets, tanks and IFVs with accompanying infantry would keep them clear, occassionally busting occupied buildings and machine gun emplacements that were located. Several EW aircraft would be called upon to disrupt the pretty poor communications of the pirates on the ground, essentially destroying their coordination and allowing the 8th Corps to crush them one by one.

 

After about four hours of fighting, a message would be sent to the pirates via loudspeaker to just surrender, with almost immediate response. Having lost hundreds and without much chance to come out alive otherwise, the outlaws surrendered. They would be taken into custody. After several background checks, two dozen would be executed for murdering Chinese citizens, a bit over one thousand deemed redeemable would be pressed into the Armed forces, the few hundred who were found to be less able to improve their character would be sent to Yunnan, to work on building infrastructure. At the end of the day, the flag of Macau would fly above the city again.

Given that we are currently only engaging in aiding the people of Macau, while Japan is conducting humanitarian aid missions for many more, we would like to extent our own humanitarian relief and repair efforts to Hong Kong and Taiwan. While we expect you to be fully able to help the people on your own, we do not want to sit back while Chinese people are suffering. The Republic of China is founded as a nation to provide for all Chinese people, following the teaching of great master Sun. These two theaters also are well within range of our limited projection ability, so it should pose little issue for us to reach and we are convinced the presence of Chinese doctors, teachers, engineers and other personal will provide for the cultural sensitive issues far better.

China announces that it is strong and will help the Chinese People of Taiwan!

 

Today, President Huang has announced that the Republic of China will send a contingent of 30,000 personal on a relief mission to Taiwan, to assist this integral part of the Chinese nation regain stability. According to Huang, considerable medical and food supplies are going to be shipped to Taiwan, before in a second wave, a proper administrative structure is going to be established again. Cooperation from the Japanese is appreciated and the Chinese thank them for safeguarding their island.

 

In other news, the RoCN is going to host exercises in the South China sea for the next two weeks. The fleet composition is still classified, however, Xi'an has announced that it will test its newest ships there too. The operations are to occur about 200 km southeast of Taiwan. It is speculated that the Chinese government wants to show its resolve and capability to both aid and protect the Chinese nation.

Public Statement

 

The Republic of China Navy will in the coming weeks conduct extensive maneuvers in the South China Sea. We thus would like all regional neighbours to please refrain from coming near our fleet, as life-fire exercises are very certain to occur. Should any issues arise, feel free to seek a diplomatic meeting with the government in Xi'an.

A carrier battle group centered around RCNS Sichuan would be sent to patrol in the South China Sea, of the coast of Brunei. Escorted by two Type 055 cruisers, four Type 054A frigates and four Type 052D-class destroyers, the fleet would be quite sizeable and patrol the Spratly Islands, staying well within the Chinese maritime territory following the nine-dotted line. At the same time, three Type 093-class nuclear attack submarines would be deployed on patrol around the Java Sea, keeping an eye on local shipping.

The recent aggressive and belligerent actions by the Hawaiians destabilizing the Pacific had come as massive distraction, but the Imperium returned its attention back west.

Our forces are not strained in the humanitarian missions in the slightest, but we are appreciative of your assistance, and accept it graciously. However, the recent fleet movements in the area, and the intent to setup a Chinese administrative government on Taiwan, are a cause of concern for those currently living in both Hong Kong and Taiwan, as both have unique cultures from the mainland and have been allowed a much greater level of autonomy in the past. While our own military are currently in control of the regions, we would like to hold a public referendum to allow these lands to determine their own fate, both have the right to determine their own fates rather than be used as bargaining chips between our nations. Your people will be free to send independent observers to ensure these elections are fair.

The Republic of China, as a democratic country, is willing to allow a referendum for these two areas to be given regional autonomy within China, akin to the system that was in place between the People's Republic and Hong Kong and Macau in the past. Still, such a referendum would need proper administrative structures, so we see not what would be the problem.

 

Naturally, our country agrees to the notion that neither Taiwan, nor Hong Kong are on the table as bargaining chips between our nation, given the Chinese nation does not trade away integral parts of itself. They shall determine their fate within the Great Chinese nation and any notion otherwise would cause great concern, given it would amount to seperatism and undermine the sovereignity of our country. Naturally, Japan would not back such misguided efforts, one would hope.

Huang Lingyin looked over the Japanese letter and suddenly a stapler flew across the room, clashing against the wall. The little president was raging. "Where would we end if we allow others to take out parts of our country? This is not the 19th century. Either these little devils get off our lands or..." Still fuming, Huang sat down, especially as Henlifei tried to calm her down. "We should not get brutal here, Lin. Think of your cousin." Huang exhaled deeply, before leaning on the conference table, steepling her fingers before her. "Well, I guess it runs in the blood. Thanks Leilang. Anyway, this should not go unignored."For a moment, Huang collected her thoughts, her eyes still glaring with anger, but she had gained some control over herself. It was now time to think of a plan.

The military would begin a build-up across from Taiwan, as no less than 14 Corps would be deployed, including all Marine units except for one, which would be sent to Guangzhou. Long-range SAM batteries and radar would be deployed in Fujian province, as would be various short-range, theater range and intermiediate range ballistic missiles, among them a fair number of DF-21 anti-ship ballistic missiles. At least half the RoCAF strength would be concentrated in Fujian and adjacent provinces. Air patrols would be actively extented over Taiwan and the Diaoyu islands.

 

A force of four Type 056 corvettes would be sent to the East China Sea without accompanying announcement.

 

Public Announcement

 

The Republic China hereby announces the establishment of the East China Sea Air Defence Identification Zone (ECS-ADIZ). This ADIZ will be an extension of the current ADIZ which already spans Chinese territorial waters along the mainland Chinese coast and the Chinese Islands of Taiwan and Hainan. We ask aircraft intruding in the ECS-ADIZ to comply with the following rules:

  • Identification of flight plan. Any aircraft in the zone must report its flight plan to China's Ministry of Foreign Affairs or Civil Aviation Administration.
  • Radio identification. Aircraft in the zone must maintain two-way radio communication and respond in a timely and accurate manner to inquiries
  • Responder identification. Any aircraft with an Air Traffic Control Radar Beacon System transponder must keep it on during the aircraft's time in the zone
  • Sign identification. Any aircraft in the zone must display insignia indicating its nationality and registration clearly, in accordance with international treaties
  • Aircraft in the zone should follow instructions. The Chinese military will adopt emergency defensive measures in response to aircraft that refuse to follow the instructions.

This we see as a necessity, due to internal security matters surrounding the integral Chinese territory of Taiwan and the ECS-ADIZ will be upheld for at least as long as is needed to end the internal problems in Taiwan. We thank you for your consideration.
