A letter would arrive in Carthage. Once opened it would read,

Hakeem Alj'outsi, the personal assistant of the King and Queen who will be representing the King's interests in this meeting, has been sent on behalf of Carthage. We look foward to discussions of a possible treaty and fellow interests.

Wine, please, but we dont have to wait. Let us simply start. Carthage has been attempting to establish foreign relations with those who we believe to be world pwoers willing to sign treaties with us. We believe you to be one of them. First we wish to know what is on your upcoming agenda. Are you planning to be in any conflicts soon, changes in government, or anything else drastic?

The President ordered for a glass of wine and a glass of orange soda.

"We don't plan to be in any conflicts yet. We just have some fears as our neighbours in the south seem to be getting very active and well we don't see eye to eye. Apart from that we will never start a conflict. We are rather peaceful. We just had elections last year, one term is for 10 years, so for the next 9 years it'll be hard to see any such drastic changes. Probably drastic change would be opening up our economy completely. Otherwise I see nothing different happening in the PRC. What about yourselves in Carthage?"

"We are looking to open up the Tertiary sector of our economy. Sectors such as education,banking,entertainment etc. The government has other interests and as such opening up this sector to foreign investors and promote privatization will give us a little more profit and work. It is part of our new economy plan to shift slowly from a 100% state owned country to a 85% state. This way we can be more free and have more chance for growth."
