Disparuean State Visit to Eagleia

Background: Following interest between [url="http://eagleia.wikia.com/wiki/Eagleia"]Eagleia[/url] and [url="http://cybernations.wikia.com/wiki/Disparu"]Disparu[/url], which have had bilateral relations since around August 2009, for a State Visit between the two countries, the Eagleian Government has sent an official invitation to the Government of Disparu welcoming a State visit to Eagleia from Disparu.

To the Government of Disparu,

We are delighted to hear that Disparu would be conducting a State Visit to Eagleia. But however for the delegation from Disparu to reach Eagleia, as it situated on [url="http://eagleia.wikia.com/wiki/Planet_Eagleia"]another planet[/url] a space fleet will arrive at Jubilife to pick up the delegation, and will probably land nearby the city in the clearing.

We would also be interested to know whether the delegation consists of the King & Chancellor as well as ministers of Disparu, or only the King of Disparu, so we properly prepare the needed security.

The Space Fleet should arrive tomorrow, which will take the State delegation of Disparu to [url="http://eagleia.wikia.com/wiki/Eagleton"]Eagleton[/url]. The fleet will take about half a day to travel there.

"A message from Eagleia?" asked [url="http://cybernations.wikia.com/wiki/Lance_Pikachurin"]King Pikachurin[/url] as he reread the two pieces of paper in his hands for the umpteenth time.
"I know it seems out of blue, Lance, but we actually received a message from them." replied another voice, one belonging to a woman.

Lance sighed as he reclined back into his leather chair. He was in the [url="http://cybernations.wikia.com/wiki/Executive_Council_of_Disparu"]Executive Council[/url]'s debate chamber, along with some members of the current administration's Council. Most of the debate chamber was dark and imposing, as usual. The main sources of light were two bright spotlights overhead - one which illuminated a detailed mural on the far side of the room and the other illuminating the debate chamber's centrepiece - the Central Hemicycle.

Isabelle wasn't actually supposed to be present in the meeting, as she did not know anything about Eagleia, but Cynthia eventually let her in after insisting that she should be in the meeting due to her position as Minister of Science and Technology.

"It's been a while since we heard from them." said Lance as he returned the two pieces of paper back into a red folder marked "Secret / Classified". "I mean, the last time they had contact with Disparu was...er...nearly two years ago, during the [url="http://cybernations.wikia.com/wiki/Darach_Crisis"]Darach Crisis[/url]. They haven't really been in touch for a while." he continued.

"Well, to be honest, the Government did try to cover up the fact that Eagleia's an extraterrestrial nation. Maybe that's why they haven't been in touch with us." said Lilian. "The official report about it said something about 'information that may be a threat to the integrity of Disparu'."

"That's irrelevant." interjected Cynthia. "Anyways, we'll have to decide who's going on the delegation. Lance obviously has to do it, being head of state and all. [url="http://cybernations.wikia.com/wiki/Maylene_Pikachurin"]Maylene[/url] will probably have to go to, since she usually accompanies Lance in these trips." she continued.

Paul spoke up. "Miss Celeste will have to stay here due to procedural and security reasons. We will need someone to lead us while Lance is away, and if I correctly remember, the United Organization is still out and active over at the Great Lakes States. Who knows if they still have a trick up their sleeve. Also, we do have a war going on around us, and it would be dangerous if a lot of our top officials are out when Disparu could be invaded any second."

"Indeed." said Lance. "Lilian will have to go with us, since the letter did say something about agreements between Disparu and Eagleia."

"I will also have to go." said Isabelle, startling the others. It was the first time she spoke up. "As the Disparuean Minister of Science and Technology, I will have to represent Disparu on a state visit to an extraterrestrial nation. Think of all the research and technological advancement possibilities that we can encounter during the trip." she continued in a monotone voice.

"You'll have to stay here, Miss Auberjonois." said Rowan. "I just spoke to the Minister of Defence about this, and you and the Ministry will have to help out to prepare for the arrival of the space fleet. We can't allow them to be seen, unfortunately."

"No, I must go." said Isabelle adamantly, in her usual monotone voice. "Someone will be able to take care of the Ministry while I am away. As for the space fleet, my scientists, along with technicians from the Ministry of Defence, are already working on a "portable" landing pad for them. The pad will be able to conceal the fleet's arrival using a complicated system of mirrors, lenses and water sprayers."

"Water sprayers?" inquired Lance.

"They are for the artificial mirages we will be generating." continued Isabelle. "I'd love to fill all of you with the details, but it might be too technical and boring. Anyways, please excuse me, I will have to do more research in the Archives about this 'Eagleia' before I board the space fleet..." And with that, Isabelle abruptly left the debate chamber.

"Heh, interesting..." said Lance.

The Minister of Defence and the Minister of Science and Technology has also asked me to inform you that the Eagleian space fleet must land at the following coordinates: 50.679399, -73.880067. The fleet will have to land there due to security reasons. The delegation will be at the location at approximately 5:30 PM, Eastern Daylight Time.

We look forward to the state visit.

Longus Girrafus drank the last of his lemonade drink as he relaxed in his office at the Ministry for Foreign Affairs & Tourism, there was an unexpected heatwave in [url="http://eagleia.wikia.com/wiki/Eagleton"]Eagleton[/url].

"So, it seems our Disparuean friends want to cover up Eagleia's existence to the other world." Girrafus said to his deputy minister. Girrafus was a physic. He knew exactly what happened in Disparu's Executive Council debate chamber. "Hmm, well, perhaps they may have reason for doing so, because if the general public on the other world found out, it might be chaos, well maybe. And we are quite different from them after all. Both you and I are what humans on that other world would cast aside as simply 'dumb animals', while on Planet Eagleia, the human species in not the only species with an advanced level of intelligence. Us, and most of our leaders, with the notable exception of some such as the sovereign and governor-general, are living proof of that." replied Girrafus's deputy, who was also a Giraffe as his boss. "Hmm, your quite right, but I wonder how long they [i]can[/i] cover it up. For example, many of Disparu's citizens may be wondering about our embassy in Jubilife. They must be confused and wondering where is the nation called Eagleia."

Girrafus paused while he drank a cup of cool water and put the A/C to full power. He continued: "We even have to ensure that only members of Eagleia's human species are ever allowed to visit any nation on their planet. And we have to land our spacecrafts in some forest or other deserted area and avoid any form of detection from them, out of fear they may find out about our Planet's existence. But I really wonder if there is even a need for this. Why can't we reveal ourselves to them? We're not that different to them in many aspects. Many of cultures are very similar to theirs, we even have the English language, and so much more, as we've already had some contact with the other planet. Which has been covered up or forgotten. We aren't so much ahead of them in technology or civilization either. We've only begun to master space travel for example. All our afore contact with their planet in the days before relied on our secret society of priests, who are able to create portals to the other world on rare request."

"Oh well" said Girrafus. "Let's see how this state visit goes. It shall be interesting for both us and them"

[b]Meanwhile, near Planet Bob:[/b]

"We're approaching their planet, Captain" exclaimed the First Officer of the Eagleia's flag spaceship, the ESS (Eagleian Space Ship) Eagle. "Good. That's close enough. We don't want this ship to be detected by their satellite or anything. Launch our main pod, instead of them all. That will make things easier for our Disparuean friends. Head for the coordinates we have been given. Try to enter Planet Bob's atmosphere with the least possible detection."

Soon the main pod of the flag spaceship had been launched. It entered Planet Bob's atmosphere and landed at the given coordinates without much detection. Second Officer James Cook looked at his watch, set to the time in Disparu. It read 5:25 PM. In 5 more minutes the Disparuean delegation was expected. Cook rested in the control chair while he looked curiously at the water sprayers, mirrors and lenses, which he could see from the control screen showing the outside....

Jubilife, Disparu[/b]

"Dammit!" exclaimed Isabelle as she tossed the dossier she had been skimming through into a pile of other dossiers. She was deep within the Archives' Restricted Section - Level 4. The level contained thousands of files deemed extremely sensitive, and was only accessible to a select few officials - including the Minister of Science and Technology.

She had been going through dossiers related to the Darach Crisis, which apparently involved Eagleia, though knowledge of their involvement seemed to have been intentionally erased from the general public's view. She also went through dossiers about Disparu's early foreign affairs history, since Eagleia was apparently one of the first nations to establish formal relations with the Federation. Unfortunately, she could barely find any information or data about the Eagleians and their interactions with the planet. There seemed to be telltale signs of information being erased on the dossiers, since sentences sometimes ended abruptly and were followed by large, blank spaces. Some classified images from the Darach Crisis also had pictures of soldiers with blurred arms, which she guessed were actual Eagleians helping their Disparuean counterparts look for Darach's assassin.

She remained silent as she read a single file detailing the capture and execution of Darach's assassin, Robert Richardson. The file contained a passage which was presumably a statement from Eagleia regarding the execution.

She grabbed a couple more files, which had more passages presumably from Eagleia. Based on the limited information she could read, the passages seemed to be talking about the death of Darach and the rise of Pikachurin as King.

The [color="#C0C0C0"]<secret/classified>[/color] of [color="#C0C0C0"]<secret/classified>[/color] has also informed me that the Flag at the [color="#C0C0C0"]<secret/classified>[/color] will fly at half-staff for the duration of the mourning in Disparu.

The [color="#C0C0C0"]<secret/classified>[/color] of [color="#C0C0C0"]<secret/classified>[/color] wishes all the best for Disparu in solving this case and further hopes for good diplomatic relations between our two nations.

In the light of the latest update from DNN, [color="#C0C0C0"]<secret/classified>[/color] congratulate Mr. Lance Pikachurin in being chosen as the new monarch of Disparu. Again, we wish Disparu good luck and hope democracy will continue to prevail in Disparu as you elect your new Chancellor. It can also be noted [color="#C0C0C0"]<secret/classified>[/color] are willing to secure the upcoming elections in Disparu, as well as any Diaparuean officials deemed in danger, with several [color="#C0C0C0"]<secret/classified>[/color] of [color="#C0C0C0"]<secret/classified>[/color] if required.

The [color="#C0C0C0"]<secret/classified>[/color] of [color="#C0C0C0"]<secret/classified>[/color] and one [color="#C0C0C0"]<secret/classified>[/color] from the [color="#C0C0C0"]<secret/classified>[/color], are willing to attend both the funeral of queen Darach and the coronation of the new king of Disparu.[/font] [/quote]

She returned the files into their dossiers and tossed it into the pile. She was getting frustrated since she wasn't getting anywhere, which usually never happens to her due to her brilliance and creativity. She decided to give up, and decided she would take notes about everything in Eagleia, from the mundane to the most important things in their society, as soon as she boards the ship for the state visit.

It was raining heavily when Isabelle left the Archives' building. A lot of the city's pedestrians were caught by surprise and were now running for shelter, but she was prepared. The rain, after all, was artificially created and was part of her plan to conceal the fleet's arrival. She smiled when she saw that the first phase of her plan had been successful. She looked at her watch - it was already 4:30 PM. In an hour, she would be boarding the Eagleians' space ships and would be heading for a once-in-a-lifetime visit to another planet with intelligent life in it.

[b]An uninhabited island in the middle of Lake Mistassini

"Isabelle shouldn't go with us." said Cynthia. "I don't trust her. She might blow the whistle about Eagleia and expose what we've been trying to hide for the past two years. Besides, she doesn't have [i]any[/i] experience in dealing with the Eagleians. Oh, and she isn't a Committee member." she continued.

Everyone in the Disparuean delegation, with the exception of Isabelle, were waiting for the Eagleians to arrive inside a Government-owned ferry. It was raining heavily outside, and the ferry uncomfortably rocked back and forth as waves crashed into it. Anyone who looked outside the window would be unable to see anything.

"Calm down, Cynthia." said Lance. "There's a first for everyone. Both Maylene and Lilian, for example, have never interacted with an Eagleian before."

"Hey! I was Muddkip's deputy when he was still Minister of Foreign Affairs!" said Lilian. "I worked a lot with the Eagleians during the Darach Crisis and the establishment of the first embassies here in Disparu. So yeah, this isn't my first time."

"Nevertheless, my point still stands." said Lance. "Isabelle should still go with us even if she doesn't have prior experience about this. Besides, she's the Science Minister, and it would be in Disparu's interest if she tagged along with us. I doubt she'll expose Eagleia to the world, lest she risks losing all of her credibility."

There was a light knock on the door. Lance got up, opened it and was greeted by a Royal Guard. The Guard saluted, then said, "Sir, it's almost time. The delegation has to go to the rendezvous point as soon as possible."

Lance nodded, then told the rest of the delegation that it was time to go. Everyone got up, put on raincoats, and headed outside...

Isabelle was already in the rendezvous point when the rest of the delegation got there. She was directing the plan's operations, and was pointing at random directions and shouting orders. Isabelle noticed the delegation and headed towards them.

"Everything is going well. The island has been secured, visibility has been reduced to near zero, data entering nearby radar systems uninvolved with the plan are spoofed to make sure the fleet's arrival is detected, and the rest of the camouflage network is working perfectly. All lenses and mirrors are reflecting what they should reflect and will make sure that anyone else will be unable to snoop in." said Isabelle.

Lance looked around. "Good, good. But I can't seem to see the stuff you were talking about yesterday. All I see are hundreds of floodlights focused on the landing pad. Where are the lenses, mirrors and sprayers?" he asked.

"They're hidden, obviously." said Isabelle.

An alarm suddenly activated. Several sirens wailed, and the area was suddenly bathed in red light. A voice came up in the PA system and said, "An unidentified flying object has been detected above the island's airspace, I repeat, an unidentified flying object has been detected above the island's airspace!"

"Well, I guess they're here." said Isabelle, smiling as she checked her watch. It was 5:25 PM. The Eagleians were five minutes early.

As the State delegation from Disparu got closer to the area where the mini spaceship had landed, a ordinary looking man came running up from behind the trees. The Disparuean guards almost automatically reacted, thinking it to be an intruder. But however the Disparuean delegation spotted a distinctly Eagleian looking badge on his shirt. And he seemed to be wearing some sort of naval style uniform. Three more men, also in uniform appeared. "This way" said one of them and moved into an area hidden behind trees. When the delegation followed them, they saw an Eagleian spaceship waiting. A sign on the spaceship's door said "[url="http://eagleia.wikia.com/wiki/Military"]Space Force of the Federation[/url] - ESS Eagleia - Miniship A". The spaceship was relatively tiny in relation to what the Disparuean delegation was about to see. The miniship was shaped like a rectangular object with a rounded glass front.

When the entire delegation was inside. The door shut. The delegation had not yet seen any of [url="http://eagleia.wikia.com/wiki/People_of_Eagleia"]Eagleia's species[/url] other than human, as all the officers on board the miniship were humans. "Ready for lift off sir" said one of the officers. The Second Officer replied: "Then let's go!" and then said formally: "Ladies and Gentlemen of the honorable State delegation from Disparu, please put your seat belts on." The delegation was seated on seats which resembled those of an ordinary commercial airplane. The seat belts were easy to find and as soon as everyone had put them on the Officer gave the order to go. Soon enough, the spaceship lifted into the air, positioned itself upwards and blasted off into space.

The miniship continued to keep going even after leaving Planet Bob's atmosphere. About 10 to 15 minutes later it went beyond Planet Bob's moon and slowed down. In the distance the Disparuean delegation saw an enourmous spaceship about the size of forty to fifty large cargo vessels. On it's two sides were similar looking ships, but about half each in size of the main one. The big one said "ESS Eagle" on it's side, the other two said "ESS Andromeda" and "ESS Union" on their sides. The spaceships were roughly arrow-ish/rectangular shaped, with a huge area at their middle back areas coming out and at it's near top an area which looked like the control zone.

Second Officer James Cook wondered what the members of the Disparuean delegation were thinking as they sat speechless as the miniship approached ESS Eagle. The miniship docked inside an area in ESS Eagle. As the door opened and the delegation were guided outside, they were greeted. But this time not only by humans. But by other creatures, some who looked somewhat alien like, some who looked like normal animals from Planet Bob except with a high level of intelligence of course, and some humans as well. The captain of the ESS Eagle, who was also the admiral of the 1st Fleet, as well as overall Commander of Eagleia's Space Force, stepped forward. He was small in comparison to humans, only about one-fifth the size of an average human face. He spoke in English, "Welcome aboard. This spaceship will take you to Eagleia, cruising at maximum speed, we can reach [url="http://eagleia.wikia.com/wiki/Planet_Eagleia"]Planet Eagleia[/url], which lies in one of the arms of the Andromeda galaxy, in about half a day. We will ensure you will be as comfortable as possible during this journey." Immediately following the captain's statement, a small giraffe looking creature the height of a average human's head and neck stepped up. He was followed by a much larger, normal looking girrafe. "Hello and welcome aboard" said the smaller giraffe, "I am the [url="http://eagleia.wikia.com/wiki/Council_of_Ministers"]Minister for Foreign Affairs & Tourism of Eagleia[/url]. And this is my deputy" he said pointing to the larger giraffe. "I hope you will enjoy your journey to Planet Eagleia, and the entire State visit in general. Some officers will be along shortly to show you to your rooms. Oh, yes, and you'll all might be interested in this," he said, handing out little booklets to everyone in the Disparuean delegation. The booklet was titled "A Quick Look at Eagleia":

Around a 1000 years back, in the [Earthian Standard Year] AD 1013, these two countries put aside their differences and united into one nation under the name of Eagleia, which was adopted as it was used by both Sunnians and Goldentinians to refer to the planet. In these early days only some of the main Eagleian continent had been discovered. Over the years Sunnia & Goldentine built up an huge empire encompassing the planet. Recently, the old imperial and colonial system of governance in Eagleia was reformed when Eagleia was restructured into "[url="http://eagleia.wikia.com/wiki/States_and_Territories_of_Eagleia"]the Federation of Eagleia[/url]", which today consists of 4 states (Sunnia, Goldetine, Einea, & Northia), 2 incorporated territories (Queensland & Corona), and the federal capital of Eagleton. The Federation of Eagleia also holds complete sovereignty over the whole of Planet Eagleia.

The major difference is that Eagleia's peoples do not consist of only one species, but many who have attained a level of intelligence to that of human beings. Trivia fact: Although Eagleia has many intelligent species, not all members of a certain species are intelligent to the level of a human being. For example, while a giraffe a in Eagleia's Cabinet, there are other giraffes who simply live in the wild and act and have a level of intelligence to that of giraffes on Planet Bob.

Government: Eagleia is a federation, a constitutional monarchy, and a parliamentary style democracy (although Eagleia's national legislature is called [url="http://eagleia.wikia.com/wiki/Congress_of_Eagleia"]Congress[/url], not parliament). Democracy is important in Eagleia, and citizens participate around 4 times a year in free and fair elections: to elect the national Congress, their state/territorial legislatures, their provincial legislatures (applicable if only in a state), and their local level government. The main job of Eagleia's Crown - consisting of a Sovereign, Governor-General, and State Governors, as well as their assistants - is to protect Eagleia's democracy and upload it's values such as liberty and justice.

After the booklet was handed out to every member of Disparu's state delegation. The entire delegation was led to waiting lounge, where they could privately discuss their thoughts with each other.

The Disparuean delegation was actually kept away from the landed spaceship, which had left a rather large crater on the ground, just in case the ship was actually a trap, or was sent from a planet other than Eagleia. Soldiers and Royal Guards alike trained their weapons towards the direction of the ship, preparing themselves in case of a disaster.

Soldiers and Royal Guards immediately armed their weapons and went to their positions when a man wearing a naval-like uniform suddenly appeared from the woods. They were about to fire tranquilizers (or actual bullets, if necessary) at the man when they heard someone shouting at them from behind. The platoon's commanding officer looked back and saw the King approaching the sudden visitor. He tried to keep the King away, but Lance said, "No, disarm your weapons. It's okay, I think. Judging from his uniform, he may be an Eagleian. I could be wrong, though."

The troops immediately followed the King's orders and lowered their weapons. However, they continued to remain on standby, just in case. Three more Eagleians in uniform appeared, and one of them discreetly said, "This way." before heading back into the woods. The delegation followed the Eagleian to the woods, and were escorted by dozens of troops. It seemed that the Disparueans would not risk losing their top officials to an unknown entity.

Isabelle was rather disappointed when she saw the ship. She was expecting something more technological and grander. She cautiously approached the ship and studied it's design, and the sign on what appeared to be the ship's door.

Soon enough, the spaceship lifted into the air, positioned itself upwards and blasted off into space.

The delegation complied and buckled their seatbelts on. Everyone but Isabelle was glad that the seatbelts were easy to find and looked extremely familiar. Isabelle, however, was disappointed - she was expecting something better.

As the ship blasted off into space, soldiers carrying hoses immediately moved into the area and doused any fires generated by the ship's engines. The camouflage network employed by the Disparueans on the ground continued to work and shielded the craft from being detected by anyone not in the know. The ship was also being tracked by Aurasphere, Disparu's anti-missile and anti-aircraft defence system, in case of an emergency (such as the craft being shot down by rogue missiles or aircraft).

The miniship continued to keep going even after leaving Planet Bob's atmosphere. About 10 to 15 minutes later it went beyond Planet Bob's moon and slowed down. On it's two sides were similar looking ships, but about half each in size of the main one. The big one said "ESS Eagle" on it's side, the other two said "ESS Andromeda" and "ESS Union" on their sides. The spaceships were roughly arrow-ish/rectangular shaped, with a huge area at their middle back areas coming out and at it's near top an area which looked like the control zone.

Second Officer James Cook wondered what the members of the Disparuean delegation were thinking as they sat speechless as the miniship approached ESS Eagle. The miniship docked inside an area in ESS Eagle.

Indeed, the Disparueans remained speechless and kept their thoughts to themselves as their ship approached the Eagleians' "mothership" and kept their thoughts to themselves. Lance, Maylene and Lilian were amazed by the fact that they were actually in space, and had seen the Moon itself with their very own eyes. Plus, they could also see real alien spacecraft operated by the Eagleians just slightly beyond their reach. Isabelle, meanwhile, smiled and thought to herself, [i]finally, something interesting![/i]

Immediately following the captain's statement, a small giraffe looking creature the height of a average human's head and neck stepped up. He was followed by a much larger, normal looking girrafe. "Hello and welcome aboard" said the smaller giraffe, "I am the [url="http://eagleia.wikia.com/wiki/Council_of_Ministers"]Minister for Foreign Affairs & Tourism of Eagleia[/url]. And this is my deputy" he said pointing to the larger giraffe. "I hope you will enjoy your journey to Planet Eagleia, and the entire State visit in general. Some officers will be along shortly to show you to your rooms. Oh, yes, and you'll all might be interested in this," he said, handing out little booklets to everyone in the Disparuean delegation. The booklet was titled "A Quick Look at Eagleia":

As usual, everyone but Isabelle had identical reactions when the door opened. The three members of the delegation felt shock, fear, amazement, confusion, and a variety of other conflicting emotions and thoughts as they were greeted by various species from Eagleia. They remained speechless for a while. Isabelle, meanwhile, remained in her usual state of apathy and melancholy. She took out a notepad and began jotting things down.

The delegation, even Isabelle, was surprised when the humanoid-like captain spoke and remained speechless. Isabelle immediately began to jot down notes in her notepad furiously.

After the Minister finished talking and handing out booklets, Lance spoke up. "It is a pleasure to be on board your ship, honourable Minister." said Lance, offering his hand. "As you may know, I'm Lance Pikachurin, King of Disparu and Master of Château Jubilife. This is my wife, Maylene, this is the Government's Minister of Foreign Affairs, Lilian Meridian, and finally, this is Isabelle Auberjonois, the Government's Minister of Science and Technology." continued Lance as he introduced the members of his delegation. The rest of the delegation also offered to shake hands.

The first thing Isabelle blurted out was, "Everyone speaks English!?"

Lance quickly skimmed through the booklet. He already knew most of the stuff, considering that he has access to files related to Eagleia locked away months ago. The same thing could be said for Maylene, since she had also learned a great deal about Eagleia during the Darach Crisis. She did, however, read over sections that she didn't know or those that looked interesting.

Lilian and Isabelle, meanwhile, were focused on the booklet. Lilian looked disapprovingly at the "Government and more" section, saying things like "instability" and "a waste of government time" when she read the part about elections in Eagleia being held four times a year. Isabelle jotted down more notes and noted the similarities between the geography of their home planet and the Eagleian planet. She noticed that one city seemed to have the same name as the largest city of Disparu, Eterna. Isabelle, however, was quite disappointed that the booklet did not contain any information about scientific and technological advancements within Eagleia.
