New nations may not have more than 3 provinces. Land Expansion: One province may be annexed into a nation every week, and each week is from Sunday to Saturday CN time. There is no post count requirement for annexation, but white space does have resistance and should be economically and militarily incorporated into the new nation to be annexed. If the mapmaker decides these requirements have not been met through RP, they may ask the GM team to make a ruling on it. Activity Requirements: Nations with no activity in 30 days may be treated as white space by any existing or new players. After 60 days, claims can be removed from the map, provided someone notices that the person is missing. Locks may be requested and granted at the discretion of the GM team. IC/OOC Crossing: This is a RP. It is not your life, it does not matter, it's just a game we play on the forums. If you are blatantly and obviously OOC crossing, the GM team may take any action they deem suitable to put the RP back on track. Remember: your OOC friends and enemies should not be your IC friends and enemies, and your actions must be justified by the reality of the IC world. Rerolling: You can reroll any time you'd like. However, doing so requires that you wait a week between your old nation and your new nation, and you will not be on the map during that time. Military: Each province up to 5 provinces gives you 5,000 soldiers each and three points of industry. Provinces between 6 and 20 will give 2,000 soldiers each and a point of industry. Provinces after 20 will give 1,000 soldiers and no industry. Each point of industry may be spent on 5 ships. Every province produces 100 soldiers on the 1st of every IRL month to replenish losses from war. This cannot push you over your soldier cap. Spying: We have no spy rolls. If you want to spy on someone, get their permission. A dice roll will be done to decide the outcome; all spy attempts are 50/50 shots. Losses must be RP'd out. Protectorates: Nations may not protect more provinces than they own. A province in the process of being annexed counts as a protected province. The GM Team: There are 3 GMs. They are elected, serve 3 month terms, and can only be members of the RP/can only be nominated by members of the RP/can only be voted on by members of the RP. The GM team can, through unanimous vote, start a vote to ban someone from the RP. If they do this, the community votes and majority rules. All votes for anything require 72 hours of voting time and must be public. Nomination periods are also 72 hours long. The GM team is responsible for posting important threads, arbitrating disputes, making dice rolls to decide damage/spy outcomes, and other miscellaneous things. The GM team does not create a body of precedents. New Rules: Any member of the community may propose alterations to the rules by making a new thread. The GM team is responsible for gauging interest and making a vote thread if people seem to want the change. The Elastic Clause: In any case where I've forgotten something, the word of the GM team rules the day. If you are being a dick or otherwise being disrespectful or attempting to eLawyer your way around things, stop doing that !@#$ because you're making the RP suck. Keep in mind, if your nation is over 50,000 NS you will be capped at certain points. Starting a Nation in CNRP2 There are three ways to start a nation. - The first is to find white space that is not labelled as a protectorate, and request a portion of land. - The second way is to find a protectorate and either request it of them private message its owner (there is a list of protectorate owners below) or find them in our Coldfront channel, #cnrp2. - You may also make a post in this map thread asking if there is any significant land. There is a rare occasion that someone will grant you a piece of their own (coloured) land, but this is, like I said, rare. If you don't see land in a continent you want, don't be discouraged. You can RP anything, anywhere. If you want any kind of culture where you're going, you can have it. You may have to discuss it with the protectorate owner, because they may object to you rping certain types of things in an area under their control. Do I have to have a place on the map to post in this forum? Nope. You do not have to be a part of CNRP to post here. You can do your own thing, not bothering with the map. However, as most people who post here are posting in CNRP2, you may want to add the tag "Non-CNRP2", to avoid any confusion. Your original claim may not be outside your ingame Sphere of Influence. Land Expansion: Land expansion requires a minimum of 7 posts, per RL country/province (whichever is applicable). This is on average a post every 2 days. Multiple posts on one day do not count - the fastest you can expand is a post every day, fulfilling the requirements within 7 days. Your claim can be disputed for a period of 2 weeks. Posts will be checked for the forum date using GMT+1, not the ingame timer, so make sure there's between 20 and 24 hours minimum between each. 'Provinces' are the blue lines in this map: Click me, it's a reference map. An excessively large amount of provinces (Balkans, for example) may be combined into one 'region' if this region does not surpass 7.5 million people. Speak to the mapmaker about this to make sure it's legit. It is recommended but not necessary to make a new topic for integration or annexation of new territory, in case you don't want to clutter your news thread or equivalent. Every province requires its own paragraph of 2 sentences minimum. You cannot slap 5 provinces into 3 sentences. Until that time period is up, the land is considered contestable should any other nation put forth forces to contest it In Character. Like so: _ What are the rules? Activity Requirements A total of 3 weeks is the maximum allowed time to go between IC posting before you will be removed from the map, with GM notification this can be extended to up to 2 months, longer extensions may be granted upon GM discussion of the case to allow for extenuating circumstances. (Basic Training for example.) During longer extensions, called a "lock", nations that are locked cannot be touched via RP. Character crossing No crossing characters/nations. What happens to your in Barfistan, stays in Barfistan. If you reroll your nation and go right back to your old tricks, you deserve to get smashed. You need to remember that a new nation is a fresh slate, so don't roll a new nation to go pick fights with the enemies of your old nation. This goes for others, a new nation should not be viewed in the same lens as the old one just because the person rping it did something objectionable in their last nation. If a person rerolls and brings old characters into power in a new nation, that's another story. That's not a reroll, its a successor state and how it is treated is entirely up to the RPer. IC/OOC crossing This is hard to prove, but occasionally someone will catch wind of gossip or get shown a chat log of someone plotting on their nation. This chat log is out of character, it should not be acted upon in Character. If someone uses a conversation or argument that happens out of character as motive for attacking someone in Character, this is a problem. Nor should threads labelled as private be used to influence the actions of another player. Private means private. As IC/OOC crossing is hard to prove, allegations of such behaviour should not be made lightly. Further, neither should the community be forced to endure endless bleating sheeple claims of someone who thinks they are getting a raw deal. In short, some times you just have to sack up and role play things for reasons you don't like. However, should sufficient proof be shown, it should be discussed and dealt with on a case by case basis. Modifiers, Military, And Tech Scale 1) Soldier Count Rules Your Soldier count is Ingame civilians times 10. If you have 40,000 citizens and 8,000 of them are soldiers, you have 32,000 civilians - giving you 320,000 soldiers for RP. If you're over 50k NS, you will be capped at the following numbers, Tanks, APCs, artillery, etc. are done on common sense basis. Don't get too insane with this. Soldier Floor Every nation gets a minimum of 50,000 soldiers should they not have the infra requirement to get that in game. Soldier Exchange 2) Tech scale 0 - 2001 500 - 2003 1000 - 2005 2000 - 2010 2500 - 2013 3500+ - 2014 3) Infra modifiers for Aircraft in-game aircraft limit... x2 IG numbers 0-2k infra. (realistically 100 to 120 planes) no wonders included x4 IG numbers 2k to 4k infra. (200 to 240 planes) no wonders included x6 IG numbers 4k+ infra (300 to 630 planes) with 630 as a max cap including all possible wonders and navy. 1 stealth aircraft equals 2 ingame slots 4) Naval Rules Your RP navy is based upon what you could own in game, based on infrastructure. You do not need to maintain the ships in order to have a RP navy. Destroyers, Corvettes, and Frigates are multiplied by x2 5) Nuclear Rules 5MT yield for silo nukes, 1MT yield for submarine launched nukes. Spying and SpyrollsBefore a spyroll can be requested, there must be prior roleplay to establish that not only is there a mission to covertly infiltrate/wreak havoc/influence politics/steal intelligence from a nation, but that there is also an operative who will be conducting said mission. Use your head to determine how much is needed. A one-liner is not sufficient. Upon needing the spyroll, a screenshot will be provided to the GMs with the odds against the in-game nation of the RP player you wish to conduct spy operations against. Be sure to hover over and give us the percentage so we can make an accurate roll. Upon either success or failure, the effects of the spyroll should be appropriately roleplayed out. There are no instant wins, or instant detections. Neither side can immediately claim to know something based off of one successful roll, but it shouldn't be totally impossible in the case of a failure either GM roles and voting 3 GMs are to be voted upon every 2 months after a 48 hour nomination period. You may vote for yourself for GM but you may not nominate yourself. The voting period for a GM is 48 hours, the same amount of time for a nomination period. GMs may not serve consecutive terms. The role of the GM is to not create a body of precedents. A GM makes rolls for spy attacks, makes SDI rolls, and if they are faced with an argument that is at a complete impasse, with both parties unwilling to resolve the problem, they can choose to make a 50/50 roll to resolve it. No one expects a GM to hold a degree in Weapons design, or for them to have served 20 years in the Armed forces. A GM's job is encourage roleplay to keep moving along. Further, they facilitate votes on rules, polls for rules, and discussion on problems relating to specific role players. GM decisions are a case by case situation as each RP is unique and the role players involved are different. Autoadvances are to be granted every 7 days after the requesting rper can demonstrate they attempted to make contact. Community Driven Rules The above set of rules is by no means complete. The members of the community have a voice in deciding what the rules are and how they should be applied. Members of the CNRP2 community can post discussion threads to talk about new rules, old rules, and/or changing the rules. Polls can be posted as well, however, GM polls are the official measure of the community's desire to modify, remove, or add new rules.

After you request land, post a thread in the Fantasy RP (IC) forum, briefly (or lengthily) introducing your nation, its leaders, and a few basic things about its culture or other things of note. Yes, of course. Fantasy RP (IC) is for any kind of writing and RP. If you want to play in the world of CNRP, you can ask the owner of a territory if you can RP there (almost all of the nations will be okay with it as long as you're not starting a revolution). There is also the France Free RP zone, controlled by the Athenian Federation (Centurius). Anyone is free to do Character RPs there. Can I play another person's characters? Generally, no. For almost everyone, it's an unwritten rule that you are not, under any circumstances permitted to RP their characters, citizens, military and so on unless explicitly given permission. Protectorate Owners Protectorates are land set aside by blocs, nations, etc. for new nations. They are not an integral part of any nation, or bloc, and will normally be ceded to those who wish to place their nation there. However, you must speak to that bloc, nation, etc. before claiming the land. General Guidelines and Rules for CNRP CNRP is the name of a collective of RPs in a cohesive world that has developed over several years, since 2006. It started as people playing on this forum, and then a map was created, and then rules followed. As such, the rules are very organic in nature, and have been created in an attempt to lessen disputes in wars. Keep in mind, these are only general guidelines for wars. If all parties in a war wish to follow different rules, they can. If they want to appoint a different mediator for their own war, they can. If you wish to roleplay a technologically advanced nation, you may, except in the case of military technology which, to maintain fairness, is relatively standardised. IG to CNRP Conversions Soldiers Take your in-game working citizen count (not total population/supporters) and multiply it by 0.80. This number is your maximum in-game soldier count. Multiply this number by 10.0 and this number will be your maximum CNRP soldier count. Tanks are directly equal to what your maximum is in-game. For example: If I have 10,000 citizens in-game, then I have 80,000 soldiers in RP. Armor Artillery, APCs, IFVs, etc. are designated by common sense. You can have as many as you want, within reason of your own military capabilities. If you have too many, the GMs do reserve the right to say no. Technology Your in-game tech (technology) level is directly used in CNRP. Here is the tech scale. Naval Rules Your in-game navy is directly used in CNRP. Meaning, whatever you have IG = whatever you have in RP. The sole exception applies to submarines, corvettes, frigates, and destroyers. The current naval multiplier rule when converting from IG to IC fleets is as follows: 0-4,000 Infra, 0-500 tech: No multiplier 4,001-5,000 Infra, 501-1,000 tech: x2 5,001-6,000 Infra, 1,001-2,000 tech: x3 6,001-7,500 Infra, 2,001-3,500: x4 7,501-Infinity Infra, 3,501-Infinity: x5 If you're in different brackets for tech and infra, go with the lower one. Air Forces Like soldiers and tanks, you don't have to buy IG planes to have them in CNRP. Air forces follow the rule of 1 IG Plane = 1 RP Squadron. Nations with less than 500 tech must utilize half-squadrons of planes, which be be less than or equal to six planes per squadron. Nations with more than 500 tech may utilize full squadrons, which can be anywhere from 6 to 12 planes. 12 planes per squadron is the maximum you can have in CNRP. Nations with certain tech- and infra levels may use the following modifiers for their squadrons: 3750 Tech, 7500 Infra x2 Squadrons 7000 Tech, 14000 Infra x3 Squadrons 10000 Tech, 20000 Infra x4 Squadrons Weapons of Mass Destruction The total tonnage of nuclear weaponry your nation may possess is equal to your in game number of nukes * 20 megatonnes (30 MT with a Weapons Research Complex). This may be divided into as many smaller bombs as you wish, so long as the total megatonnage does not exceed your maximum with: Manhattan Project: total nuclear arsenal of 400 MT MP + Hidden Nuclear Missile Silo: 500 MT MP + Weapons Research Complex: 600 MT MP + HNMS + WRC: 750 MT Substitutions Players may exchange soldiers for aircraft for ships for nukes with the following conversion rates: 1 Nuclear weapon (IG) = 10,000 Troops = 500 tanks = 10,000 tonnes of shipping = 5 Squadrons of Fighter Aircraft (strategic bombers aren't included due to their much greater capabilities) Only RL designs may be used when doing any sort of substitution in regards to airplanes and ships. No custom designs of any sort may be used for these. A player may substitute and single aircraft slot for two of a generation behind their current tech level. A helpful guide to fighter aircraft generations may be found here. Note that 'Date of Operation' is the important bit for planes, showing when they were ready for combat. Example: I, having max tech, can take 2 Squadrons of Super Hornets for 1 squadron of Gen5 fighters. Sarah with a small nation can take two squadrons of F-4 Phantoms for giving up 1 Squadron of F-15s. As far as upgrading these, there is a limit to which you can upgrade proportional to IRL with foreign assistance. So while sensors can be upgraded you can't make full stealth hornets or put turbofan engines on the F-4, two of the key advantages of the gen up. Players who choose to customize are required to keep a documentation link, preferably in a factbook or other information post and easily accessible (signature recommended). Note on Guerilla Warfare You cannot arm your citizens and have them fight a war. It does not matter if you give them full time military training and automatic weapon, the maximum number of armed people you can field in a war is determined by your soldier count. During occupation - ie after a lost war - you may RP your population as taking up arms, but only to the maximum of your soldier count and with far less efficiency in fighting than regular soldiers. Game Moderator definition, rulings, etc Game Moderator "Wipe" Effects There are two kinds of wipe effects: Type one, total impossibility. IE Death star. Total RP wiped. These kind of god mods are easy to spot, and will be called quickly, so little RP to go back and redo. Type two, feature impossibility. IE Fighter jet with a laser. These are sometimes unnoticed, and when found/called, RP should be paused, while they are argued out in a separate thread. If the feature is found to be impossible, then the RP continues as if all actions had occurred minus that feature. IE, you still used your fighters, but since they didn't have lasers, they got annihilated or took more damage or whatever is deemed reasonable. Communication Whenever you say something that is not "in character", use the 'OOC:' tag before the statement. For example, if Uberstein decides to hold a gladiator tournament, we may insult the action in-game but then add "OOC: haha, nice" to show that we (in real life, not in game) like the idea. If something is to be a private message, put "PRIVATE MESSAGE TO <nation name here>" before the message. While the rest of the community will be able to see the message, only the person you send it to will be able to respond or use that information. There are also other options, like *CLASSIFIED* or whatever else you feel like you need to put. Remember, if it isn't clearly labeled or RP'd as private it may be used against you. Treaties Any treaty (MDP, ODP, economic, NAP, etc.) can be made in CNRP with another nation. For instance, if you sign a Mutual Defense Pact (MDP) with Uberstein, whenever you are attacked in CNRP, Uberstein will activate the MDP and attack whoever attacked you. Treaties can (and sometimes will) be broken. Rerolling A term meaning that you are RPing an entity that is not the one you first RP'd with.
