Dear Koryo,

We have a couple of minor alterations we would like to suggest. These will be listed in order of the articles stated in this document.

Preamble and Article I: Non-Aggression

- We are in agreement.

Article II: Trade.

- If this could be changed to 'trade for reduced tariffs' rather than a complete lift of tariffs it would be appreciated. The way the Zargathian taxation system works it would not be possible to trade against zero tariffs as several other taxes are incorporated into it.

Article III: Military Deployment

- We would like to have the agreement state that the divisions are to consist of light infantry only, as we had previously agreed upon.

Article IV: Succession

- Koryo has a landmass of slightly over 85.000 square miles. Zargathia covers 765.700 square miles, roughly nine times as much. We feel the proportions are slightly off for this article to be balanced.

Article V: Non-Cancellation

- We would suggest allowing the option of cancellation, even if it would only be for practical purposes should the terms stated in this agreement require renegotiating.

In addition, your discomfort with the name of our treaty is duly noted, and it shall be renamed to "Zargathia-Rebel Army Railway Accords" at the first convenience.

Looking forward to your reply,

HRH Amyante Tojimaru
Queen of Zargathia
Attached to the document was a tentative version of the Zargathian version in question, along with a note that all articles were open to discussion:

Preamble

The undersigned nations of Koryo and Zargathia, recognizing the bonds of friendship between the two, hereby enter into a pact of friendship.

Article I: Non Aggression

Koryo and Zargathia hereby agree to non-aggression. Neither signatory will launch military, political, or covert operations against the other.

Article II: Trade

The undersigned nations also agree to trade against reduced tariffs between their respective nations.

Article III: Military Deployment

The undersigned nations shall station five divisions of light infantry on each others' borderlands. Exact positions shall be discussed later.

Article IV: Succession

In the case one of the undersigned nations go into anarchy, the other shall succeed to the territories of the other. In the event Koryo falls into anarchy, all its territories (including Khanka Lake) are to succeed to Zargathia fully. In the event Zargathia should fall, Koryo shall receive Liaoning, Yanbian Autonomous Korean Prefecture (Jilin), Changbai Autonomous Korean Prefecture (Jilin), Tonghua Prefecture (Jilin, which includes Ji'an City), Liaoyuan Prefecture (Jilin) and Mudanjiang Prefecture (Heilongjiang, which includes Suifenhe City and Dongning County). This would balance the scales on 227.360 square kilometers of land for Koryo, and 228.340 square kilometers for Zargathia.

Article V: Cancellation

This pact shall override any existing treaties concerning the division of land, up to and including the formation of protectorates. Cancellation is possible, but only upon the agreement of both parties involved. In the event that this document be cancelled for any reason, all prior overridden treaties concerning the affected nations will apply as before.

"We have other plans for what is to happen to our remaining regions should Zargathia ever descend into anarchy. Since this document would override the one we have in mind as per Article V, we see the need to be specific on the regions affected in Article IV as a necessity."

Please tell us the plan. You have constantly changed stances throughout our negotiations by adding on new restrictions, and this is getting tiresome. The original talks was concerning all of Manchuria, as designated by the green of the following map:

We will not budge from this without justification.

"We find your stance somewhat odd. First you let us know that you want Liaoning to re-unify the Koreans living in the region, then when a treaty is made of what will happen in case of anarchy suddenly we are discussing ALL of Manchuria? What of the families of Han and Manchu that are native to these regions?"

"The lands mentioned in our version of Article IV cover all the territories mentioned in your initial request and we see no reason to expand upon it. These already exceed the total amount of land you would be able to offer us in return by almost a thousand square kilometers, and it would not be in Zargathia's best interests to unbalance the article further."

"Our initial offer did not included all of Liaoning, but only Liaodong. We, however, accept your logic and ask that Chaoyang, Huludao, Jinzhou, and Fuxin be replaced by Changchun, Siping, and Jilin."

"Well, the main problem with the alterations (aside from the fact that we would be increasing our end by another eleven thousand square kilometers) is that the regions in question have been promised to another nation should Zargathia descend into anarchy. Jilin and Changchun specifically are part of the Jilin (cultural) - Changchun (economical) - Harbin (political) Triune, and we would like this to remain intact given the extent of which these three major cities depend on one another."

"At the moment, talks are still underway so we cannot make the identity of the nation in question public. Suffice to say the treaty will be made public as soon as negotiations have been completed."

"Thank you for bringing an end to this. The following is the map of what would happen should Koryo succeed to Zargathia. It shall be attached to the treaty."

"We are pleased to see this situation be resolved through the use of diplomacy, and welcome the renewed friendship between Zargathia and Koryo. We hereby urge all nations that have placed embargos upon Koryo to rescind these measures. Thankful as we are for your declared faith in our country, we believe the threat to have passed in accordance with the signed NAP between our countries, and would wish for a return to normality."
