On it a battle-torn Imperial Flag waved for several seconds before cutting into a special broadcast. The new Emperor sat on the Imperial Throne. "On this day; February 10th, Imperial Year 460, the Empire has successfully established a base on the moon. Experiments are being tested there even now and there are plans to massively expand Imperial presence on our satellite. This culminates the final plans of Emperor Holihan and so marks the passing of an era. One punctuated with wars; the rise of a continent-wide system to draw the far flung peoples of the Empire together under one banner. From Mexico in the North to Antarctica in the South the Imperial Nation has reached what many consider to be its zenith." He paused, and in that moment the entire nation held its' breath. "That is not the case. I am henceforth enacting a new, final addition to the Pax Americana decree. Imperial territory as it stands will not expand any further than its current holdings and obligations under treaty and this doctrine. We will step in and maintain order if nearby governments fall into chaos but will take pains not to integrate the territory as a part of the Empire unless covered once before by the Imperial Right. They have been on spacewalks and in stations for months at a time, but living on the surface of the moon is a decidedly different experience.
